CITY OF COWANSVILLE COUNCIL MINUTES SUMMARY A summary of the minutes of a Council Meeting of the City of Cowansville. This document is a summary of the official Council minutes which are prepared in French. Please refer to those minutes for complete details. A meeting of Council was held on May 5, 2015. A quorum of Councillors made up of Councillors Corrine Labbé, Lucille Robert, Sylvie Beauregard, Marie-France Beaudry, and Yvon Pepin was present under the chairmanship of Mayor Arthur Fauteux and in the presence of senior staff, Brigitte Chabot, Assistant City Clerk, Ms. Josée Tassé, CGA, Treasurer, and Claude Lalonde, Eng., Director General. Councillor Charbonneau and Me Stéphanie Déraspe, City Clerk, were absent. OPENING OF THE MEETING At 8:00 pm, the Mayor declared that a quorum was present and opened the meeting. ADOPTION OF THE AGENDA The agenda was adopted with the following amendments: - Remove item 8.4 Financial Assistance La Lèche League - Add o Item 10.1 vehicle license transfer authorization o Item 10.2 hiring clerical position o Item 10.3 financial assistance Auto Expo Cowansville. QUESTION PERIOD A first question period was held as required by law.

ADOPTION OF MINUTES Council adopted the minutes of the meetings of April 7 and 20, 2015 as circulated. Council made the following grants: FINANCIAL ASSISTANCE - In the amount of $5000.00 to the home support cooperative organization called Pays de vergers - In the amount of $500.00 to the Granby CÉGEP which will be awarded as bursaries in the amount of $250.00 to two students at the Gala d excellence en soins infirmiers to be held on May 21, 2015. EXPENSE AUTHORIZATION PARTICIPATION UMQ ANNUAL MEETING Council authorized an expenditure of $7,975.86 which represents the cost of registration, accommodation, transportation and meals for members of Council at the annual meeting of the UMQ. AUTHORIZATION FUNDRAISING ROAD CLOSURE Council authorized the Mira Foundation to conduct a fundraising road closure at the intersection of James and Principale on June 13, 2015. FINANCIAL ASSISTANCE Council made a grant in the amount of $300.00 to Relais pour la Vie. GOLF TOURNAMENT PARTICIPATION Council authorized an expenditure in the amount of $1,698.99 to purchase tickets for members of Council to participate in the following golf tournaments: - May 26 - Mayor s Foundation City of Bromont (2 tickets) - May 27 Chamber of Commerce of Cowansville and Region (1 ticket) - June 3 City of Bedford (2 tickets) - June 17 BMP Classic (2 tickets) - July 9 Mayor of Cowansville tournament (4 tickets)

FINANCIAL ASSISTANCE - ENTRÉE CHEZ SOI Council authorized a grant in the amount of $5,492.00 to the group called Entrée chez-soi Brome-Missisquoi, an alternative mental health support group. ISSUE OF BONDS PURSUANT TO A CALL FOR TENDERS Pursuant to a call for tenders for a bond issue in the amount $3,700,000.00 through the electronic tendering and evaluation system, Council awarded the contract for the bonds to a syndicate headed by Valeurs mobilières Banque Laurentienne Inc. A resolution of concordance covering various borrowing by-laws as well as a short term resolution and an extension resolution were also adopted. USE OF THE PARKING LOT AT THE SHOPPING CENTRE At the request of Ms. Manon Blanchard, Council authorized the use of a portion of the Shopping Centre parking lot by 4 recreational vehicles which will be part of a family event. REQUEST FOR THE USE OF DAVIGNON PARK At the request of L Association des Personnes Handicappées Physiques de Brome Missisquoi, Council authorized the use of Davignon Park and the closure of the Municipal Beach to permit the installation of a festival tent to hold an event as part of the Week of the Handicapped in Quebec. COWANSVILLE MUNICIPAL HOUSING OFFICE RENEWAL OF THE MANDATE OF THE REPRESENTATIVE ON THE BOARD Pursuant to the recommendation of the Municipal Housing Office, Council renewed the mandate of Jacques Demers as a Board member for one year. RED CROSS DAY FLAG RAISING

Council agreed to fly the Red Cross flag on May 8, 2015 to mark International Red Cross Day. PERMISSION TO USE DAVIGNON PARK SOLIDARITY MARCH NATIONAL MENTAL HEALTH WEEK Council authorized a march on May 7, 2015 by the group called L Éveil and the use of Davignon Park to mark National Mental Health Week. STREET CLOSURE PUBLIC MARKET Council authorized the closure of rue du Sud between Davignon and Léopold on June 25 from 8 am to 9 pm, June 26 between 8 am and 9 pm and June 27 from 8 am to 6 pm to assist in launching the Public Market and the Jeudi centre-ville programme. TEMPORARY REPLACEMENT OF THE BUILDING AND ENVIRONMENTAL INSPECTOR Council authorized the hiring of Jocelyn Duhamel effective June 8, 2015 as Building and Environmental Inspector to replace the holder of the position during her maternity leave. This is a unionized blue collar Class XII level 1 position under the existing collective agreement. BY-LAWS NOTICES OF MOTION ADOPTIONS The following Notice of Motion were given: - For proposed By-law 1820 to rescind By-law 992 which regulates the issuance of bicycle licenses and By-law 1432 which suspends the effect of By-law 932 - For By-law 1821 amending the zoning by-law as it affects the Iris Street sector, to enlarge residential zone RB-16 within commercial zone CA-4, amending By-law 1571 with respect to Architectural Implementation and Integration Programmes to delete annex XI. By-law 1821 was given first reading and the public consultation thereon was set for June 2, 2015 at 8 pm.

