Minutes -Policy Dialog Meeting, on the occasion of the 3 rd TVET Regional Conference in Vientiane, Lao PDR- 1. Introduction remarks On the occasion of the 3rd Regional TVET Conference in Vientiane, Lao PDR, high-ranking TVET representatives of participating countries held a Policy Dialog Meeting (PDM) on December 15, 2105 at the conference venue, Don Chan Palace Hotel. Based on the conference concept, which has been agreed by the Ministry of Education and Sports, Lao PDR and the Ministry of Economic Development and Cooperation, Germany, dated July 2015 and November 2015, the meeting brought together Vice Ministers, Directors General and Heads of Delegations in order to share TVET policy issues related to the four topics of the conference and to draft the Joint Statement on Inclusive and Labour market oriented TVET as the envisaged outcome of the conference. The meeting has been chaired by the Lao Vice Minister of Education and Sports, Prof. Dr. Kongsy Sengmany. Participants attending this meeting came from 6 ASEAN countries plus Pakistan, Mongolia, Timor Leste, as well as SEAMEO Secretariat/Bangkok. (please see List of Participants, Annex 2) 2. Objective On behalf of Prof. Phankham Viphavanh, Deputy Prime Minister and Minister of Education and Sports of Lao PDR and host of the conference, Vice Minister Dr. Kongsy Sengmany highlighted the objective of the meeting as follows: We invited you to this meeting in order to use the momentum to have you all here in Vientiane and to have the opportunity to share our views and policies regarding TVET development in the national and regional context especially in attendance to the upcoming AEC. In a long term perspective it is proposed to provide a forum of TVET policy discussions which should help us to intensify our cross-institutional communication on TVET development in our region. In this regard we would like to, To share with you ideas and reflections about the Vientiane Joint Statement on Inclusive and Labour Market oriented Vocational Education and Training. Collect ideas regarding the establishment of a permanent policy dialogue and monitoring process on Inclusive and Labour Market oriented TVET in ASEAN.

3. 4. Output of the meeting: The output can be summarized as follows: 1. The high ranking representatives from 10 Asian countries highly appreciate the accomplishment of the 3 rd TVET Conference on Inclusive and Labour market oriented TVET in Vientiane, Lao PDR. They express their gratitude and sincere thanks to the host of this Conference, the Ministry of Education and Sports of Lao PDR, as well as to the Government of Germany, namely the Ministry of Economic Cooperation and Development, for the unprecedented support and commitment in carrying out the 3 rd conference. 2. The high ranking representatives from 10 Asian countries fully agree upon the draft of the Vientiane Joint Statement on Inclusive and labour Market oriented TVET as discussed at this meeting. One additional suggestion has been made in order to highlight the main challenges limiting further enhancements and attractiveness of TVET. All participants agreed to adopt the Joint Statement on TVET as valuable result of this conference in order to serve as guideline and orientation for the period of the next one to two years of cross-regional cooperation in Asia. The participants agreed to distribute the final version of the Joint Statement to all ASEAN member countries, including the regional authorities, international organisations and last but not least to the delegations from Pakistan, Mongolia and Timor Leste. 3. The high ranking representatives agree to continue TVET politic talks in a more systematic manner. Consequently they will inform and convince their respective governments to be committed to establish and to support a permanent TVET policy dialogue and monitoring process in ASEAN and beyond as result of the 3 rd TVET Conference.
