The Mayo also pesented poclamations to Babaa Myla, Pete Falbo, and Jey Bathke commemoating "Santa Claita Family Week" Novembe 24th thu Decembe lst. Waen Johnson on behalf of the Histoical Society pesented the City Council with a dawing of the poposed veteans memoial. ITEM 1 PUBLIC HEARING TRANSIT MITIGATION IN LIEU FEE RESOLUTION NOS. 91179 AND 91180 Mayo Boye opened the public heaing. Diecto of Community Development, Lynn Hais epoted that at the meeting of Octobe 8, 1991, Council adopted a pai of esolutions (one ugency, one nonugency) to establish a $200. 00 pe dwelling unit tansit mitigation in lieu fee. Due to the timing equiements fo amendments to cetain fees, the City must adopt anothe ugency esolution at this time so that the City may continue to collect this fee until the nonugency esolution takes effect. Seveal Santa Claita community membes attended, including Councilmembe Heidt, Captain Spiee, school epesentatives and City staff. This was a two day confeence that povided egional assessment of gang activity and descibed the vaious stages of gang involvement. It was decided by Council to continue this item to the Novembe 26, 1991 City Council Meeting. ITEM 28 NEW BUSINESS COUNCIL TEAM BUILDING City Manage, Geoge Caavalho epoted that Council at thei meeting of Octobe 8th, 1991 discussed a team building session. Council equested staff povide them with available dates. Following discussion of possible meeting dates, it was detemined by Council to hold the Team Building Sessions on Januay 25, 1991, place to be detemined. Heaing no objections, it was so odeed. ITEM 29 SUBSEQUENT NEED ITEM VALENCIA BLVD. & CREEKSIDE RD. TRAFFIC SIGNAL PROJECT 8912 AND SIERRA HWY. & RAINBOW GLEN TRAFFIC SIGNAL PROJECT 8918 Deputy City Enginee, Dick Kopecky epoted that staff was advised on Fiday, Novembe 8, 1991 that Intesection Maintenance Sevice (IMS) has defaulted on the subject pojects. IMS has equested thei suety, Safeco Insuance Company of Ameica take appopiate action to aange fo completion of the wok in accodance with the Faithful Pefomance Bond and Mateial and Labo Bonds; and Safeco has advised staff that they have been in contact with Steiny and Company, the second lowest bidde fo both pojects. Steiny is a membe in good standing, and has peviously pefomed wok fo the City. Following discussion egading the bonding equiements, it was moved by Dacy and seconded by McKean to authoize the Mayo to ente into eithe a tansfe ageement with Safeco o a contact with Steiny and Company should assumption of contol and pefomance of wok by the suety not be the most expeditious manne to complete the pojects. 9

She also commented on eseving a potion of the egula Council Meetings fo the puposes of infoming the public of the Councilmembes outside activiies. Councilmembe Klaj ic questioned the status of the Junio Pide Club and on he inteest in becoming involved with the Club. She also commented on he appointment by the League of Califonia Cities to the Hazadous Waste Committee. CLOSED SESSION RECONVENE: At 12:10 a.m. Mayo Boye adjouned the Council Meeting to a closed session fo the pupose of discussing a matte of pending o potential litigation unde the povisions of Govenment Code Section 54956.9 subdivision A. Following closed session, the Mayo econvened the meeting. It was moved by Dacy and seconded by McKean to hold a public heaing on a poposed amendment to the Geneal Plan, as ecommended by the Community Development staff.
