Welcome In the following slides, you will find information for the nationwide Maritime Security Identification Card (MSIC) Scheme. In the next few minutes, you are going to learn all that you need to know about this scheme what an MSIC actually is, why it s important to you, what you need to do to apply, etc.

What is a MSIC? Stated simply, a Maritime Security Identification Card (MSIC) is A national identification card issued to the maritime industry. It will identify maritime industry workers and contractors as having been background checked, and therefore, eligible to enter a Maritime Security Zone, ships and oil and gas facilities unescorted. In other words, you must have one!

Holding a MSIC is essential because Why do we need a MSIC? A MSIC provides a level of assurance that the holders, working within Maritime Security Zones, are not a threat to maritime security within Australia. All maritime industry workers (and contractors) who operate within Maritime Security Zones confirm that they have met the background checking requirements to work in a Maritime Security Zone.

What is a Maritime Security Zone? A Maritime Security Zone is defined as being all of the following: Port Security Zones (within security regulated ports) Onboard Security Zones (on Australian regulated ships) Ship Security Zones (around any security regulated ships) Offshore Security Zones (on and around offshore facilities) In other words, almost anywhere we work!

As displayed, a MSIC must contain: Full name Expiry date Unique identification number Recent photograph The name of the Issuing Body A MSIC must always be properly displayed: The MSIC Attached to your outer clothing Worn above the waist Displayed at the front or side of your body The whole front of the MSIC must be clearly visible You are committing an offence if your MSIC is invalid, incorrectly displayed or misused in a Maritime Security Zone.

Who needs a MSIC? You must have an occupation or business related need to have unmonitored access to a Maritime Security Zone at least once per year, which may include: Port, port facility and port service workers Stevedores Transport operators such as train and truck drivers Seafarers on Australian regulated ships People who work on and/or supply offshore oil and gas facilities Applicants must provide evidence of an operational need to hold a MSIC. This evidence can be in the form of a letter of sponsorship it must be an original copy and on a Company letterhead from: Your employer A port facility with whom you are engaged A Maritime Industry Participant If you are self-employed, a letter from the Company who uses your services along with your own letter of introduction

What does the application process involve? At the end of this presentation, you will be provided with an online application form and an AusCheck Privacy Notice. Once you have lodged your application, Atlas Professionals or an authorised Atlas Professionals Representative will: Verify your identity by requiring you to present your original identity documentation in person (face-to-face verification) Confirm your operational need to hold a MSIC Confirm your right to work in Australia Request a background check through AusCheck by ASIO, CrimTrac and DIBP which will be conducted every two years Why is my personal information being collected? Cards are issued under advice provided by the Attorney General s Department (AusCheck). The application form collects the information AusCheck needs in order to correctly identify you and conduct a background check. How long does the process take for my MSIC to be issued? Your MSIC can take up to 4 weeks to be issued from the date submitted to your Issuing Body.

MSIC Application Types When filling out the application form, you will be asked to select the relevant application category. 1. Standard (New) Applicants applying for a MSIC for the first time will require a bi-annual ASIO and CrimTrac background check through AusCheck. Each MSIC applicant will have the choice of the following depending on the applicants operational need: 2 Year MSIC (initial background check) 4 Year MSIC (initial background check and another after 2 years) Please note: An MSIC issued to a person who holds an Australian visa must expire no later than the day on which the person s visa expires. 2. Renewal Applicants whose Standard MSIC has expired and require a renewal. Holders of a standard MSIC must apply for a renewal MSIC at least 1 month prior to the expiry date of the previously issued MSIC and undergo the same process as a standard application including a bi-annual ASIO and CrimTrac background check through AusCheck. Cards are revalidated for two (2) or four (4) years depending on applicants operational need.

MSIC Application Types 3. Under 18 (Provisional) A Provisional MSIC will be issued to persons who are under the age of 18 years at the time of application. The card will expire six (6) months after the person turns 18 and an application for a Standard MSIC will be required. 4. ASIC Based MSIC (based on an Aviation Security Identification Card) A person who holds an Aviation Security Identification Card (ASIC) has already undertaken background checks by AusCheck. If an ASIC holder requires an MSIC, only proof of an ASIC, identity and operational need is required. The expiry of the MSIC will mirror the ASIC expiry.

Identification Documents - Category A Shows the start of your identity in Australia, examples include: Birth Certificate Must be a full copy, not an extract. If you do not have a copy, you can contact the Registry of Births, Deaths and Marriages. Australian Citizenship Certificate If you do not have a copy, you can contact the Department of Immigration and Border Protection. ImmiCard If you do not have a copy, you can contact the Department of Immigration and Border Protection. Australian Visa This may be in the form of a visa label, visa grant notice, VEVO check by Issuing Body or visa evidencing card. An MSIC issued to a person who holds a visa must expire no later than the day on which the person s visa expires. Important Note: All documents presented must be the original document.

Identification Documents - Category B Your identity linked by photo and signature, examples include: Passport Australian or Foreign Passports (must be valid). Driver Licence Australian or Foreign Driver s Licence or Learner Permit. Australian Proof of Age Card Issued by the Australian Commonwealth, State or Territory Government. Photo Card Embassy Photo Card, Adult Firearms Licence, Industry Licence, Police ID Card, Security Licence, Working with Children Check. Important Note: All documents presented must be the original document.

