Pledge of Allegiance The Pledge of Allegiance was recited. Roll call Present Dan Jashinsky Chris Smith, Ald. Jashinsky welcomed Chris Smith, Alderperson District 4, to the Committee. 1. Approve minutes of July 2, 2014 Public Works Committee Meeting P. Hawley suggested Page 1, Item 4a, Paragraph 2, Sentence 7 be changed from With these revisions, the requirement of two parking stalls for unit could be accommodated with the exception of one stall for the overall project. to With these revisions, the project would be one parking space short of the City s two-space-per-unit requirement. A. BAUMANN MOVED TO APPROVE THE JULY 2, 2014 PUBLIC WORKS COMMITTEE MEETING MINUTES AS AMENDED. P. HAWLEY SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. All WERE IN FAVOR. MOTION CARRIED. 2. Discussion and review of City of Delafield municipal code chapters 7, 8, 13 and 23 legal review as related to the re-codification project. Specifically chapter 8 will be reviewed in detail. The Committee reviewed City of Delafield municipal code chapter 8 as related to the City s recodification project. M. Court shared suggested revisions with the Committee for various pages throughout the chapter. Various suggested revisions were discussed by the Committee. A final draft would be reviewed and approved by the Common Council as part of the re-codification project. D. Jashinsky recessed the meeting at 8:27 p.m. and reconvened the meeting at 8:34 p.m.

Discussion and action on Preliminary Draft of the 2015 Budget - 5 year Capital Improvement Plan.. This item was moved to the September, 2014 Committee agenda. 5. Reports - Director of Public Works/City Engineer/Traffic Staff a. Director of Public Works No report given. b. City Engineer. 1. Update on 2014 Street Improvement Program. M. Court stated the 2014 Street Improvement Program was nearly complete with the surface binder being applied to various City streets throughout the last week. c. Traffic Staff. 1. Discussion and action on request to consider removing the stop signs on Genesee Street at the Milwaukee Street and Wells Street intersections and converting the four-way stop sign at the intersection of Genesee Street and Main Street to a signalized intersection for the purpose of reducing traffic noise in the downtown area. 6. Correspondence- NONE 7. Adjourn M. Court explained the Traffic Staff Committee met recently with notes of that meeting included in the epacket. A request had been considered regarding removing the stop signs on Genesee Street and the Milwaukee Street and Wells Street intersections and converting the four-way stop sign at the intersection of Genesee Street and Main Street to a signalized intersection for the purpose of reducing traffic noise in the downtown area. There were no traffic flow issues associated with the intersection being considered. He then explained the recommendation of the Traffic Staff committee, noting there was a certain threshold of traffic that would require placement of a traffic light in that location that was not anticipated to be there currently. To determine whether changes to traffic signage were necessary, a traffic study would be required. Discussion ensued regarding the historical perspective on providing signage for the intersection, potential impacts of weight limits on the issue of noise, and whether businesses remained in support of the current functionality of the intersection. R. LIEBLANG MOVED TO RECOMMEND THAT NO CHANGES TO TRAFFIC SIGNAGE WERE NECESSARY AT THE MILWAUKEE STREET AND WELLS STREET INTERSECTION. D. JASHINSKY SECONDED THE MOTION. While alternative forms of detection were not deemed feasible with the current infrastructure, some changes will be made to the current detection in an attempt to improve operations at the intersection: 1. The delay will be removed from the shared through/right-turn lane sensor, making the call for the

movement instantaneous. 2. Phase locking will be turned on for the shared through/right-turn movement to ensure that its phase gets called every time that its sensor is crossed.
