TOWN OF LANTANA REGULAR MEETING MINUTES May 23, 2016 1. ROLL CALL: Mayor Stewart called the regular meeting to order at 7:00 p.m. and Mrs. Dritz called the roll. There was a moment of silent prayer followed by the Pledge of Allegiance to the flag. Mayor Stewart asked that resident Bob Little, who passed away be remembered, as well as anyone else in Town who may be going through tough times with their health. PRESENT: Mayor Stewart, Vice Mayor Balfour, Vice Mayor Pro Tem Aridas and Councilmember Deringer. Councilmember Moorhouse was absent. ALSO PRESENT: Deborah S. Manzo, Town Manager; Mrs. Dritz, Town Clerk; R. Max Lohman, Legal Counsel and approximately 15 spectators. 2. APPROVAL OF MINUTES: Councilmember Deringer made a motion to approve the regular meeting minutes of May 9, 2016. 3. AGENDA APPROVAL: Vice Mayor Aridas made a motion to approve the agenda as submitted. 4. STAFF AND COMMITTEE REPORTS: a. Presentation of the Police Department Employee of the 1 st Quarter Award. Commander Hagerty presented a plaque to Sergeant Jim Eddy for being nominated and selected as the Police Department Employee of the 1st Quarter 2016 b. Presentation of the Police Department Triumphant Award. Commander Hagerty presented the Triumphant Award to Officer Bart Petrokus and Officer Matthew Parks for their Top Gun performance and proficiency in patrol rifle qualifications. c. Presentation of the Police Department Life Saver Award. Commander Hagerty presented the Life Saver Award to Officer Joseph Frommer in recognition of his prompt and alert action that resulted in the saving of a human life. d. Presentation of the Police Department Unit Citation Award. Commander Hagerty gave a brief presentation and presented the Unit Citation Award to Sergeant Jim Eddy, Officer Kenny Young, Detective Todd Dwyer, Officer Tom Dipolito, Officer Joe Margolis, Officer Joseph Frommer and Investigator Troy Schaaf for their participation as an operating unit in a cited action. e. Presentation of the Police Department Unit Citation Award. Commander Hagerty presented the Unit Citation Award to Sergeant Matt Oquist, Officer Shawn Johnson, Officer Felix Latortue, Officer Peter Cummings and Officer Elizabeth Waldkoetter for their participation as an operating unit in a cited action. Council Reports Mayor Stewart told the public that comment cards must be turned in to the Town Clerk if a person wishes to address the Council. There were no other Council Reports. Town Manager Report No report. 5. ORDINANCES AND RESOLUTIONS: None 6. MISCELLANEOUS: * a. Consideration of a Special Exception request relative to Section 23-93(d)(3) of the Town Code to allow a home occupation use at the property located at 710 S. Lake Drive in the R1 residential zoning district. Case SE16-0001. Mayor Stewart introduced this item on the agenda. Town Attorney Lohman swore in 4 members of the public. Mayor Stewart asked for disclosures. Councilmember Balfour disclosed he spoke with the Town Manager. There were no other disclosures. David Thatcher gave recommendation from PRC. The applicant, Steve Shortz, gave a brief overview of the request. David Arm, Greater Lantana Chamber of Commerce, commented on the agenda item. Mr. Arm spoke personally and not on behalf of the Greater Lantana Chamber of Commerce. There was Council discussion Councilmember Balfour made a motion to approve the request by Steven Shortz for the Special Exception use home occupation pursuant to Section 23-93(d)(3) of the Town of Lantana Code of Ordinances which shall be located at 710 S. b. Consideration of the purchase of one (1) police vehicle with equipment in an amount not to exceed $32,690.00. There were no individuals from the public who commented on the agenda item. There was no Council discussion. Councilmember Deringer made a motion to approve the purchase of one (1) police vehicle in an amount not to exceed $32,690.00 through the Florida Sheriffs Association & Florida Association of Counties Police Rated Vehicles/Motorcycles, Sedans & Light Trucks Bid Award 15-23-0904. Vice Mayor Aridas seconded the motion. c. Consideration of a piggy-back contract for the purchase of Playground Equipment from Playmore West for the Lantana Municipal Beach Park and Recreation Center in an