SUBJECT: EXTENSION OF CONTRACTS MATERIALS AND SOIL INSPECTION AND TESTING SERVICES RECOMMENDATION: That the City Council: 1. Authorize the City Manager to execute a contract extension with Leighton Consulting, Inc. in the not-to-exceed amount of $80,000 for providing on-call Materials and Soils Inspection and Testing Services on various Public Works Projects for FY2018/2019 & FY2019/2020; and 2. Authorize the City Manager to execute a contract extension with Terracon (previously C.H.J., Inc.) in the not-to-exceed amount of $170,000 for providing on call Materials and Soils Inspection and Testing Services on various Public Works Projects for FY2018/2019 & FY2019/2020; and 3. Authorize the City Manager to execute a contract extension with Hilltop Geotechnical in the not-to-exceed amount of $100,000 for providing Materials and Soils Inspection and Testing Services on various Public Works Projects for FY2018/2019 & FY2019/2020; and 4. Authorize the City Manager to execute a contract extension with RMA Group in the not-toexceed amount of $80,000 for providing Materials and Soils Inspection and Testing Services on various Public Works Projects for FY2018/2019 & FY2019/2020. Spring Egg Hunt, Family Service Association of Redlands Yucaipa Outreach Project Girl Scout Troop #394 Girl Scout Meetings Girl Scout Troop #2106 Girl Scout Meetings, Yucaipa Kiwanis 2 nd Annual Vino & Ale Fundraiser, Yucaipa Valley Art Association Annual Juried Spring Art Show, Yucaipa Valley Chamber of Commerce Various Events, and the Womans Club Maintenance of Club Building. P. 125 6. SUBJECT: RESTRICTIVE COVENANT AND CONSERVATION SERVICES AGREEMENT 6 TH PLACE AT WILDWOOD CREEK LOW WATER CROSSING REPLACEMENT PROJECT PROJECT NO. 10729 RECOMMENDATION: That City Council: 1. Approve and authorize the City Manager to execute a Restrictive Covenant for the protection of property values on 0.36 acres of land at El Dorado Ranch Park; and 2. Authorize the recordation of the Restrictive Covenant; and 3. Approve and authorize the Mayor to execute a Conservation Services Agreement between the Inland Empire Resource Conservation District (IERCD) and the City of Yucaipa (City) for the oversight/monitoring of conservation values on 0.36 acres of land at El Dorado Ranch Park as mitigation for the environmental impacts associated with the construction of the 6th Place at Wildwood Creek Low Water Crossing Replacement Project; and 4. Authorize the amount of $41,636.43 from the 6th Place at Wildwood Creek Low Water Crossing Replacement Project and the El Dorado Ranch Park Drainage Project Mitigation budgets to fund the Conservation Services Agreement for the required oversight/monitoring of the mitigation area; and 5. Authorize the City Manager or his designee to administer the terms of the Restrictive Covenant and Conservation Services Agreement. Reject all proposals for the Yucaipa Performing Arts Center Exterior LED Video Display; and 2. Direct staff to revise the Request for Proposals (RFP) and re-advertise the Project for proposals. SUBJECT: ORDINANCE NO. 370 - MANDATORY COMMERCIAL ORGANICS RECYCLING RECOMMENDATION: That City Council approve first reading, by title only, as read by staff, of Ordinance No. 370, amending Chapter 8.28 of the Yucaipa Municipal Code, titled Waste Management, to include provisions pertaining to mandatory commercial organics recycling. SUBJECT: FIVE WINDS RANCH PARK CONCEPTUAL PLAN RECOMMENDATION: That City Council review the conceptual plan for the Five Winds Ranch Park, provide direction to staff and approve as deemed appropriate.
