Brunswick Town Council Agenda January 16, 2018 Council Notes and Suggested Motions CONSENT AGENDA a) Approval of the Minutes of December 19, 2017: A copy of the minutes is included in your packet. b) Approval of the Minutes of January 2, 2018: A copy of the minutes is included in your packet. c) Approval of the Resolution Authorizing the Town Treasurer to Waive Foreclosure on Certain Real Estate Tax Lien Mortgages : This item is an annual Resolution adopted by the Council to waive foreclosure on certain properties. As the Resolution states, on February 26, 2018, tax liens are foreclosed and any property that has not had the taxes paid becomes Town property. Each year staff reviews the potential properties and makes a determination whether or not it is in the best interest of the Town to foreclose on certain properties. Reasons not to foreclose would include that some properties, primarily mobile homes, would cost more for the Town to dispose of than the amount due in taxes. The liens stay on the properties, and the Town just does not foreclose, so the Town is still entitled to the owed taxes. Copies of a memo from Finance Director Julia Henze and the Resolution are included in your packet. d) Annual permission to allow the Marine Resource Committee the authority to open and close coastal waters: The Marine Resource Committee is requesting the annual permission from the Council to open and close coastal waters to shellfish harvesting. This approval takes the responsibility of opening and closing flats from the Council and gives it to the Committee. A copy of a memo from Officer Devereaux will be included in your packet, and Officer Devereaux will be at your meeting to answer questions. The Council has the option to remove any item from the Consent Agenda to be considered separately. Motion to approve the Consent Agenda. COMMITTEE REPORTS Councilors will provide brief updates of recent committee meetings. MANAGER S REPORT a) Financial update: Manager Eldridge will update the Council on the Town s financial picture halfway through the fiscal year. Copies of financial reports will be included in your packet. b) Recommendations on Social Service Funding: Pursuant to the Town Council s policy, the Town Manager recommends that no funds be allocated to social service agencies in the 2018-2019 budget. 3
c) Budget Schedule for Development of the 2018-19 Budget: As you know, School and Town departments are in the process of developing budgets for the 2018-19 fiscal year. The Finance Committee worked to develop the attached budget schedule that was provided previously. d) Bay Bridge Estates: Manager Eldridge will update the Council. e) Cook s Corner Road Project: Manager Eldridge will update the Council on this project. f) New Elementary School Special Permit: This item is to inform the Council of a Special Permit that was approved by the Planning Board on January 9, 2017 for to expand the nonconforming building footprint of Jordan Acres Elementary School. Under section 5.2.3 of the Zoning Ordinance, the Town Council has 30 days from the Board approval of the Special Permit to exercise jurisdiction over the application. If the Council decides not to exercise jurisdiction, the Planning Board s decision will take effect after the 30-day approval date. g) Railroad Quiet Zones: Manager Eldridge will update the Council on this item. h) Dog Licenses Reminder: Dog licenses for 2018 are available at the Town Clerk s office and must be renewed by January 31, 2018, at 4:30 pm to avoid a $25 late fee. Dogs may also be licenses by mail before the deadline. i) Town Council Retreat: Manager Eldridge will speak about this item. PUBLIC HEARING 4. This is the required public hearing on an initial alcohol license for the Oak & Maple Café at 25 Burbank Avenue, which was formerly New Beets Market. A copy of the application is included in your packet. Motion to approve an alcohol license for the Oak & Maple Café at 25 Burbank Avenue. 5. Commander Tom Garrepy will present the Council with their draft Unmanned Aerial Vehicle policy. This does not require Council action as it is internal policy. A copy of a memo from Commander Garrepy and the policy is included in your packet, and Commander Garrepy will be at your meeting to answer any questions. There is no suggested motion. 6. The Town Council will consider rule changes to the Brunswick Town Council s Rules of Order and Procedure regarding meeting start time and order of business. Per the rules, you discussed these changes at your last meeting and now they come back for your approval. The draft includes both the 6:00 and 6:30 pm start so you can discuss which choice, if any, you wish to implement. The other amendments will change the order of items on the agenda, to allow for items prior to the consent agenda and the committee reports. The draft amendment is included in your packet.
