The District of Columbia Judicial Nominations Commission provided the President with a list of 24 candidates from which to make 8 selections for the position of Associate Judge of the District of Columbia Superior Court. Based on the recommendation of the Judicial Nomination Commission, the review and recommendation of the candidates' qualifications by the Counsel to the President, and the President's consideration of the totality of information presented, the President determined that I was one of the eight most qualified candidates for appointment. (b) What do you believe in your background or employment experience affirmatively qualifies you for this particular appointment? My career has included clerical positions, social work, criminal law enforcement, military leadership, administrative management, litigation, legal and social research, civil rights enforcement, teaching, policy development and implementation, decisionmaking, and consumer advocacy. In the course of these experiences, I have been required to successfully confront

Frequently, I have been recognized and rewarded for the level of competence with which I performed my duties. The totality of these experiences provides me with the full range of tools and sensitivities, as well as the necessary level of competence, to qualify for this appointment. B. While I do not anticipate any such potential conflict, I will sever all connection if such conflict is deemed to exist. I have only two financial arrangements with business associates. I am a participant in the D.C. Government sponsored Deferred Compensation Plan operated by The Copeland Companies. This plan is available to all District of Columbia employees, including Superior Court judges. I am also a limited partner in Prospect Partners, Ltd., a previously noted real estate investment in California. In that investment, I contributed $15,000.00, jointly with my wife, in April 1986. The arrangement is scheduled to dissolve in 1992. 2. INDICATE ANY INVESTMENTS, OBLIGATIONS, LIABILITIES, OR OTHER RELATIONSHIPS WHICH COULD INVOLVE POTENTIAL CONFLICTS OF INTEREST IN THE POSITION TO WHICH YOU HAVE BEEN NOMINATED. In that capacity, I developed precedential decisions, regulations and other policy statements for consideration and adoption by the Commission and the Employment section of the U.S. Department of Justice. As People's Counsel for the District of Columbia, I have frequently been asked to provide comments and modifying language for District legislation related to utility matters under my statutory jurisdiction. I have also recommended legislation for consideration by the Council of the District of Columbia with respect to utility regulatory matters. In addition, in my role as a member of the Executive Committee and Vice President of the National Association of State Utility Consumer Advocates, I have participated in the development of legislative proposals and strategies designed to influence the legislative actions of the U.S. Congress. 5. EXPLAIN HOW YOU WILL RESOLVE ANY POTENTIAL CONFLICT OF INTEREST, INCLUDING ANY THAT MAY BE DISCLOSED BY YOUR RESPONSES TO THE ABOVE ITEMS. (Please provide copies of any trust or other agreements.) I am unaware of any potential conflicts of interest. In the event that an unanticipated conflict should arise, I will scrupulously adhere to the applicable canons of ethics for the judiciary. 6. I have been charged with three moving violations -- speeding tickets -- a $45.00 ticket in Lanham, MD, between 1969 and 1970; a $77.00 ticket in Delaware County, PA, in November 1982; and a $75.00 ticket in Washington, DC, in October 1988. 3. HAVE YOU OR ANY BUSINESS OF WHICH YOU ARE OR WERE AN OFFICER EVER BEEN INVOLVED AS A PARTY IN INTEREST IN ANY ADMINISTRATIVE AGENCY PROCEEDING OR CIVIL LITIGATION? On April 12, 1977, I was granted an uncontested divorce from my first wife. The case, Frederick D. Dorsey v.
