According to the Counter-Trafficking Law the State Policy consists of three pillars: І. Prevention of Human Trafficking (MSP, other state executive authorities, international organizations and NGOs). ІІ. Combatting Human Trafficking (MoI and other law enforcement aithorities). ІІІ. Provision of assistance to victims of trafficking (MSP, local state administrations, international organizations and NGOs). 5

The Ministry of Social Policy as the National CT Coordinator Coordinates the work of the central and local executive authorities, as well as local self-government agencies as part of the National Referral Mechanism; Organizes the work to identify victims of trafficking and to pay the one-time financial aid to them Controls and documents the implementation of victims individual rehabilitation and reintegration plans; Implements the National Action Plan; Develops and improves the national counter-trafficking legislation; Prepares an annual report on counter-trafficking activities; Cooperates with international organizations and local NGOs.

On 17 April 2015, a counter-trafficking strategic planning session supported by IOM (Ministry of Social Policy, Ministry of Interior, Security Service, State Border Guards Services, IOM, OSCE PCU, La Strada, and the Counter-Trafficking NGO Coalition participated) Results: Strategic goal till 2018: To ensure dignified access to counter-trafficking information and services for all persons in Ukraine Tasks for all stakeholders for the next 4 years to achieve progress to the strategic goal: 1. To enhance the knowledge and skills of relevant stakeholders; 2. To make trafficking prevention education accessible for the population; 3. To extend the cooperation with civil society; 4. To improve the counter-trafficking legislation. 10

24-25 June 2015 Counter-Trafficking Workshop supported by OSCE PCU Analysis of the Effectiveness of the implementation of the National Referral Mechanism in Ukraine (local MoI departments, State Migration Service, Social Services, education, and health authorities participated) Result: - Key issues with regard to victim identification analyzed - Cooperation among local-level stakeholders facilitated - Recommendations for the improvement of victim identification developed (strengthen the training of practitioners; ensure cooperation with civil society; improve cooperation with law enforcement agencies) 11

09 September 2015 Seminar on victim identification supported by OSCE PCU (Ministry of Social Policy, Ministry of Interior, Counter-Trafficking NGO Coalition, IOM, and local administrations of Zakarpattia and Chernihiv Oblast participated) Result: - Discussed issued related to victim identification - Discussed ways to improve cooperation among state agencies and NGOs to facilitate victim referral 12

Other activities to improve cooperation among NRM stakeholders: 05 February 2015 Training Seminar Current Challenges in Countering Human Trafficking in Ukraine in cooperation with La Strada Ukraine for representatives of local departments for social welfare and NGOs. 27-28 April 2015 Seminar Strengthening the Capacities of Law Enforcement Agencies of Ukraine to Detect and Investigate Human Trafficking Crimes and Provide Assistance to Victims in cooperation with IOM for law enforcement and judicial practitioners. 19 June 2015 Roundtable on countering human trafficking for consular services of foreign countries represented in Ukraine in cooperation with OSCE PCU. 2-4 September 2015 Training for 23 local officials from all oblasts of Ukraine responsible for the identification of victims of trafficking conducted at the Post- Graduate Training Center for Managerial Staff of the Ministry of Social Policy in cooperation with IOM. 13

Ministry Decree No. 508 of 16 August 2013 approved the Training Curriculum for Counter-Trafficking Practitioners Since the beginning of 2015, over 1,295 practitioners have undergone training based on the curriculum at regional post-graduate education centers for civil servants Regional Trainings supported by IOM and OSCE PCU (Jan-Jun 2015): In cooperation with IOM, over 2.6 thousand specialists trained In cooperation with OSCE PCU, over 3.4 thousand specialists trained! For the rest of 2015, 45 counter-trafficking trainings planned in all oblasts of Ukraine! 14

Mass internal displacement from the temporarily occupied territories and the anti-terrorist operation areas increases the risks for the population; On the non-government controlled territories, increased risk of widespread crime and exploitation of local population; The crisis pushes Ukrainians to seek protection in other countries. 15

1. In cooperation with La Strada Ukraine, between 29 December 2014 and 12 January 2015, in 16 oblasts of Ukraine (Donetsk, Dnipropetrovsk, Zakarpattia, Zaporizhia, Kyiv, Kirovohrad, Lviv, Odessa, Poltava, Rivne, Sumy, Kharkiv, Kherson, Cherkasy, Chernihiv Oblasts and the City of Kyiv), a research on the risks of human trafficking for the internally-displaced population was conducted. Result: 34.2% of those surveyed reported finding themselves in difficult circumstances due to their IDP status, 79.7% of those surveyed are aware of the issue of human trafficking 2. With IOM s support, GfK Ukraine conducted a representative population survey on the threats of irregular migration and human trafficking in Ukraine. The research was published on 30 July 2015 on the occasion of the International Counter-Trafficking. Result: 8% of Ukrainians are planning to find jobs abroad within the nearest future The share of those who work abroad unofficially increased from 28% in 2011 to 41% in 2015 (of those who are working abroad at the moment of the survey) 3. Ministry of Social Policy in cooperation with the State Institute for Family and Youth Policies is working on the State Report on the Progress with the Implementation of Counter- Trafficking Policies that includes analysis of the impact of the current conflict on the trafficking situation (the report should be available by October 2015). 16

On 08 April 2015, in cooperation with OSCE PCU, a training seminar for the OSCE SMM that is working in the ATO zone took place covering the identification of human trafficking cases. 2-3 September 2015 a training was organized by IOM and Nielsen LLC at the Vinnytsia Center for Social Partnership on marketing and sales for IDPs and VoTs beneficiaries of IOM s economic empowerment programs. 7 September 2015 an information session on the prevention of human trafficking was conducted by IOM for 20 officers participants of the ATO at the Training Center for International Peacekeeping (part of the National Ivan Chernyakhivskiy Defense University of the Ministry of Defense of Ukraine. The officers will be sent abroad as part of the UN Peacekeeping Forces assisting in conflict areas. 10-11 September 2015 a study visit by the Ministry of Interior Counter-Trafficking Department to the Bohdan Khmelnytskiy State Border Guard Service Academy took place. Participants exchanged experience on criminal analysis and risk analysis in the sphere of countering human trafficking. As part of the cooperation with OSCE PCU, a counter-trafficking training curriculum for the new patrol police was developed and facilitated (now taught as part of the regular training course for the patrol police) 17

Information campaigns for the internally displaced persons conducted jointly with OSCE PCU, IOM and La Strada Ukraine 1,000 stickers placed on transport stations and other places of mass gathering of people 120,000 leaflets and posters disseminated via agencies working with IDPs 19

National information campaign Invisible in Plain Sight in cooperation with IOM started on 2 December 2014 and is ongoing. The campaign is based on a 120-human silhouette installation representing the estimated 120,000 Ukrainians who have been trafficked abroad since 1991. The silhouettes feature real stories of trafficking survivors. The installation has traveled from Kyiv to Ivano-Frankivsk, Lviv, Dnipropetrovsk, Odessa, Kharkiv, Poltava, Chernivtsi, and Ternopil (till the end of September). A national information campaign was conducted on 30 July 2015 on the occasion of the International Counter-Trafficking Day, involving national, regional and local mass media. 20
