(Rocha) (1) Approve the Celebrate Cambrian Festival scheduled on August 27,2017 as a City Council sponsored Special Event and approve the expenditure of funds. (2) Approve and accept donations from various individuals, businesses or community groups to support the event. (3) Place the item on the January 10, 2017 City Council Agenda for action. (b) Approval of Lan Diep's Inauguration sponsored by Council District 4 as a City Council sponsored Special Event to expend City funds and accept donations of materials and services for the event. (City Manager) (a) Accept the 2017 Legislative Guiding Principles; the Top Legislative Priorities; and overall Priorities and Advocacy Issues for the first year of the two-year Legislative Session in Sacramento and the 115 th Congress. (b) Approve a request to agendize this item for the City Council meeting of January 10, 2017, so that the City's lobbyists can advocate Council direction in Sacramento and Washington, D.C. Documents Filed: (1) Memorandum from Director of Intergovernmental Relations Betsy Shotwell, dated December 16, 2016, requesting agendizing the 2017 Legislative Guiding Principles, Priorities and Advocacy Issues for the City Council meeting of January 10. 2017. Director of Intergovernmental Relations Betsy Shotwell provided an overview and responded to questions from the Committee. Discussion followed, and Councilmember Johnny Khamis expressed his concerns, citing flaws with the polling process and decreasing the tax hurdle. Action: Upon motion by Councilmember Chappie Jones, seconded by Councilmember Magdalena Carrasco, and carried unanimously, the Committee accepted the 2017 Legislative Guiding Principles, Priorities and Advocacy Issues and agendized it for the City Council meeting of January 10. 2017. (b) Recommend a one-week turnaround, to the January 10, 2017 City Council Meeting, so that the City's Legislative Advocates in Sacramento can indicate a support position for SB 2 (Atkins). Documents Filed: City Council Action Request from Director of Housing Jacky Morales-Ferrand, dated December 21, 2016, recommending adopting a position of support for SB 2 (Atkins)- Building Homes and Jobs Act. Director of Intergovernmental Relations Betsy Shotwell provided an introduction and Staff gave a brief report. Councilmember Johnny Khamis expressed concerns and indicated he could not offer his support to the measure. Public Comments: Offering support to the proposed ordinance against gun violence were Dena Dickinson and Amanda Hawes, Safe Cities Coalition; Andrea Flores Shelton, Public Health Department; Jerry Jeska, Robert Aguirre and Wallace Gardner. J. OPEN FORUM 1. Gail Osmond recommended greater outreach to the homeless population to advise them of available warming centers and criticized HomeFirst for not doing their job. 2. Rober Agurrie offered comments regarding warming centers, indicating they should be left open later at night and the temperature threshold should be raised. 3. Rick McCoy, representing United Veteran's Council, suggesting appointing a veteran as a liaison to the United Veteran's Council 4. Wallace Gardner recommended that the gun control item be heard in the evening. Mayor Sam Liccardo offered to speak to Gail Osmer after the meeting regarding warming centers.
