TOWN OF LANTANA REGULAR MEETING MINUTES March 12, 2018 1. ROLL CALL: Mayor Stewart called the regular meeting to order at 7:00 p.m. and Mrs. Dritz called the roll. There was a moment of silent prayer followed by the Pledge of Allegiance to the flag. Mayor Stewart asked that Mary McCreery who lived on Ridge Road for some time, Ron Washum of the Chamber of Commerce, Jack Carpenter, a former Lantana Councilmember who continued to stay actively involved in the Town for a number of years, and Chamber member, Debbie Bowe be remembered. PRESENT: ALSO PRESENT: Mayor Stewart, Vice Mayor Moorhouse, Vice Mayor Pro Tem Balfour, and Councilmember Shropshire. 2. APPROVAL OF MINUTES: Deborah S. Manzo, Town Manager; Mrs. Dritz, Town Clerk; R. Max Lohman, Legal Counsel and approximately 17 spectators. Councilmember Balfour made a motion to approve the regular meeting minutes of February 26, 2018. Councilmember Shropshire seconded the motion. Motion passed 4-0. 3. AGENDA APPROVAL: Vice Mayor Moorhouse made a motion to approve the agenda with the addition of item 6f, a request from Greater Lantana School Community Education Council Chair. Councilmember Shropshire seconded the motion. Motion passed 4-0. 4. STAFF AND COMMITTEE REPORTS: a. Council Reports Councilmember Balfour expressed his thanks to Staff for the recent Movie at the Beach. b. Town Manager Report Town Manager Manzo stated that she and Town Clerk, Nicole Dritz attended a meeting with Congresswoman Frankel, other representatives from municipalities and Brightline Florida. She went on to explain that by the end of the month, Brightline will have all of the additional safety measures in place, at which point the Town will be able to file the notice of establishment for the Quiet Zone. Mayor Stewart asked Ms. Manzo about the possibility of sidewalks on the west side of Dixie Highway. Ms. Manzo stated that at this time, it appears that the request was not approved by the FEC. 5. ORDINANCES AND RESOLUTIONS: None. 6. MISCELLANEOUS: a. Consideration of a request by applicant Schmidt Nichols for owner Lan-Hill Corporation and Florida Public Utilities for approval of a final plat regarding the property located at 371 Hillbrath Drive, pursuant to Chapter 17.5 of the Lantana Code of Ordinances. Mayor Stewart introduced and explained this item on the agenda and asked for Council disclosures. Councilmember Balfour stated he spoke with the Town Manager. Mayor Stewart disclosed he spoke with Patrick Almond, from Odyssey Manufacturing. There were no other Council disclosures. There was no Council discussion. Vice Mayor Moorhouse made a motion to approve the final plat for the Lan-Hill Corporation and Florida Public Utilities for the property located at 371 Hillbrath Drive. Councilmember Balfour seconded the motion. Motion passed 4-0. b. Consideration of a request by the Greater Lantana Chamber of Commerce to waive Lantana Recreation Center rental fees and to permit tent installation for the Chamber s Annual Lantana Fishing Derby event. Mayor Stewart introduced and explained this item on the agenda and asked for Council disclosures. Mayor Stewart and Councilmember Shropshire disclosed that they spoke with Dave Arm, Chamber President. There were no other Council disclosures. Dave Arm, Chamber President stated his thanks in advance for the waiver of fees. There were no members from the public who commented on the agenda item. Vice Mayor Moorhouse made a motion to approve the Greater Lantana Chamber of Commerce s request to waive the Lantana Recreation Center rental fees and to permit tent installation for the Greater Lantana Chamber of Commerce Annual Lantana Fishing Derby event. Councilmember Shropshire seconded the motion. Motion passed 4-0. c. Consideration of a request to waive Ocean Front Pavilion rental fees for the Friends of the Lantana Nature Preserve and the Nova Southeastern University Nature Club for the Earth Day Celebration. Councilmember Balfour disclosed he spoke with Paul Arena on the phone before the meeting. There were no other Council disclosures. Councilmember Balfour made a motion to approve Paul Arena s request to waive the Lantana Ocean Front Pavilion rental fees for the Friends of Lantana Nature Preserve and the Nova Southeastern University Nature Club Earth Day Celebration. Councilmember Shropshire seconded the motion. Motion passed 4-0. d. Consideration of a request to waive parking fees for the First Baptist Church of Lantana in order to host the Annual Easter Sunrise Service on April 1, 2018. Mayor Stewart introduced and explained this item on the agenda and asked for Council disclosures. Councilmember Balfour disclosed he spoke with the Town Manager. Councilmember Balfour made a motion to approve Lori Frye s request to waive the parking fees for the First Baptist Church of Lantana s Easter Sunrise Service. Vice Mayor Moorhouse seconded the motion. Motion passed 5-0. e. Consideration of an Agreement with Zambelli Fireworks Manufacturing Company for the July 4, 2018 fireworks display in an amount not to exceed $30,000.00. Councilmember Shropshire made a motion to approve the agreement with Zambelli Fireworks Manufacturing Company for the July 4, 2018, fireworks display in an amount not to exceed $30,000.00 and authorize the Town Manager to execute the contract and any amendments thereto. Councilmember Aridas seconded the motion. Motion passed 5-0. f. A request from Greater Lantana School Community Education Council Chair, Lyn Tate. Mayor Stewart introduced and explained this item on the agenda. He explained that the Education Council would like to spend $600 and a $50 giftcard for Teacher Appreciation Day, but did not have enough members to make a quorum to take a vote to spend it. Mayor Stewart asked for Council disclosures. Mayor Stewart disclosed he spoke with the Town Clerk, Town Manager, and Lyn Tate. There were no other Council disclosures. There were no individuals from the public who commented on the agenda item. There was no Council discussion. Vice Mayor Moorhouse made a motion to approve the request from the Education Council Chair to spend $600 and a $50 giftcard for Teacher Appreciation Day. Councilmember Balfour seconded the motion. Motion passed 5-0. 7. STATEMENTS FROM THE PUBLIC: Joe Nicosia, 806 East Windward Way, expressed concerns with the traffic light by the railroad tracks on Lantana Road. Catherine Skervin, 1307 Southwinds Drive, expressed concerns with the dust at the Water Tower Commons development. 8. COUNCIL COMMENTS: Councilmember Balfour stated the traffic light that was mentioned by Mr. Nicosia is the responsibility of Palm Beach County. Mayor Stewart stated the Florida League of Cities and Palm Beach County League of Cities did very well this Legislative Session. 10. ADJOURNMENT: The motion was made and carried unanimously.
