The Humanitarian Coordinator The Humanitarian Coordinator The HC is appointed by the ERC/USG, in consultation with the IASC, to: Coordinate the humanitarian efforts of all UN Agencies Facilitate communication and cooperation between the UN and other humanitarian agencies on the ground and with bilateral military forces Coordinate the overall international humanitarian assistance strategy including setting priorities for assistance and leading the inter-agency consolidated appeal process Promote respect of key humanitarian principles, e.g. neutrality, impartiality, by all parties to the conflict Negotiate to obtain humanitarian access to those in need

Clusters The activation procedure should be followed, which entails the following: 1) The humanitarian coordinator (HC) or resident coordinator (RC) consults relevant partners; 2) He/she proposes leads for each major area and sends a proposal to Emergency Response Coordinator (ERC); 3) ERC shares proposal with Global Cluster Leads; 4) ERC ensures agreement at global level and communicates agreement to HC/RC and partners within 24 hours of receiving the proposal; HC/RC informs host government and all partners. During on-going emergencies, it has been endorsed by the Inter-Agency Standing Committee (IASC) in late 2006, that all countries with Humanitarian Coordinators will implement the cluster approach.
