EDDY-LEA/HOLTEC HI-STORE Facility Project for a Centralized Interim Storage Facility By: John Heaton, Chair June 7, 2016 ELEA New Mexico
Contents Why Consolidated Storage? ELEA Overview Hi-Store Overview Consent Discussion Conclusion 2
Why Consolidated Interim Storage? Fuel Pools Are Loaded 4or 5 Times More Than Anticipated Dry Cask Storage Is Limited or Not Available At Some Sites Some Storage Is In The Most Densely Populated Areas of U.S. Some Plants Have High Natural Disaster Risk -- Seismic D&D Plant Sites Want to Turn Them Back To Green Fields
Why Consolidated Interim Storage? (cont d) Transportation of SNF & HLW is Proven Safe --Thousands of Tons Have Been Shipped Radioactivity Decreases Rapidly with Time. Gamma & Heat Decay Breach of Contracts - DOE Required To Take SNF In 1998 Settlement Fund Will Pay Out $20 Billion by 2020 From Treasury After 2020 Will Pay $500 Million Per Year Until CIS or Repository Dispels Arguments There Are No Solutions For SNF 4
Who is the EDDY-LEA Alliance? Alliance of the Cities of Carlsbad & Hobbs and the Counties of Eddy & Lea Alliance is an LLC With 8 Board Members Equal Investment & Ownership Formed Under the Local Economic Development Act (LEDA) for Economic Development Purposes in 2006 & to Respond to Global Nuclear Energy Partnership (GNEP) Proposal from DOE
Why the ELEA Site? ELEA purchased 1,000 acres of land approximately halfway between Carlsbad and Hobbs, N.M. for potential use Land studied extensively during Global Nuclear Energy Partnership (GNEP) process Remote location Geologic stability Dry area
Why the ELEA Site? (cont d) Infrastructure present, including rail Preexisting robust scientific and nuclear operations workforce Excellent location for future repository nearby 35 miles from nearest population STRONG CONSENT FROM AREA
Holtec International Established in 1986 Excellent on-time delivery record No history of long-term debt Self financed company growth Highest industrial credit rating [D&B-5A1] Business Mix: 72% Nuclear 15% Coal, 10% Gas & Renewables, 3% O&G 9
HI-STORM UMAX: The Safest Solution for C.I.S. Holtec constructed the HI-STORM UMAX at a U.S. nuclear power plant
HI-STORM UMAX: Stores Spent Nuclear Fuel Completely Below Grade R B E L T E R I E V A
Phase 1 Construction Secure Area Rail Spurs from SWRR 200 HI-STORM UMAX Canisters Cask Transfer Facility Opera&ons & Security Batch Plant
Excavation 13
CEC Placement 14
CLSM Pour 15
Form for Top Pad 16
Enhanced Security Configured to be visually inconspicuous Profile is less than 610 mm (2 ft.) tall A less visible target from the air Reduced visibility from public land There are no areas on the ISFSI where a person may hide, making security an easily implemented activity
Where Are We Today? 2015 Senate tried Producing Comprehensive Bill DOA needs help 2015 House Conaway produces CIS bill DOA Shimkus kills 2016 House Mulvaney produces CIS bill DOA Shimkus kills 2016 Senate is working on S. 854 comprehensive BRC bill 2016 Alexander reported to be working on CIS bill Feinstein included CIS in Senate E&W bill House Still Working On Yucca Bill, But May Include CIS (reluctantly) House wants Yucca funding and Senate wants CIS NE embarking on Consent Based Siting DOE interested in Defense only repository
Who Knows What Consent Is? What is a consent based process? Every community, every state will have their own ideas, requirements and process Begin with a Willing Community Region Tentative acceptable geology & geography Agreement by state to host the facility to allow geotechnical/environmental assessment Agreement is the set of conditions required to accept the facility
What Are Consent Options? Statewide Referendum Tough City by City Town Hall Educational & Consensus Process Legislature Passes Enabling Legislation Governor Negotiates & Signs Argeement AG Negotiates & Signs Agreement If Allowed Other Approaches
What DOE Information Would Facilitate Participation Knowing Siting Criteria? Knowing Federal Agreement Criteria? Knowing if State Agreement required? Knowing what state official must sign? Knowing incentives to state and local area? Knowing enforceable deadlines for waste removal?
What DOE Information Would Facilitate Participation (cont d) Knowing Congress Funding is permanent? Knowing funding for consent education available? Knowing if DOE will do transportation & policies? Knowing if DOE will develop consent along routes? 22
DOE Must Provide Basic Contract Context Funding for State s Consent Process Funding for NRC licensing Funding for Phase II site investigation Will there be one or more Pilot facilities? Will DOE provide and pay for transportation?
DOE Must Provide Basic Contract Context (cont d) DOE must make financial incentive clear DOE must make RFP response objective DOE must make their contract requirements clear 24
State Consent Agreement Security Defer to NRC standards? Additional? Communication level? Who? Health, safety and environmental standards oversight How much involvement? Defer to NRC? Violations? Penalties? Positions on oversight boards
State Consent Agreement (con t.) Transportation oversight? Routes. Reporting? Who? What? How much? What is the definition of Interim? Resolution of disputes? Arbitration? Competent Court of Jurisdiction? Incentives? Each entity will have their own wish list. Indemnification and compensation for accidents Decommissioning? > How clean is clean? > Financial assurance for decommissioning? Possible fuel pool for repackaging
ELEA Consent Status For the HI-STORE Facility Strong resolutions of support from counties and cities in area Legislature just passed two memorials supporting the CISF project Governor has written a strong letter of support for the project to Sec. Moniz Public Members (cities and counties) have endorsed contract with Holtec Holtec is proceeding with NRC license
Now, What About You? What are you doing to help? You have multiple reactors, new ones coming on line, TVA Holtec s Private facility up and running by 2021 30 Total shuttered Reactors (7 ISFSI only, 4 license terminated, 3 in Decon, 3 Due to close, 13 in Safstor) 10 more considered at risk Others will fall into decommissioning status in the 2030 s This is a major issue for SSEB and your states!!! This is a political issue and you need to turn up the heat!!
THANK YOU QUESTIONS?
