The District of Columbia Judicial Nominations Commission provided the President with a list of 24 candidates from which to make 8 selections for the position of Associate Judge of the District of Columbia Superior Court. Based on the recommendation of the Judicial Nomination Commission, the review and recommendation of the candidates' qualifications by the Counsel to the President, and the President's consideration of the totality of information presented, the President determined that I was one of the eight most qualified candidates for appointment. (b) What do you believe in your background or employment experience affirmatively qualifies you for this particular appointment? My career has included clerical positions, social work, criminal law enforcement, military leadership, administrative management, litigation, legal and social research, civil rights enforcement, teaching, policy development and implementation, decisionmaking, and consumer advocacy. In the course of these experiences, I have been required to successfully confront

The arrangement is scheduled to dissolve in 1992. 2. As People's Counsel for the District of Columbia, I have frequently been asked to provide comments and modifying language for District legislation related to utility matters under my statutory jurisdiction. I have also recommended legislation for consideration by the Council of the District of Columbia with respect to utility regulatory matters. In addition, in my role as a member of the Executive Committee and Vice President of the National Association of State Utility Consumer Advocates, I have participated in the development of legislative proposals and strategies designed to influence the legislative actions of the U.S. Congress. 5. I have been charged with three moving violations -- speeding tickets -- a $45.00 ticket in Lanham, MD, between 1969 and 1970; a $77.00 ticket in Delaware County, PA, in November 1982; and a $75.00 ticket in Washington, DC, in October 1988. 3. HAVE YOU OR ANY BUSINESS OF WHICH YOU ARE OR WERE AN OFFICER EVER BEEN INVOLVED AS A PARTY IN INTEREST IN ANY ADMINISTRATIVE AGENCY PROCEEDING OR CIVIL LITIGATION? On April 12, 1977, I was granted an uncontested divorce from my first wife. The case, Frederick D. Dorsey v. Carol Virginia Dorsey (Civil Action No. 583-77), was re-opened in 1986 to determine issues of child support. A judgment upholding the status quo was entered in November, 1987. 4.
