The Grant monies will be used towards the Court House Beautification Project. RE: JOURNALIZE OHIO EPA PERMIT MODIFICATION FOR EAST LIVERPOOL INCINERATOR Motion by Mr. Hoppel, seconded by Ms. Traina to Journalize Ohio EPA Modification for East Liverpool Incinerator for Von Roll America, Inc. to receive, manage and incinerate waste not previously taken. Scherry Wilson, Clerk is the custodian of records for Penny Traina, Daniel Bing and Jim Hoppel and has agreed to attend the training offered by the Attorney Generals Office. RE: PERMISSION TO ADVERTISE BIDS, INTERSECTION RELOCATION, ENGINEER Motion by Ms. Traina, seconded by Mr. Hoppel to authorize the County Engineer to advertise for bids on the CR410 Depot Road and TR 737 Woodsdale Road Intersection Relocation Project. Advertisement will be in the Morning Journal January 23 & 30, 2008 and February 6, 2008. Bid opening will be held on February 13, 2008 at 10:00 am in the Board of Commissioners Meeting Room, 105 South Market Street, Lisbon, Ohio 44432.

COMMISSIONERS MEETING WEDNESDAY, JANUARY 16, 2008 J.77 PAGE 31 RE: RESOLUTION #4-2008 STATUTORY VEHICULAR SPEED LIMIT, ROCHESTER ROAD Motion by Mr. Hoppel, seconded by Ms. Traina to adopt Resolution #4-2008 that states the statutory vehicular speed limit established by Sec. 4511.21, Revised Code of Ohio is greater than that considered reasonable and safe on CR 402 Rochester Road between 0.47 miles south of CR 400 and CR 400 in Columbiana County. RE: RESOLUTION #5-2008 STATUTORY VEHICULAR SPEED LIMIT, FAIRFIELD SCHOOL ROAD Motion by Ms. Traina, seconded by Mr. Hoppel to adopt Resolution #5-2008 that states the statutory vehicular speed limit established by Sec. 4511.21, Revised Code of Ohio is greater than that considered reasonable and safe on CR 420 Fairfield School Road, between SR 517 and SR 558 in Columbiana County.

COMMISSIONERS MEETING WEDNESDAY, JANUARY 16, 2008 J.77 PAGE 32 RE: ESTABLISH NEW FUND, T32 BRYNE JUSTICE ASSISTANCE GRANT FY07 Motion by Ms. Traina, seconded by Mr. Hoppel to establish a new fund for the Columbiana County Drug Task Force. This fund will be T32 and called the Bryne Justice Assistance Grant DTF FY07. RE: SET UP NEW DEPARTMENT FOR PAYROLL A00-S01-E-1197 Motion by Mr. Hoppel, seconded by Ms. Traina to set up a new department under the general fund for sick and vacation payouts for retirees. The new department will be A00-S01-E-1197. RE: SET UP NEW DEPARTMENT FOR PAYROLL X03 Motion by Ms. Traina, seconded by Mr. Hoppel to set up a new department, X03, for payroll for Employee Medical Insurance.

COMMISSIONERS MEETING WEDNESDAY, JANUARY 16, 2008 J.77 PAGE 33 RE: APPROVE CONTRACT DJFS AND DOWNES, HURST AND FISHEL Motion by Mr. Hoppel, seconded by Ms. Traina to approve a contract for professional services between the Columbiana County Department of Job and Family Services and the law firm of Downes, Hurst and Fishel of Columbus, Ohio, for the purpose of providing advice and services as relate to the CCDJFS carrying out their human resource management, civil services administration, labor relations and other related matters. This contract is a renewal for the one-year period dating from January 16, 2008 through December 31, 2008. Contract ceiling is $ 30,000.00. RE: NEW HIRES, DJFS Motion by Ms. Traina, seconded by Mr. Hoppel to approve the hiring of Melissa Means of Brookfield, Ohio and Jennifer Sempberger of Columbiana, Ohio as Case Managers in the Child Support Enforcement Agency. Ms. Eileen Dray-Bardon addressed the Board of Commissioners with her concerns regarding the re-locating DJFS as a temporary Measure. RE: EXECUTIVE SESSION Motion by Mr. Hoppel, seconded by Ms. Traina to go into Executive session with Attorney Beech and Tony Datillio for Litigation matters. AYES: HOPPEL, TRAINA, BING RE: PERMISSION TO ADVERTISE, COUNTY HOME ROAD WASTE WATER PLANT, ENGINEER Motion by Mr. Hoppel, seconded by Mr. Bing to authorize the County Sanitary Engineer to advertise for proposals for engineering services for the County Home Road Waste Water Treatment Plant and to authorize the Engineer to sign any and all documents that relate to this activity. Advertisement will be in the Morning Journal, January 23 & 30, 2008 and February 6, 2008. Proposals will be opened February 12, 2008 at 235 S. Market Street, Lisbon, Ohio 44432.
