BOROUGH OF RARITAN BOARD OF HEALTH MEETING MAY 10, 2017~ 7:01PM The Meeting of the Borough of Raritan Board of Health was held on May 10, 2017 in the Municipal Building, 22 First Street, Raritan, New Jersey 08869 at 7:01 pm. STATEMENT OF PUBLIC NOTICE This meeting is called pursuant to the provisions of the Open Public Meetings Law. Notices of this meeting were sent to The Courier News and the Star Ledger on December 16, 2015. In addition, copies of notices were posted on the bulletin board in the Municipal Building, on the Raritan Borough website and filed in the Office of the Borough Clerk. Notices on the bulletin board have remained continuously posted. Proper notice having been given, the secretary is directed to include this statement in the minutes of this meeting. ROLL CALL Present: Absent: Also Present: Marie Ciufo, Diane Lella, Paula Machala, Kathryn Mastice, Preni Nair Anna (excused) Paul Masaba, MD, Health Director/Officer, Michael McCarty, Registered Environmental Health Specialist, Council Member Zachary Bray, Liaison, Constance M. Del Rocco, Secretary FLAG SALUTE Board Member Machala led the flag salute PUBLIC COMMENTS At this point the Board of Health welcomes comments from any member of the public. To help facilitate an orderly meeting and to permit the opportunity for anyone who wishes to be heard, speakers are asked to limit their comments to 5 minutes. If reading from a prepared statement, please provide a written copy after making your comments. Please sign in by printing your name and address. No one spoke APPROVAL OF MINUTES 1. April 2017 Board Member Lella motioned to approve the above minutes for April 2017 seconded by Board Member Ciufo. Motion carried by the following roll call vote.

Ciufo Lella Machala Mastice PRESIDENT REPORT Board President Machala wished Board Member Mastice a speedy recovery from surgery. She noted a card would also be sent by her with best wishes from the Board. REGISTRAR S REPORT Registrar s Report for April 2017: Total Fees Collected Total Fees to Date $836.03 $4,265.16 Board Member Mastice motioned to approve the above Registrar s Report for April 2017, seconded by Board Member Ciufo. Motion carried by the following roll call vote. Ciufo Lella Machala Mastice HEALTH OFFICER S REPORT Paul Masaba, MD gave the following Health Officer s Report: Code Blue and Winter Storm Notifications- when temperatures drop below freezing these conditions pose a threat to homeless or the medically fragile. This program will help to shelter, feed and clothe these individuals. The county/municipal Government initiates a Code Blue Alert. Emergency Management together with county government will enable authorities to take homeless adults to shelters and warming centers. The SCHD will be working with a number of local clinics (Zuful) and local education to establish a program to educate and treat the increase numbers of STD s in Somerset County. HEALTH INSPECTOR S REPORT Michael McCarty gave the following report for April 2017: 1. West Somerset Street- Complaint against E&M Deli. Caller states unsanitary conditionsconducted full NJAC 8:24 inspections. Observed several noncritical violations and addressed with new owner. 2 of 5

2. No Address-Area of 22 Reimer Street-caller states dog walkers do not clean up after their dogs. Advised additional detail/evidence would be needed to enforce actions. 3. Berwick Street-Complaint from resident stating he saw a rat in his yard. Conducted on site visit. Observed rat-like burrows in his backyard under his shed. Advised he would need to contract an exterminator. 4. LaGrange Street-Complaint from tenant that there are rats behind properties bordering up against NJ Transit. Health Inspector McCardy suggested perhaps placing Curb your Dog signs on a number of streets in the Borough might remind residents you must pick-up after your dogs. President Machala will have a conversation with Dan Jaxel, Borough Administrator about the purchase of signs. Michael Mulcalhy, Property Maintenance was notified of the rodents and the accumulation of garbage behind the houses on LaGrange Street that border the tracks. Board Member Ciufo motioned to approve the above Health Inspector s Report, seconded by Board Member Lella. Motion carried by the following roll call vote. Ciufo Lella Machala Mastice LIAISON REPORT None Offered OLD BUSINESS Waste Receptacles Mayor and Council have an ordinance to address the issue of condemnation of dilapidated garbage cans but have tabled this ordinance till they have more information on thickness of garbage bags which is also an issue to be address with this ordinance. PUBLIC HEARING AND ADOPTION: Ordinance No-BH 2017-01 Ordinance of the Board of Health of the Borough of Raritan, County of Somerset, State of New Jersey, Creating A Public Health Nuisance Code. President Machala read the above Ordinance No.BH-2017-01 title and asked for a motion to open the Public Hearing. 3 of 5

Board Member Ciufo motioned to open the Public Hearing, seconded by Board Member Mastice. Motion carried by the following roll call vote. Ciufo Lella Machala Mastice No One Spoke Board Member Ciufo motion to close the Public Hearing, seconded by Board Member Mastice. Motion carried by the following roll call vote. Ciufo Lella Machala Mastice Board President Machala asked for a motion to Adopt Ordinance No. BH: 2017-01. Board Member Lella motioned to Adopt Ordinance No. BH: 2017-01, seconded by Board Member Mastice. Motion carried by the following roll call vote. Ciufo Lella Machala Mastice Board Member Mastice noted there is a property on Quick Avenue that is in disrepair/eyesore. Health Inspector McCardy will contact Michael Mulcalhy, Property Maintenance with this issue. Board President Machala suggested with additional issues pertaining to the pigeons an Executive Session of the Board of Health should be scheduled. After a brief discussion this meeting will be held on May 31, 2017 at the Municipal Building, 22 First Street. It was suggested that the Board of Health, Paul Masaba, SCHD Director, Michael 4 of 5

McCarty, Health Inspector, Mayor McMullin, Richard Wenner, Borough Attorney and Council Member Bray be present for this meeting. Board Member Lella motioned to have an Executive Session, seconded by Board Member Nair. Motion carried. ADJOURNMENT Board Member Ciufo motioned to adjourn, seconded by Board Member Nair.
