Lopez, Robert Blount, Jr., Karen Freeman STAFF PRESENT: Brian Woods, Janis Jordan, David Rastellini, Ray Galindo, Leroy San Miguel, Wesley Scott, Patty Hill, Lori Jones, Levi Lara, Henry Acosta, Barry Perez, Cassandra Miranda Items are numbered as they were designated in the posted agenda but are listed in the order in which they were considered. I. Call Meeting to Order The meeting was called to order at 7:00 p.m. by President Katie Reed. II. Invocation and Pledges of Allegiance Karen Freeman led the Invocation and Pledges of Allegiance. III. Public Hearings There were no public hearings for this meeting. IV. Superintendent s Report Dr. Woods reported on the following: September s Board Meeting is the first for new Deputy Superintendent for Curriculum & Instruction Dr. Janis Jordan and for new Executive Director of Communications Barry Perez. The District s base day for official enrollment was Sept. 23. Compared to the same day last year, the District has added just over 1,000 students. Last week at varsity football and volleyball games, NISD honored activeduty military, veterans, and first responders in the second annual America s Heroes Week. In addition to free admission to games, these special guests were treated to a Fine Arts salute and on-field recognition at Gus and Farris stadiums. Thank you to the Athletics and Fine Arts departments. Texas Education Agency is moving forward to design a rating system for schools and districts using letter grades A-F. We will work with TEA to ensure that the system is as fair as possible. In preparation for the 2017 Legislative session, District leaders and Trustees have begun scheduling meetings with legislators and other key players including the NISD Council of PTAs and Fast Growth School Coalition.

Dr. Woods recently met with the new dean of the College of Education and Human Development at UTSA, Dr. Margo DelliCarpini. Many NISD teachers, counselors, and administrators are graduates of the UTSA College of Education. The Northside Video Moment highlighted recent KENS 5 and SACU ExCEL Award Winner Brenda Johnson, orchestra director at O Connor HS. V. Board Members Report Trustee Katie Reed indicated that, while attending the Texas Association of School Administrators (TASA)/Texas Association of School Boards (TASB) Convention, she was able to hear the new Texas Commissioner of Education, Mike Morath, and was encouraged by his message. She mentioned she had a productive meeting with UTSA s new Dean of Education, Margo DelliCarpini. She closed by welcoming Dr. Janis Jordan and Barry Perez to their new roles in the District. Trustee Bobby Blount attended a meeting of the Bexar County School Boards Coalition in Judson ISD and mentioned a new partnership between the Go Public campaign and one of San Antonio s television stations. He referenced Go Public s spreading influence in neighboring communities. Dr. Woods added to his comments by commending the work of the new Executive Director for Go Public, Lisa Jackson. Trustee Joseph Medina reported that the recent TASA/TASB Convention was inspiring, effective, and recognized the accomplishments of public education. He recognized the work of Ray Galindo, Deputy Superintendent for Administration, and others for all of the behind-the-scenes work for the District. Medina recently attended a Watch D.O.G.S. (Dads of Great Students) recruiting meeting at Bernal MS and offered praise for the program in its efforts to involve more fathers and father figures in schools. Trustee M Lissa Chumbley welcomed Dr. Janis Jordan and Barry Perez to their new positions. She thanked NISD Director of Partnerships Cassandra Miranda and Fine Arts Director James Miculka and all others who helped make last week s NEF Gala a success. She congratulated Dr. Brian Woods on being recognized by Clear Creek ISD as a Distinguished Alumni. She closed by indicating that her recent attendance at the TASA/TASB Convention reminded her of the need to be vigilant as we approach the new legislative session. Trustee Dr. Carol Harle began by recognizing Director of Partnerships, Cassandra Miranda, on the recent NEF Gala and Auction stating that it was a wonderful evening and provided a great opportunity to recognize Northside s 2016 Pillars of Character. She recently attended the Holmes HS Homecoming football game and was able to assist with the coin toss and was impressed by all of the captains of the Holmes football team. She referenced the TASA/TASB Convention she attended with her Board colleagues and the multiple sessions offered. She closed by welcoming Dr. Janis Jordan and Barry Perez.