Identification Documents - Category C Evidence of your identity within the community, examples include: Medicare Card Marriage Certificate ASIC or MSIC Government issued Identity Card Evidence of Employment Payslip, PAYG Summary, Employment Contract. Evidence of Indigenous Heritage Australian Tertiary Student ID Card Issued by Australian TAFE, University or Registered Training Organisation. Academic Transcript / Trade Certificate Bank Card Photo Card Embassy Photo Card, Adult Firearms Licence, Industry Licence, Police ID Card, Security Licence, Working with Children Check. Important Note: All documents presented must be the original document.

Identification Documents - Category C Category D is only required if Categories A, B or C do not include your current residential address. Your current residential address, examples include: Australian electoral enrolment Australian rate or valuation notice Utility account or bank statement Evidence of indigenous heritage Mortgage papers or tenancy agreement Important Note: All documents presented must be the original document.

Background Check AusCheck, a unit of the Attorney General s Department, is responsible for coordinating the background checks for all new and renewal MSIC applications every two years. How will my personal information be used? AusCheck will coordinate a background check through the following Government agencies for information about you and will use the results to advise your Issuing Body whether you have an adverse criminal history, an adverse security assessment, or are prevented for immigration reasons from being issued with an MSIC. The Australian Security Intelligence Agency (ASIO) ASIO will check your name on a database of known persons involved with politically motivated violence. ASIO will also keep your information and use it as necessary for national security purposes. CrimTrac If you are over 18, CrimTrac will check your criminal history in the databases of all Australian legal jurisdictions and supply a copy of your criminal record to AusCheck. CrimTrac will not use your information for any other purpose. The Department of Immigration and Border Protection (DIBP) Your citizenship status or your legal right to work in Australia. DIBP may also use your information for immigration compliance purposes. Maritime Security Relevant Offence (MSRO) If you have been convicted of an MSRO that is deemed a maritime security related offence, you will be ineligible to receive a MSIC. It depends on the type of offence and the circumstances under which it was committed. AusCheck will notify you in writing stating reasons why you are not eligible along with advice of your appeal rights. For further information on Maritime Security Relevant Offences, click here.

MSIC Holders Responsibility An MSIC holder must notify Atlas Professionals immediately in the event of: Change of address or contact details Change of identity MSIC has been lost, stolen, destroyed or damaged If you no longer have an operational need If you are convicted of a disqualifying MSRO or convicted of any other MSRO and sentenced to imprisonment while you hold an MSIC An MSIC holder must return their MSIC to the issuing body within one month after: You no longer have an operational need to enter a secure area for at least once a year Your MSIC has been damaged, altered or defaced (permanently or temporarily) Your MSIC has expired Your MSIC is replaced due to name change, damaged or lost/stolen then found You have been notified in writing that your MSIC has been cancelled or suspended by the Issuing Body or AusCheck

Monitoring and escorting visitors: MSIC Holders Responsibility As a valid MSIC holder, you may be asked to monitor or escort visitors. This should be undertaken in accordance with the procedures set out in the relevant maritime security plan, ship security plan or offshore oil or gas facility security plan and relevant site induction.

Issue of Replacement MSIC Lost, Stolen, Destroyed or Damaged (must be reported within 7 days of becoming aware) MSIC holder has lost the MSIC and makes a Statutory Declaration to that effect MSIC has been destroyed, damaged, altered or defaced either permanently or temporarily and the holder makes a Statutory Declaration to that effect and returns any card remnants within 30 days of receiving your replacement MSIC MSIC has been stolen and the holder immediately reports the theft to the Police and has made a Statutory Declaration concerning the circumstances of the theft including information issued by the Police or forward a copy of the Police Report Change of Identity (original MSIC must be returned within 30 days following receiving replacement) MSIC holder has changed their name through legal processes and makes a Statutory Declaration providing evidence of the change MSIC issued to a person who changes his or her name ceases to be valid one month after the day on which the change is made

Issue of Replacement MSIC Visa Renewal (expired MSIC must be returned within 30 days of receiving replacement) MSIC holder can apply for a Visa Renewal MSIC if the holder has a new visa entitling him or her to work in Australia and continues to have an operational need to hold an MSIC and makes a Statutory Declaration confirming there have been no changes to the holders circumstances since the previous MSIC application background The renewed MSIC will not exceed the maximum 2 or 4 years given from AusCheck Cancelled MSIC A cancelled MSIC can be reissued if an applicants MSIC is cancelled at his or her request and it is less than 12 months after the cancellation The holder must provide evidence of operational need to hold an MSIC and makes a Statutory Declaration stating that since the cancellation no relevant circumstance has changed MSIC holders are required to complete the appropriate MSIC Replacement Form located on our website and submit to Atlas Professionals along the requisite documentation for processing.

Submitting your MSIC Application Once you have completed and printed your MSIC Application Form, please submit your application by: Verification by appointment at Atlas Professionals office Arrange an appointment with the MSIC Coordinator at Atlas Professionals office to verify your original identification documents and take your photograph (refer to application form). Please ensure you call and make an appointment before visiting our office. If this is the case, you can arrange an appointment with the authorised Atlas Professionals Representative to verify your original identification documents and take your photograph, rather than attending an appointment at Atlas Professionals office. MSIC Application Form Important Note: Please ensure you click submit prior to printing your form. Your application form must be taken with you to your appointment to sign and date the declaration section. Your MSIC identification number will appear on the top of the submitted form. Ensure the following documents are taken to your appointment: Submitted and signed copy of the MSIC application form Valid and original identification documentation An operational need letter from your employer Payment Photo to be taken during appointment Atlas Professionals can refuse to process an MSIC application if the above documentation is not provided or is incomplete.
