Who Knows What Consent Is? What is a consent based process? Every community, every state will have their own ideas, requirements and process Begin with a Willing Community Region Tentative acceptable geology & geography Agreement by state to host the facility to allow geotechnical/environmental assessment Agreement is the set of conditions required to accept the facility

What Are Consent Options? Statewide Referendum Tough City by City Town Hall Educational & Consensus Process Legislature Passes Enabling Legislation Governor Negotiates & Signs Argeement AG Negotiates & Signs Agreement If Allowed Other Approaches

What DOE Information Would Facilitate Participation Knowing Siting Criteria? Knowing Federal Agreement Criteria? Knowing if State Agreement required? Knowing what state official must sign? Knowing incentives to state and local area? Knowing enforceable deadlines for waste removal?

ELEA Consent Status For the HI-STORE Facility Strong resolutions of support from counties and cities in area Legislature just passed two memorials supporting the CISF project Governor has written a strong letter of support for the project to Sec. Moniz Public Members (cities and counties) have endorsed contract with Holtec Holtec is proceeding with NRC license

Now, What About You? What are you doing to help? You have multiple reactors, new ones coming on line, TVA Holtec s Private facility up and running by 2021 30 Total shuttered Reactors (7 ISFSI only, 4 license terminated, 3 in Decon, 3 Due to close, 13 in Safstor) 10 more considered at risk Others will fall into decommissioning status in the 2030 s This is a major issue for SSEB and your states!!! This is a political issue and you need to turn up the heat!!
