Pledge of Allegiance: Bruce Lowe, Flag Bearer/Sergeant-at-Arms Present Bruce Lowe led the Association with the Pledge of Allegiance during the Opening Session. Annual Report: President Brian E. Gordineer, AAS, Present President Brian E. Gordineer, AAS, provided the annual report. Secretary s Report: Jason Hughes -Present Secretary Jason Hughes provided the minutes to the Board from the July, 2016 meeting and also via email before the meeting. First Vice President David Sanford, CAE, SRA made a motion to approve the minutes as presented. The motion was seconded by Second Vice President Ryan Davis. There was no discussion and all voted in favor. Treasurer s Report: Mary Deas, CMS Present Mary Deas, CMS, presented the Statement of Account Balances as of November 16, 2016, show assets of $106,507.43. Income minus expenses equals $5,809.02. Dues were paid by 862 Regular Members, 20 Retired Members, and 22 Associate members.
Second Vice President Ryan Davis made a motion to approve the Treasurer s Report. The motion was seconded by President Elect Billy Driver. There was no discussion and all voted in favor. Committee Reports: Reporting to President: Brian E. Gordineer, AAS Legislative Committee: James D. Hester, CAE, RES, MAI, SRA -Absent Education Committee: Michele Packard & Trudy Clatterbaugh Present Chair reported that there were 246 registrants at the Seminar. Chairs were able to save money on speakers, per diem pricing from the hotel, and sponsors, bringing the total made to $13,692.61. Arrangements Committee: Libby Griebel -Present Chair reported that there were 135 registrants for the VAAO 68 th Annual Conference at Kingsmill Resort and thanked everyone for their participation and support. Commissioner of Revenue Liaison: Honorable Debra Reason Present Chair thanked everyone. Parliamentarian: Larry Mackereth, CAE -Present IAAO Representatives: Kim Smith, AAS & Deirdre Kelly & Derek Green Absent Greg Goodwyn & Derek Green Present Chair Goodwyn reported on IAAO initiative to have 10,000 members by 2020. IAAO has a booth at the Conference. IAAO is having its 2017 Conference in Las Vegas, NV. Reporting to the President Elect: Billy Driver Communications and Technology Committee: Jonathan Garner -Present Use Value Committee: Mary Garris & Tommy Blackwell -Present Chair Blackwell reported that 2017 Values are now approved and available, and have recently been published online. If you need your values (especially for a 2017 reassessment) and you have trouble accessing them, please contact either Chair. Overall, agricultural values for localities east of Interstate 95, and in particular those cities and counties in the Middle Peninsula, Northern Neck, Hampton Roads, and Eastern Shore, have increased. However, with the current commodities market and meteorological uncertainties, we are probably looking at a downward trend in ag values. Forestal values have remained steady for pine and have increased slightly for hardwood. SLEAC expects that pine values will remain flat until the building industry increases, and hardwood values may continue to go up slowly. Open space values for golf courses and racquet clubs have remained unchanged. Regional Seminar Committee: Tammy Carroll, CAE -Present Chair reported that IAAO 851 Case Study was a success. 851 was taught by David Cornell, MAI, CAE, with 20 people attending. Audit and Finance Committee: Rod Compton -Absent Reporting to First Vice President: David Sanford, CAE, SRA Membership Committee: William Bacon -Present
PDP Advisory Committee: David Nelligar-King, RES -Present Chair reported that there were a total of four new designees and one individual obtained both an AAS and an RES for a total of five new designations. Congratulations were extended to Tammy Carroll, CAE, RES, for all her efforts in putting together the RES Case Study Workshop. The PDP is in the process of setting up the Virginia Designation Candidate Forum (VDCF) which will be supported by the technical staff of the IAAO through the AssessorNET program. Personnel Committee: Kevin Prine, RES, AAS -Present Chair reported that the survey reports were complete in the fall. Awards Committee: Steve Edwards -Present Resolutions Committee: Charles T. Vester -Absent First Vice President David Sanford, CAE, SRA, read the resolution for John Kiger. Manual Committee: Mary Garris-Present Old Business: No old business.
New Business: Martin Marshall, IAAO Past President, spoke. PDP Advisory Committee Chair David Nelligar-King, RES, and Flag Bearer/Sergeant-at- Arms Bruce Lowe made complimentary motions with regard to recommended modifications to be made to the Pistol McmIllan Scholarship. After further discussion the motions were withdrawn and the matter was tabled until the next Board Meeting. Adjournment: President Brian E. Gordineer, AAS, adjourned the meeting at 2:14P.M.
