REGULAR MEETING April 7, 7, 2008 After the Pledge of Allegiance to the Flag, a moment of silence was observed in memory of Gerri Casseti, former member of the Parks and Recreation Commission, who passed away, then the Regular Meeting of the City Council of Trenton, Michigan, was called to order by Mayor Brown, at 8:00 p.m. on the above date in the City Hall Council Chambers. Present on roll call by City Clerk Stack: Mayor Brown, Councilpersons: Baun- Crooks, Gillespie, LeFevre, McLeod, Taylor, and Teifer. There being a quorum present, the Council was declared in session. Absent: None. Other Officers Present: John Dahlquist, City Assessor; Randy Schoen, City Treasurer; Wallace Long, City Attorney; Robert Cady, City Administrator: Christine Arnoczki, City Controller; William Hogan, City Engineer; Bruce Vick, Fire Chief; Scott Church, Human Resources Director; Joann Perna, Assistant Parks and Recreation Director; William Lilienthal, Police Chief; and Alan Bober, DPS Director. MINUTES Moved by Councilman Gillespie, seconded by Councilwoman McLeod, to approve the minutes of the Regular Meeting of March 24, 2008. PRESENTATIONS AND PROCLAMATIONS: Moved by Councilwoman Baun-Crooks, seconded by Councilwoman McLeod, to make the Presentations and Proclamation part of the regular minutes. Trenton High School Hockey Team State Champions Mayor Brown along with Varsity Head Coach Mike Turner presented Certificate of Commendations to the members of the Trenton High School 2007-2008 Varsity Hockey Team recognizing their achievement as the 2008 MHSAA State Champions. The members of the team are Marco DeGrazia, Kevin Dunn, Blake Mikolajewski, Aaron Leszczynski, Christian Laub, Ben McPartlin, Kody Polin, Cory Denback, Kyle Cleland, Robbie Lindsay, Blake Rusnak, Josh Miller, Daniel Heatherly, Scott Henegar, Jon Wilson, Ryan Kelley, Camden Wojtala, Evan Plassman, Team Manager, Zac Mulka; Assistant Coaches Rod Wakeham and Chad Clements. 2008-81

Exchange Club - Child Abuse Prevention Month Mayor Brown proclaimed the month of April 2008, as Child Abuse Prevention Month in the City of Trenton and presented the Proclamation to Ruth Kasenow, representing the Trenton Exchange Club. DTE Presentation Power Quality Issues Molly Luempert Coy, Lorie Lafleur Todd and Mark Stefanik, representatives from DTE Energy, made a short presentation on power quality issues regarding outages that occurred in some of the areas in the City of Trenton. (C-1) FRIENDS OF THE DETROIT RIVER Annual Detroit River Cleanup Project Moved by Councilman Gillespie, seconded by Councilwoman McLeod, to grant permission to the Friends of the Detroit River to use Rotary Park on Saturday, April 19, 2008, for their Detroit River cleanup project including the boat launch and to allow the use of three of the city s disposal dumpsters for the collected refuse. (C-2) DCA Request to Use City of Trenton Parking Lots for Upcoming Event Moved by Councilwoman McLeod, seconded by Councilwoman Baun-Crooks, to grant permission to the Downriver Council for the Arts to use the City owned parking lot located between the Trenton Theater and the American Legion on West Jefferson on Thursday September 25 th until Saturday, September 27, 2008, and the use of the parking lot located at West Jefferson and Elm for valet/guest parking on Friday, September 26, 2008, until midnight. (John Williams, president of the Board for the Downriver Council for the Arts answered questions from the Council regarding the event.) (D-1) DPS Request to Bid Conversion of Three (3) 2008 Police Cruisers Moved by Councilman Taylor, seconded by Councilman LeFevre, to authorize the Department of Public Services to prepare bid advertisement for the conversion of three Dodge Charger police cruisers. (D-2) DPS Request to Auction Surplus Vehicle Moved by Councilman Gillespie, seconded by Councilman Taylor, to authorize the Department of Public Services to dispose of a 2003 Ford Crown Victoria by utilizing the services of Martin s Towing. 2008-83

(D-3) CONTROLLER Fiscal Year 2008-2009 Budget Moved by Councilman Gillespie, seconded by Councilwoman McLeod, to receive and place on file the fiscal year 2008-2009 budget submitted by the Mayor; change the date of the second meeting in May to Tuesday, May 27, 2008; and to schedule a Public Hearing on the adoption of the budget on Tuesday, May 27, 2008, at 7:45 p.m. (D-4) ENGINEER Owen Park Subdivision, Pinnacle Homes LLC Tentative Preliminary Plat Approval Moved by Councilman Taylor, seconded by Councilwoman Baun-Crooks, to concur with the recommendation of the Planning Commission and the Engineering Department and approve the Tentative Preliminary Plat for the Owen Park Subdivision, submitted by Pinnacle Homes LLC. (D-5) MAYOR Proposed Council Study Session April 14, 2008 Moved by Councilman Gillespie, seconded by Councilwoman McLeod, to approve the agenda for the Council Study Session to be held on Monday, April 14, 2008, to be comprised of the following items: proposed ordinance for waterfront setback, EMnet System/Emergency Alert System, and a request to resume the DDA newsletter. AUTHORIZED DISBURSEMENTS Moved by Councilman Taylor, seconded by Councilwoman Baun-Crooks, that the Authorized Disbursements, per the April 7, 2008, schedule, be approved.
