OFFICIAL MINUTES OF THE CITY COUNCIL OF THE CITY OF HENRY 01) The regular meeting of the City Council of the City of Henry was called to order at 6:30 p.m. by the Mayor, Doug Wilson, May 15, 2017 at the Municipal Building. Pledge of Allegiance to the Flag was directed by the Clerk. Present: Alderman Fountain, Karls Absent: Alderman Bergfeld, Schrowng, Friedrich Administrative: Treasurer Young Also Present: Chief of Police, Steve Maurer, Sewer Operator, Bill Lester Bing Wilson, Joyce Wood, Diana Williamson, Ione Glatz Dan, Erin, & Austin Keith, Neil Young, Hofer s Pub, April Hofer, Brandon Pyles, Rex Hewett, Roger Masters, Henry American Legion 02) Mayor Wilson welcomed everyone to the May 15 th council meeting. Mayor Wilson commented on the Miller, Hall & Triggs seminar which was held Saturday, May 13 th at Illinois Central College. It was stated they had good session s and a good turnout. Mayor Wilson stated a proclamation from the City of Henry and plaque will be delivered to Alderman Carr for the 4 years of serving as 3 rd Ward Alderman. Mayor Wilson administered the oath of office to City Clerk, Jean Goldner, elected at the Consolidated Election held April 4, 2017 in the City of Henry. City Clerk Jean Goldner administered the oath of office to Mayor Doug Wilson, Treasurer Kristyn Young, and newly elected 3 rd Ward Alderman Daniel Keith. The canvassing of the votes of the Consolidated Election held on April 4, 2017 do proclaim that a total of 738 voters requested and received ballots and the following list of candidates each received the number votes recorded to him or her for the office. OFFICIALS MINUTES OF THE CITY COUNCIL OF THE CITY OF HENRY 01) The regular meeting of the City Council of the City of Henry was called to order at 6:30 p.m. by the Mayor, Doug Wilson, May 18, 2017 at the Municipal Building. A motion was made by Alderman Karls and seconded by Alderman Schrowang to approve the Regular Minutes as presented. Roll call. 05) Accounts Payable were presented, dispensing with the reading as all members had previously received copies. A motion to authorize payment of the accounts as presented was made by Alderman Schrowang and seconded by Alderman Friedrich. (For itemization see Accounts Payable for May, 2017). Roll call. 06) Treasurers report for the Month of April, 2017 was presented, dispensing with the reading as all members had previously received copies. A motion was made by Alderman Schrowang and seconded by Alderman Fountain to accept the reports as presented. (a copy to be place on file.) Roll call. 07) Mayor Wilson acknowledged the visitors: Brandon Pyles representing April Hofer/Hofer s Pub requesting a Car Cruise Night Event in Downtown Henry. Brandon requested temporary closure of Edward Street between Third and Second Street. Classic Cars will park on Edward Street. There was discussion of blocking off the whole block

of Edward Street because of the drive thru of the pizza drive up window. They will have to look at the possibility when the date gets closer of a visitation/funeral on that same date to reschedule. It was suggested having the Cruise-In on one side of the Block of Edward Street starting at the alley of Read s to Second Street and turning on Second Street. It was also mention that there would be a beer garden back of Hofer s Pub. A motion was made by Alderman Schrowang and seconded by Alderman Karls to approve a Car Cruise Night Event on Saturday, June 17, 2017 at 4:00 pm 7:00 pm on side of Edwards Street to Second Street. Roll call. Yeas: Alderman Schrowang, Bergfled, Friedrich, Karls, Keith Present: Alderman Fountain Henry American Legion Post #323 Commander Rex Hewett stated the 4 th of July is approaching and in the past the City of Henry has help defer the cost of the Fireworks. Again this year the post is requesting a donation towards the fireworks display. The value of the fireworks display is approximately$10,000. Alderman Bergfeld made a motion and was seconded by Alderman Schrowang to donate $2,000 to the Henry American Legion towards expenses on the Fireworks Display for the 4 th of July celebration. Roll call. Yeas: Alderman Keith, Karls, Friedrich, Bergfeld, Schrowang, Fountain Commander Hewett stated as like last year, for the 4 th of July, we will close 2 nd Street between West Park and East Park along with blocking the intersection of Main and 2 nd at the MidAmerican National Bank. This will allow for people moving between the parade, fireworks, and carnival to go through the area without traffic since the corners have a lot of action and are blind spots. Alderman Schrowang made a motion and was seconded by Alderman Keith to approve the streets closures on 2 nd Street between West Park and East Park Row and blocking the intersection of Main and 2 nd at the bank. Roll call. 08) Police and ESDA Chairman Karls made a motion and was seconded by Alderman Schrowang to approve reimbursement of expenses of a cost of $387.14 to Chief of Police Maurer on traveling expenses for the annual training held in Oak Brook, Illinois April 19-21, 2017. Roll call. Yeas: Fountain, Schrowang, Bergfeld, Friedrich, Karls, Keith Alderman Karls made a motion and was seconded by Alderman Friedrich to approve purchasing three (3) bullet proof vest at a cost of $1198.50. Present Alderman Karls authorized Foley Motors to remove and replace right front headlamp wiring harness. The wiring harness will have to be purchased through a Ford Dealership. The estimated cost will be approximately $1186.45. It was suggested in contacting the city insurance to see if this would be covered under property loss. City deductible is $500. 09) Zoning & Planning: Alderman Fountain made a motion and was seconded by Alderman Karls to approve Petition #01-17 Recommendation of Planning and Zoning Board of Appeals the Petition of Final Plat of Subdivision filed by the City of Henry as to property owned by the City of Henry. Roll call. Yeas: Schrowang, Bergfled, Friedrich, Karls, Keith, Fountain Alderman Fountain made a motion and was seconded by Alderman Schrowang to approve Ordinance #1704 AN ORDINANCE OF THE CITY OF HENRY, MARSHALL COUNTY, ILLINOIS, APPROVING A FINAL PLAT OF SURVEY FOR A PART OF OUT-LOT NO. 26 IN THE ORIGINAL TOWN, NOW CITY OF HENRY IN SECTION 16, T13N, R10E OF THE 4 TH P.M., IN THE CITY OF HENRY, MARSHALL COUNTY, ILLINOIS, TO BE KNOWN AS THE LANDING SUBDIVISION. Roll call. Yeas: Fountain, Schrowang, Bergfeld, Friedrich, Karls, Keith Alderman Fountain made a motion and was seconded by Alderman Schrowang to approve Planning and Zoning Board of Appeals recommendation for Reclassification on Rezoning B-1 to R-2. Roll call. Yeas: Keith, Karls, Friedrich, Bergfled, Schrowang, Fountain Alderman Fountain made a motion and was seconded by Alderman Karls to approve Ordinance #1705 AN ORDINANCE OF THE CITY OF HENRY CHANGING THE ZONING CLASSIFICATION OF CERTAIN REAL PROPERTY LOCATED AT 504 EDWARD STREET IN THE CITY OF HENRY, MARSHALL COUNTY, ILINOIS. Roll call. Yeas: Bergfled, Friedrich, Karls, Keith, Fountain, Schrowang Discussion on commendation of proceeding of the abandoned house at 913 Front Street. Mayor Wilson stated the council needs to do some research because several avenues has