PURCHASE OF A SECTION OF BRUCE STREET, LOT 3 606 543 OF THE CADASTER OF QUEBEC Council agreed to purchase lot 3 606 543 of the Cadaster of Quebec for the sum of $1.00; this lot is an integral part of Bruce Street. PURCHASE OF LOTS 5 444 471 (STREET) AND 5 444 464 (WET LAND) Council agreed to purchase, for $1.00, the above-noted lots and to create a servitude over lots 5 695 631 and 5 603 800 to maintain the sewer pipes and the retention basin. MINOR ZONING VARIANCE AND ARCHITECTURAL IMPLEMENTATION AND INTEGRATION PROGRAMMES Pursuant to the favourable recommendation of the City Planning Committee, Council approved the following Minor Variations and Architectural Implementation and Integration programmes: a) Minor zoning variances: - At 535 Boulevard J-André Deragon, to permit the construction of an accessory building closer to the property line than permitted in the by-law. - At 105 Brosseau, to allow the main building to be 4.97 m. from the lot line as opposed to 9 m which is required by the by-law. - At 219 Albert, to permit a minor variation to allow a carport to be installed closer to the property line than permitted in the by-law. B) Architectural Implementation and Integration Programmes - At 82 Pine, to permit the construction of a single family dwelling with attached garage. - At 375 Principale, to permit the installation of new signage. - At 434 de la Rivière, to permit to permit the installation of a numerical sign. - At 719 du Sud, to permit to permit new signage. - At 419 de la Rivière, to permit to permit the moving of the existing sign.

- At 126 Principale, to permit the construction of a temporary outdoor terrace for the summer season. Details of all of these projects can be found in the official minutes. PERMISSION TO OCCUPY THE PUBLIC DOMAINE Council authorized the construction of a temporary terracein front of 126/140 rue Principale by Mr. Guy Néron, the owner of the Rendez-vous Café. REQUEST TO THE CPTAQ FOR A CHANGE OF LAND USE Council supported the request made by Mr. David Marceau, 185 Chemin du Golf, to the CPTAQ to be allowed to use lot 3 800 448 of the Cadastre of Quebec for purposes other than agricultural. Council set out in detail its reasons for supporting this request as required by the CPTAQ procedures and these reasons are described in the official minutes. INSTALLATION OF FOUR ANCHOR POSTS BY BELL - LOT 4 513 093 Council approved the installation of four anchor posts on the above lot and ruled that such installation does not contravene existing by-laws. NEW ENVIRONMENTAL REQUIREMENT BY MDDELCC REGARDING THE SEWER AND WATER SYSTEMS In light of new requirements issued by the MDDELCC with respect to the separation of sewer water, Council authorized certain works at the municipal garage to better comply with these new requirements. STREET MARKING Council awarded a contract in the amount of $228,628.41 to Lignes Maska et Gestion Pavex (9254-8783 Quebec Inc), the lowest conforming bidder, for street and parking lot marking for the years 2015 to 2017.

CONTRACT AWARD PROFESSIONAL SERVICES EUGENE BOISVERT BRIDGE Council awarded a contract in the amount of $206,955.00 to CIMA, the lowest conforming bidder, for the preparation of plans and specifications and for the supervision of the work on the Eugene Boisvert Bridge. FINANCIAL ASSISTANCE - HISTORICAL SOCIETY Council made a grant of $ 10,500.00 to the Historical Society of Cowansville to support this organization s management of the tourism office at the Bruck Museum. BMP VÉLOTHON Council authorized the holding of the 14 th edition of the BMP Vélothon on a part of the city s territory on September 13, 2015 between 9:30 am and 2 pm and assured the required technical support to the event. 20 th TOUR CIBC CHARLES BRUNEAU 2015 Council agreed to allow the cyclists participating in the above noted tour to use certain streets in the City on July 20 2015. ACCESS TO DAY CAMP SOCIAL PEDIATRICS CENTRE Council authorized the grant of 10 weeks of day camp and five three month family passes to the municipal pool to the Social Pediatrics Centre Main dans la Main VEHICLE REGISTRATION TRANSFER AUTHORIZATION Council authorized Hugues Bourret, Senior Technician Civil Engineering, Sylvain Perreault, Infrastructures Superintendant, André Lanoue, Crew Chief - Roadways and Gilles Deschamps, Fire Chief and Claude Lalonde, Director General, to sign all documents required by the SAAQ relating to all transactions.

HIRING CLERICAL STAFF Council approved the hiring of Myreille Bérubé as Receptionist and Collection Clerk, effective May 19, 2015. This is a permanent white collar unionized position (class 5 level 1) and conditions are set out in the collective agreement and subject to a six month probation period. FINANCIAL ASSISTANCE AUTO-EXPO COWANSVILLE Council made a grant of $ 2000.00 to the committee organizing the 14 th edition of Auto-Expo and agreed to the closing of Salaberry Street giving access to the Walmart store on June 6, 2015 from 5:30 pm to 10:30 pm for safety reasons. TABLING OF DOCUMENTS The following documents were tabled: List of personnel movements Disbursements report April 2015 Minutes of the April 21, 2015 of the Council of the MRC of Brome- Missisquoi Tabling of the quarterly disbursements report A second question period was held according to law. The meeting adjourned at 9:18 pm.
