Deane School of Law at Hofstra University (2012-2016) PUBLIC SERVICE Senior Fellow, Brennan Center for Justice at New York University School of Law 2006 to February 2012 Special Counsel to the Speaker of the New York City Council January 2002 to December 2005 Consultant, Justice Project, Center for Court Innovation January 1998 to December 2001 This project, under the direction of the Center for Court Innovation and sponsored by the Department of Justice and the Soros Foundation, was intended to foster a national discussion on the constitutional and ethical issues raised by problem solving courts. Counsel, New York State Temporary Commission on Constitutional Revision July 1993 to February 1995. The bipartisan Commission, established by then Governor Mario Cuomo, was responsible for reviewing the New York State Constitution prior to the 1997 referendum on whether a constitutional convention should be held. The Commission published a number of reports, including: Effective Government Now for the New Century: The Final Report of the Temporary New York State Commission on Constitutional Revision and The Delegate Selection Process: The Interim Report of the Temporary New York State Commission on Constitutional Revision. Responsibilities included shaping the Commission s agenda, advising the Commission on numerous policies and legal issues, supervising a staff of approximately 15 full-time and part-time employees and speaking on a regular basis to groups throughout the state 1

and on various radio and television shows. Chair, Mayor s Task Force on Charter Implementation January 1990 to September 1990 The Task Force, consisting of New York City s Deputy Mayors, Corporation Counsel and Budget Director, assisted agencies in effecting the provisions of a revised charter adopted by New York City voters in November 1989. Responsibilities included meeting with the heads and staffs of all of the city s agencies to explain the new charter and to aid in its implementation. Counsel and Executive Director, New York City Charter Revision Commission February 1987 to December 1989 This Charter Revision Commission was responsible for proposing the most far-reaching changes in the structure of New York City s government since the adoption of its 1901 Charter. These proposals were adopted by referendum and approved by the Justice Department. Responsibilities included overseeing the shaping of the Commission s agenda, advising the Commission on policy and legal issues, supervising a staff of approximately 55 fulltime and part-time employees, administering a $2 to $3 million annual budget and speaking on a regular bas is to groups throughout the city and on various radio and television shows on the Commission s proposals. Counsel, New York State Senate Minority January 1981 to January 1986 Responsibilities included advising the Democratic leadership on policy programs, analyzing all proposed legislation from a legal and policy perspective, representing the Democratic Minority in all consultations and negotiations with the Senate Minority, the Assembly and the Executive branch, filing various program needs of the Democratic members of the Senate and administering an office of approximately 35.
