CITY OF ST. PETERSBURG PSI Committee Meeting Minutes March 28, 2013 at 9:27 a.m. PRESENT: ABSENT: ALSO: Committee Members William Dudley, Chair; Jeff Danner, Vice Chair; Wengay Newton, and Karl Nurse, Alternate. Steve Kornell. Council Members Leslie Curran, James Kennedy, and Charlie Gerdes; City Administrator Tish Elston; Chief Assistant City Attorney Mark Winn; Public Works Administrator Michael Connors; Primary Staff Support Special Projects Manager Evelyn Rosetti; Deputy City Clerk Amelia Preston and others. The meeting was called to order by Chair Dudley at 9:27 a.m. with the above members present. In connection with the agenda for the March 28, 2013 meeting, Vice Chair Danner moved to approve the agenda as submitted. All were in favor of the motion. Absent. Committee Member Kornell. In connection with review of the minutes of the March 14, 2013 PSI Minutes, Vice Chair Danner moved to approved the March 14, 2013 PSI Minutes as submitted. All were in favor of the motion. Absent. Committee Member Kornell. In connection with the agenda item relating to Pinellas Park Termination Agreement, Water Resources Director Steve Leavitt, provided the Committee with a brief history and overview of the submitted material which included the original objective of the agreement in 1987; currently the City of St. Petersburg provides wastewater services to the City of Pinellas Park s Gateway Centre Development which is due to expire in 2017; however, they have requested to terminate the agreement early and Staff supports their request. Committee Member Newton inquired if the City of Pinellas Park was following the same process that the City of Treasure Island did in joining the Pinellas County System. Council Member Kennedy inquired about the lost revenue and the impact it would have on the City. Vice Chair Danner inquired about the reason for them wanting to make this change. Mr. Leavitt provided an explanation on the reason for them making this change. Following discussion by the Committee, Committee Member Nurse moved with the second of Committee Member Newton to recommend forwarding this item to full Council for consideration and approval. All were in favor of the motion. Absent Committee Member Kornell. In connection with review of the pending and continued referral list, Chair Dudley stated that the Food Trucks is scheduled for May 23, 2013; Sidewalk Cafes is scheduled for May 9, 2013 and Staff shared that the referral from the March 21, 2013 relating to bike rental has been scheduled for the April 11, 2013 PSI Meeting. Council Member Curran inquired about follow-up of the meeting that was held by Administration at the Sunshine Center relating to Sidewalk Cafes. Chief Assistant City Attorney Mark Winn responded that there were two meetings held. Vice Chair Danner inquired about the Special Exceptions (SE) applications; asked that a date be determined when an update would be

Mr. Winn shared that they have been working on it and he would be glad to come back and do a more comprehensive report; stated that it is a complex project and referenced an issue involving Safety Harbor who is attempting to do exactly what was discussed by the City and they are now having an issue with the Feds relating to social services agencies and how the Feds would not let them proceed. A date of April 25, 2013 was set for the Special Exception report to the PSI Committee. Committee Member Newton inquired about when the Mobile Food Trucks were coming back; because they have had several charrettes and nothing has been done. Mr. Winn commented briefly on the issue that the original Food Truck representatives went away and they are now communicating with new folks so he can t really tell the Committee what the status is currently. Committee Member Newton commented that he knows of two cities that are up and running one in Boston and one in Atlanta and he can get the information on their operation, if needed. Chair Dudley responded that Mr. Goodwin indicated that he would provide a status report on May 23, 2013. Committee Member Newton stated briefly that since there are two models out there that are up and running suggested that Administration take a look and see if there is something that could be considered and perhaps implemented instead of wasting time meeting with nothing being accomplished. Mr. Winn commented that as soon as he could get the information to him that he would have it distributed. Committee Member Nurse requested that # 8, relating to recycling of demolition-related construction debris be removed from the list. Council Member Kennedy, who is not on the Committee, requested to see a return date on #1 relating to Public Safety. Chair Dudley shared that he will contact Chief Harmon to take care of that item. Vice Chair Danner inquired if the Committee could get a status report before # 8 is removed from the list; suggested that Mr. Connors provide them with information on how the current recycling program is operating. Committee Member Nurse inquired if there needed to be an ordinance change for the Certificate of Inspection Program or elimination of the rental program. It was stated that if the program was adopted by ordinance, it would take an ordinance to remove it. Committee Member Nurse shared that he would like to start that conversation because it is currently not working and we don t have enough staff to do the program justice. Mr. Dickerson stated that he would report back to the Committee on this item. Committee Member Newton inquired about the downtown Intermodal Study and whether or not they would be able to get an update. Vice Chair Danner commented that he could give a two minute update. He stated that they removed all of the glass from the shelters; due to lack of visibility and the illegal activity. The passengers revealed that they have started to use the shelters because you can see through them; they are changing the lighting in all of the shelters with brighter lights that are more efficient; along with considering new pavilions and there is the possibility of some routes being changed after the study is completed. There being no further business, the meeting was adjourned at 9:50 a.m.
