Please summarize and include the facts which establish probable cause for the arrest: ON 12-25-2016 AT APPROXIMATELY 0252 HOURS, THE DE- FENDANT LISTED ABOVE WAS OBSERVED DRIVING A MOTOR VEHICLE AT A CONSERVATIVELY ESTIMATED SPEED OF 70MPH IN A 45MPH ZONE IN RAINY CONDITIONS NEAR THE INTER- SECTION OF VAL VISTA AND UNIVERSITY IN THE CITY OF MESA. THE DEFENDANT'S ACTIONS DREW ATTENTION OF PO- LICE BECAUSE HE RAN THE RED LIGHT FOR THE SAME IN- TERSECTION AT THE LISTED SPEED. POLICE ATTEMPTED TO FOLLOW THE DEFENDANT AND OBSERVED HIM FAILING TO MAINTAIN LANE FOR APPROXIMATELY 1 MILE WHILE DRIFT- ING INTO THE CENTER MEDIAN, AND ACCELERATING BEYOND A POLICE VEHICLE PACE OF 80MPH. THE DEFENDANT LOCKED THE BRAKES FOR A RED LIGHT AT LINDSAY AND UNIVERSITY, EMITTING SMOKE FROM THE TIRES, AND WAS CONTACTED BY TRAFFIC STOP NEAR THE SAME INTERSEC- TION. WHEN CONTACTED, THE DEFENDANT EXHIBITED NUMER- OUS SIGNS AND SYMPTOMS OF ALCOHOL IMPAIRMENT TO IN- CLUDE SLURRED SPEECH, FLUSHED FACE, BLOODSHOT, WA- TERY AND DROOPY EYES, HAD AN ODOR OF ALCOHOL COMING FROM HIS PERSON, AND HAD A HARD TIME STANDING AND FOLLOWING SIMPLE INSTRUCTIONS. THE DEFENDANT WAS INITIALLY PLACED UNDER ARREST FOR RECKLESS DRIVING AND CRIMINAL SPEED. POST MIRANDA, THE DEFENDANT AD- MITTED TO CONSUMING ALCOHOL PRIOR TO DRIVING, CON- SENTED TO A PBT WHICH RESULTED IN A BRAC OF.160, AND WAS UNABLE TO FOLLOW FST INSTRUCTIONS. DURING THE INVESTIGATION, IT WAS DISCOVERED THE DEFENDANT HAD TWO PASSENGERS IN THE VEHICLE UNDER THE AGE OF 15. THE DEFENDANT'S ACTIONS SHOWED A CLEAR RECKLESS DISREGARD FOR HUMAN LIFE AND PROPERTY, AND PLACED THE 8 AND 11 YEAR OLD PASSENGERS IN THE VEHICLE IN EXTREME PERIL. THE ABOVE LISTED ACTIONS ARE IN VI- OLATION OF ARS 13-1383.A3 (AGGRAVATED DUI - PASSEN- GERS UNDER 15), ARS 13-3623A2 (CHILD ENDAGERMENT) X2, ARS 28-693A (RECKLESS DRIVING), AND ARS 28-701.02A2 (CRIMINAL SPEED - OVER 20MPH OF POSTED CASE NO.