to be reviewed before the city goes any further. Will have to find an investor that would be interested to buy the property because the City of Henry will not be the buyer. 10) Finance and Insurance Chairman Karls presented the FY18 Intergovernmental Agreement Local Health Plan. The rate tier has stay an B+ for Local Care and Managed Care premiums. Alderman Karls made a motion and was seconded by Alderman Keith to approve FY18 Intergovernmental Agreement & Rate Tier for 2017 Medical Insurance for the City Employees. Roll call. Yeas: Fountain, Schrowang, Bergfeld, Friedrich, Karls, Keith Alderman Karls stated this is the end of the fiscal year and reminded all chairman of their committees to finish their budgets and actual spending. Show what projects each department is going to be working on and turn everything in hopefully the next two weeks. 11) Building & Grounds Chairman Friedrich made a motion and was seconded by Alderman Karls to approve Rick Fansler resignation as janitor for City Hall and the Police Department as of May 1, 2017. Roll call Alderman Friedrich made a motion and was seconded by Alderman Keith to approve hiring the Pool Employees: Pool Manager..Cole Henderson Assistant Pool Manager..Tim Kellar Life Guards: Bryan Wiedman, Hunter Schrock, Riley Carr, Mackenzie Laney, Brandon Smith Roll call Alderman Friedrich made a motion and was seconded by Alderman Schrowang to approve hiring the Groundkeepers, Christian Dzekunskas, Jared Smith. Roll call. Yeas: Alderman Fountian, Schrowang, Bergfeld. Friedrich, Karls, Keith Alderman Friedrich stated the City Wide Clean-up which was held May 13 th was a great turn out. Semi-trailer, 28 gaylords with TV s, computers and misc. electronics and filled seven (7) dumpster.

Supt of Public Works, Tom Maubach stated the concrete is done at the Henry Swimming Pool. It was reported in last night s storm the flat ramp on the boat ramp was damaged down by the elevator. 12) Street and Lights Chairman Bergfeld stated Steve Kelts would like to have a Moderate sized 50 Car show on the 4 th of July parade route on his property at the corner of Third and School Street. He is planning a small cook out and having some music. Alderman Bergfeld made a motion and was seconded by Alderman Karls to approve closing the alley for the car show and a small cook out at 503 Third Street. Yeas: Alderman Fountain, Shrowang, Bergfeld, Friedrich, Karls, Keith Discussion continued which was tabled last month s council meeting on the sidewalk and curb project at Marshall Putnam Farm Bureau on Edward Street. It was stated that the parking lot between the dairy queen and farm bureau building will not have an entrance from Edward Street. Replacing approximately 130 feet of street light wiring and conduit will need to be replaced at City s cost. Alderman Schrowang suggested doing the city share program. Discussion on the project was tabled again for further information. Discussion and approval on drainage dry well on Front Street from the alleyway and Rio Vista was tabled. Supt. of Public Works, Tom Maubach had nothing to report. 13) Water and Sewer Chairman Schrowang had nothing to report. Update from Supt. of Public Works, Tom Maubach stated Illinois Environmental Protection Agency (IEPA) engineering evaluation of the City of Henry water supply was audited on May 23, 2017. The IEPA conducts the evaluations approximately every three years and it is determined if the community water supply meets the requirements of the water supply rules, regulations, and related standards. 14) TIF Committee Chairman Bergfeld everything tabled for discussion on TIF assistance on the 300 Edward Street sidewalk and curb project. 15) Communication Perdew Association Board Meeting/6:00 pm Wed., May 17 th Perdew house/carroll Street Henry Senachwine High School 2017 Baccalaureate/Fri., May 26 th @ 8:00 am Henry Methodist Church Henry City Hall Closed/Memorial Day Mon., May 29 th -Henry Chamber of Commerce Meeting/5:30 pm Tues., June 6 th River Park Visitor Center - Tree Commission Board Meeting/Thurs., June 1 st 7:00 pm River Park Visitor Center - Marshall-Putnam Relay For Life Sat., June 10 th High School Track

Marshall-Putman Fair Association would like to take this opportunity to thank the City of Henry for our past support of the M-P Fair again this year. The 2017 M-P Fair will be July 12 th 16 th.