Trustee Gerald Lopez also welcomed the new Deputy Superintendent for Curriculum and Instruction and Executive Director of Communications. He addressed the increased enrollment in the District and attributed the work of teachers, principals, and Dr. Brian Woods as the reasons why families seek out NISD. He also applauded the work of Director of Partnerships Cassandra Miranda and those who organized the NEF Gala. He closed by sharing his experience at the TASA/TASB Convention and the need to continue reminding legislators about the importance of public education funding. Trustee Karen Freeman spoke about her experience at the TASA/TASB Convention. She indicated she and Trustee Joseph Medina represented Region 20 at the Delegate Assembly. She stressed that the upcoming legislative session is one of the most critical. She mentioned a push for those in leadership roles to become familiar with and utilize social media. VI. Recognitions A. Purchasing Department, Recipient of 2015 NPI Award of Excellence in Procurement B. Outgoing Members of the 2015-16 Northside Educational Improvement Council (NEIC) C. Outgoing Members of the 2015-16 School Boundary Advisory Committee (SBAC) D. Outgoing Members of the 2015-16 Northside Leadership Academy (NLA) The NISD Purchasing Department, represented by Director George Ayala and Assistant Director Jason Bandy, was recognized for receiving the Achievement of Excellence in Procurement (AEP) award from the National Procurement Institute, Inc. Outgoing NEIC, SBAC and NLA members were recognized by Dr. Woods and members of the Board and received Certificates of Recognition. XVI. Superintendent A. Declaration of Respect Trustees signed a Declaration of Respect as a show of support for the District s anti-bullying initiatives spearheaded by the Guidance and Counseling Department. Dr. Woods signed on behalf of staff. VII. Reports There were no reports for this meeting. VIII. Consent Agenda A. Minutes from the Meeting of August 23, 2016 B. Bid #2016-194 Football Helmet & Shoulder Pad Repair/Reconditioning Bid #2016-195 Physical Education Equipment & Supplies Bid #2016-196 Art Supplies & Equipment Bid #2016-197 Golf Equipment & Supplies Purchase Order #16049003 and #16049230 to AVID Center in the amount of $289,982.00 for the 2016-17 membership, materials and training. The AVID program is designed to increase school-wide and District-wide learning and performance. Requisition #17000242 to Monarch Teaching Technologies, Inc. in the amount of $100,000.00 for Vizzle Visual Learning web-based software for use by teachers and speech pathologists with Applied Learning Environment students District-wide. Requisition #17000431 to Apex Learning, Inc. in the amount of $97,500.00. This purchase of additional APEX licenses is required to support the high school credit retrieval programs. D. Resolution to Approve Waiver of Penalty and Interest on Tax Account #04565-102-0200 E. Purchasing Cooperative Fees Paid by Northside Independent School District F. T-TESS Outside Appraisers Consent Agenda items were unanimously approved on a motion by Karen Freeman and a second by Carol Harle. (It is noted that M Lissa Chumbley was out of the room when the vote was taken.) XI. Facilities and Operations A. Schematic Design Fine Arts Facility Holmes High School On a motion by Karen Freeman and a second by M Lissa Chumbley, the schematic design for the Fine Arts Facility at Holmes High School was unanimously approved as presented by Alamo Architects. B. Schematic Design Window Upgrades & ADA Work Colonies North ES On a motion by Karen Freeman and a second by M Lissa Chumbley, the schematic design for Window Upgrades & ADA Work at Colonies North ES was unanimously approved as presented by Huckabee. XII. Business and Financial Services There were no items for this meeting. XIII. Human Resources A. Renewal of Liability Carrier On a motion by M Lissa Chumbley and a second by Joseph Medina, Trustees unanimously approved the continuation of coverage with Texas Association of Public Schools as liability carrier in order to maintain a consistent deductible. XIV. Technology Services There were no items for this meeting. XV. Administration A. First Reading and Adoption of Legal Policies, TASB Localized Update #105 Legal policies from TASB Update #105 were present for first reading and adoption. Following discussion, the Legal policies were unanimously approved on a motion by Bobby Blount and a second by Joseph Medina. B. First Reading of Local Policies in TASB Policy Update #105 Local policies from TASB Update #105 were presented for first reading and discussion. Trustees were asked to call before the next meeting with any questions or concerns. No Board action was required. C. First Reading of Policy DBAA (LOCAL) Local Policy DBAA was presented for first reading and discussion. Trustees were asked to call before the next meeting with any questions or concerns. No Board action was required.

D. Request for Maximum Class Size Waivers There were no class size waivers that required Board action. XVI. Superintendent B. Resolution Supporting School Priority Month On a motion by M Lissa Chumbley and a second by Joseph Medina, Trustees unanimously approved a resolution supporting School Priority Month and individually signed the resolution along with Dr. Woods. School Priority Month in October is an initiative sponsored by Make Education a Priority. Support of this effort sends a powerful message to elected officials that public education must remain in the forefront of discussions relating to our future and continued prosperity as a State. C. Future Agenda Items Superintendent Woods and the Board discussed possible agenda items for future Board meetings. No action was required. XVII. Executive Session If, during the course of any duly posted meeting, the Board of Trustees determines that a closed or executive session is required regarding an item posted on the Agenda, that session will be held on any or all subjects and purposes permitted by Sections 551.071, 551.072, 551.073, 551.074, 551.076, 551.082, 551.084 of the Government Code (the Open Meetings Law). If a final vote is required on any matter considered in the closed or executive session, it shall be taken either upon the reconvening of the public session covered by this notice or at a subsequent, duly posted, public meeting as the Board shall determine. President Reed announced that, in accordance with Texas Government Code, Sections 551.071, 551.072 and 551.074, the Board would convene in closed session at 9:05 p.m. to discuss the following: A. Pursuant to Texas Govt Code 551.071, Attorney Consultation Regarding Legal Issues Related to Texas Commission on Law Enforcement (TCOLE) Matter Related to NISD Police Chief B. Pursuant to Texas Govt Code 551.074, Consideration and Discussion of TCOLE Matter Related to NISD Police Chief Including Possible Payment of Individual Defense Costs C. Pursuant to Texas Govt Code 551.071, Attorney Consultation Regarding Legal Issues Related to Employment of Professional Employee D. Sites E. Appointment of Director of Facilities Construction F. Appointment of Vice Principal at Mary Hull Elementary School The Board reconvened into open session at 10:04 p.m. and took the following action: Item A No Board action was taken on this item. Items B, C, E, F On a motion by Carol Harle and a second by M Lissa Chumbley, the Board unanimously approved the Superintendent s recommendations for the following administrative appointments: James Berg, current Project Manager at Facilities Construction, was named Director of Facilities Construction. Shawn McKenzie, current Vice Principal at Folks MS, was named Principal at Folks MS. Erin McKinney, current administrative intern at Zachry MS, was named Assistant Principal at Briscoe MS. Amy Cooper, current teacher at Glenoaks ES, was named Vice Principal at Mary Hull ES. Item D This item was pulled from the agenda for action at a future meeting. XIX.
