The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE This advice filing establishes Form 14-574, Energy Statement, Format - Internet Billing and Payment (Format - IBP). The establishment of Format - IBP allows Bundled Service Customers and Direct Access Customers with Utility Distribution Company (UDC) Consolidated or Dual Bill Presentation, receiving service on domestic or general service rate schedules, to receive and pay their SCE bills electronically through the Internet. BACKGROUND Rule 9, Rendering and Payment of Bills Section A.6., allows a Qualified Customer to request bill presentation and payment electronically through the Internet. Internet Billing and Payment (IBP) is a form of Electronic Transfer defined in Rule 9. A Qualified Customer is defined in SCE s Rule 1, Definitions, as a customer having met the criteria and supplied the facilities for electric service under SCE s Tariff Schedules, and/or having special skills and equipment necessary to participate with SCE in business services. Electronic Transfer and Qualified Customer definitions were both approved by the Commission effective October 16, 1995 in Advice No. 1118-E. P.O. ADVICE 1446-E (U 338-E) - 2 - March 30, 2000 Format - IBP allows Bundled Service Customers and Direct Access Customers with Dual or UDC Consolidated Bill Presentation, receiving service on Schedules D-CARE, D-APS, D-CARE-APS, GS-1, GS-1-CARE, GS-2, GS-2-APS, and GS-2-CARE, to receive and pay their SCE bills electronically. Initially, SCE, in partnership with CheckFree, which is a Service Provider and Bill Aggregator (BA), will offer IBP through the Internet for the Schedules specified above. In this phase, customers must agree to pay their bills electronically to receive their bill on Format - IBP. In a later phase, more Schedules will be available along with the option of taking IBP through additional BA s directly through SCE s Internet site (www.sce.com). During this phase, customers choosing to use the IBP have the option of just receiving the bill, just paying the bill, or receiving and paying the bill electronically. There is a three step process to participate in IBP through a BA. The first step is the enrollment process which is completed by the customer registering on-line with the BA and the BA passing the appropriate information to SCE for SCE to activate the customer on IBP. Once the customer is successfully enrolled, step two, bill presentation can occur, followed by step three which is payment of the bill. The enrollment process will be a one-time activity which will continue until the customer chooses to cancel participation in IBP. When the customer first enrolls in IBP, the paper bill will still be generated. The first paper bill following enrollment will contain a message confirming the customer s participation in IBP and that both the paper and electronic bill will be sent until one complete cycle of the customer receiving and paying the bill electronically has been accomplished. From this point on, there will be no further paper bills mailed unless IBP is canceled. With the exception of electronic bill presentation and payment, customers electing IBP will have no different account treatment than customers receiving paper bills. Overdue notices and other collection notices will continue to be mailed. IBP is secure and private. It uses advanced security and encryption technologies. The customer has a Personal Identification Number (PIN) to ensure that all transactions and databases are kept safe from unauthorized access and use. All sections of Format - IBP will closely mirror SCE s current bill format, Form 14-574, Energy Statement includes all information required in Rule 5.B for a customer s bill. The header section will contain SCE s company identification and logo followed by a section of highlighted boxes upon which the customer can click to hyperlink to a specific section of the bill for more information or detailed explanation. Also included in the header section is the customer s mailing address, the date the bill was prepared, the customer account number and service account number, next meter read date, contact phone numbers for customer service and the rate schedule upon which the account is billed.
ADVICE 1446-E (U 338-E) - 3 - March 30, 2000 Utilizing the hyperlink activity will also give the customer electronic access to all information currently displayed on the back of the Form 14-574, copies of all bill inserts included in the current month s bill statement, and access to SCE s Home Page (www.sce.com). The bill inserts section will have windows upon which the customer can click and hyperlink to see all detail in each bill insert. The Update Section will contain the amount of the previous statement, payment activity on the current statement, current charges and other charges and the subtotal of all current charges. The Summary Section will give the dates of the billing period, all billing details, including the current amount and date the current bill must be paid, and the total balance due on the account. If applicable, Utility User Tax, CARE Discount, Legislated 10% Rate Reduction, and APS credits will be displayed along with the Service Voltage, the Average PX Energy Charge during the billing period and other charges. The Bill Payment Stub which is displayed on all other formats of Form 14-574 will be suppressed on Format - IBP since the customer will be paying the bill electronically. The Usage Section will display meter number, actual reads along with read dates, usage, and Demand usage. Within the Usage Section, there will be a usage comparison for the current year compared to the previous year for kilowatthour used, number of days in billing period, and average usage per day. The Detail Section displays a breakdown of the components in the rate upon which the customer is billed. The Message Section will contain the same information that would have been displayed if bill presentation had been on a paper bill. Examples of Format - IBP are attached to the tariff sheet and marked SAMPLE. The information contained in these sample forms are taken directly from SCE s test files containing fictitious customer and customer information. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. No resolution is required for the approval of this filing. EFFECTIVE DATE This advice filing shall become effective on the 40 th calendar day after the date filed, which is May 9, 2000.
