The 2016 numbers have been submitted by the agency and are listed above. The estimated 2016 population has not been released by the Census Bureau so this report is using 2015 population numbers. **The Federal Government changed the RAPE definition in 2014, causing the numbers to increase nationally. Users are caution in comparing these numbers with other cities or jurisdictions. The purpose of UCR reporting is to help agency management understand the community crime dynamics year to year to gauge trends and issues. Each community has separate dynamics that must be evaluated before forming an opinion about crime rates in any community.

Animal overpopulation continues to be a disturbing part of a regional issue. This is related to community issues such as failing to sterilize and animals running at large. Since 2012 our Shelter has seen a steady decline in animals being euthanize. Year Delivered Euthanized Chipped Saved 2012 3200 2591 124 699 2013 2772 1763 467 1022 2014 2488 1645 523 1021 2015 2494 1123 623 1302 2016 2189 768 632 1492

70% DECREASE IN EUTHANIZED ANIMALS IN PAST 5 YEARS 32% DECREASE IN EUTHANIZED ANIMALS FROM 2015 TO 2016 113% INCREASE IN SAVED ANIMALS IN PAST 5 YEARS 15% INCREASE IN SAVED ANIMALS FROM 2015 TO 2016 OUR NUMBERS ARE STILL TOO HIGH Success is measured by decreasing euthanasia. This has been through our animal microchip program, shelter volunteers, local veterinarians, partnering with Titus County Animal Shelter Friends Foundation and creating a new Customer Service Representative position. Our Animal Shelter is small, hard to keep clean, and does not have the space needed to keep animals longer to improve their chance of adoption.

Concept plans for future growth and new facility.

The Police Department created an Unmanned Aerial Vehicle (UAV) Unit. The Unit has three trained pilots and three vehicles to support our SWAT Unit, search and rescues, hazardous material scenes and the needs of other agencies and City departments New video storage server for officer body cameras Enhanced video surveillance at city asset locations The Police Department received our third Recognition Accreditation Award. The agency has been accredited since 2008 Crash reduction TXDOT grant to enhance traffic enforcement patrols Patrol and Special Operations Equipment

In closing, 2016 was a year for improved safety for Mount Pleasant Residents. Our crime rate and vehicle crashes are the lowest we ve seen in 5 years. This community and our leaders expect the best from your Police Department and Animal Services. In turn our staff is trained to the highest standards to provide quality service to you. We look forward to continued community support from our citizens and business owners.
