Scope and Content The materials in FOIA are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA contains documents related to President George Bush's trip to Hungary in July 1989 1
and his diplomatic efforts associated with that country. As part of this request, the entire White House Office of Records Management (WHORM) subcategory relating to Hungary (CO 067) was processed. Documents related to Bush's trip to Hungary can also be found throughout the staff-maintained office files. Logistical and planning information for this trip is concentrated in the files of the White House Advance Office, Office of the First Lady, and the White House Office of Media Affairs. Documents related to the diplomatic relations with the Republic of Hungary, especially as it concerns economic and trade matters, can be found primarily in the files of the Council of Economic Advisors, National Security Council, and the Office of Policy Development. A large proportion of the records of the National Security Council have been closed in accordance with the Presidential Records Act (PRA) due to the nature of advice documented and security classifications. These consist primarily of memoranda, cables, and reports. Please note, however, that the closed material is quite relevant and may prove a valuable resource in the future once restrictions of the PRA and national security have expired. Also located in the office files is material related to Hungarian Prime Minister Jozseph Antall's trip to the United States and the White House ceremony to formally announce the granting of most favored nation status to the Republic of Hungary. Interfiled in the material pertaining to Hungary is information related to other aspects of President Bush's trip, especially his stop in Warsaw, Poland and Paris, France. System of Arrangement Records that are responsive to this FOIA request were found in two collection areas : Bush Presidential Records: WHORM Subject Files and Bush Presidential Records: Staff and Office Files. As policy, WHORM Alphabetical Files and WHORM Subject Files are processed at the document level. Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File compiled by the White House Office of Records Management is comprised of a series of documents assigned a letter/number combination and filed in a subject category. A complete listing of the subject categories including a detailed description of each category is available in our research room and on our website at http://bushlibrary.tamu.edu/research/find/whorm/whorm.html.