amount not to exceed $92,676.16 Vice Mayor Aridas and Councilmember Balfour both disclosed they spoke with the Town Manager. There were no other disclosures. No individuals from the public commented on the agenda item and there was no Council discussion. Councilmember Balfour made a motion to approve the purchase of playground equipment from Playmore West using a piggy-back contract from the School District of Manatee County in an amount not to exceed $92,676.16 and authorize the Town Manager to execute same and any amendments thereto. Vice Mayor Aridas seconded the motion. Town Manager Manzo clarified the material used on the playground equipment will be salt and rust resistant. Motion passed 4-0 d. Consideration of awarding a contract to Electron Corp. of South FL for Electrical Upgrades to Lift Stations 1, 3, 4 and 9 in an amount not to exceed $405,284.00. Mayor Stewart introduced and explained this item on the agenda and asked Council for disclosures There were no Council disclosures. No individuals from the public commented on the agenda item. Mayor Stewart commented that this cost is roughly 13% of the total ad valorem tax of the Town and asked the Town Manager if the Hinderland Group is currently doing any work in Town. Rene Mathews, Mathews Consulting Inc. addressed the Council and explained she felt Electron was the bidder she recommended. There was no Council discussion. Vice Mayor Aridas made a motion to approve a contract with Electron Corp. of South FL. For electrical upgrades to Lift Stations 1, 3, 4 and 9 in an amount not to exceed $405,284.00 and authorize the Town Manager to execute this agreement and any amendments thereto. e. Consideration of a revised Interlocal Agreement with Palm Beach County, the School Board of Palm Beach County, and the signatory municipalities pertaining to the shared distribution of the one cent local government infrastructure surtax. Mayor Stewart disclosed he spoke with Todd Bonlarron, Verdenia Baker and a number of people throughout the County. Mayor Stewart clarified that he had a scheduled meeting with Ms. Blades from the Cultural Council, but that meeting did not take place. There were no other disclosures. No individuals from the public who commented on the agenda item and there was no Council discussion. Councilmember Deringer made a motion to approve the request to enter into a revised Interlocal Agreement with Palm Beach County, the School Board of Palm Beach County, and the signatory municipalities pertaining to the shared distribution of the one cent local government infrastructure surtax. 7. STATEMENTS FROM THE PUBLIC: David Arm, Greater Lantana Chamber of Commerce, gave an overview of the Fishing Derby and expressed thanks to the Town, Town Staff, Police Department, Key Lime House and Heroes for their support. Mary Smith, 703 West Pine St., informed the Council that Realtor.com voted Lantana the #4 beach town in the U.S. Lyn Tate, 806 Lagoon Ln, expressed thanks to Linda and the Operations staff for keeping the entrance way to the island looking nice, and mentioned traffic calming, recent storms, storm drains and the McKinley Park sign. Catherine Skervin, 1307 Southwinds Drive, stated she feels Code Enforcement needs to be stricter. 8. ITEMS FOR FUTURE AGENDAS (subject to change) June 13, 2016 Second Reading of Ordinance No. O-03-2016 to revise the Town s Zoning Map for one (1) parcel of real property approximately 63.382 + acres in size located to the South of Lantana Road between High Ridge Road and Interstate 95, informally known as the Solid Waste Authority Transfer Station in order to assign the zoning category of Public Ownership to recently annexed lands. Consideration of accepting paid hotel accommodations from Public Risk Management of Florida (PRM) for the Town Manager to attend the PRM 23 rd Annual Educational Conference and Board Meeting June 15-18 th. Future Events Town Offices closed in observance of Memorial Day Special Magistrate Hearing, 7:00 p.m. Town Hall Town Council Meeting, 7:00 p.m. Town Hall 9. COUNCIL COMMENTS: Vice Mayor Aridas stated he agreed that the Town needs to be stricter with Code Enforcement. There were no other Council Comments. 10. ADJOURNMENT: The motion was made and carried unanimously.
