GUIDELINES FOR VISA APPLICATION AND THE RUSSIAN FEDERATION ENTRY PROCEDURE For the participants of the Preliminary Official Visit
I. VISA APPLICATION 1. STEP 1: DO I NEED VISA? Most foreign nationals are required to have entry visas to travel to the Russian Federation. A visa to the Russian Federation is a document, permitting stay in Russia for a specific period of time. A visa lists entry/exit dates, your vital information, passport details and some information about the inviting party. Please note, that your Russian visa is an exit permit just like it s an entry permit. In order to enter/exit the territory of the Russian Federation the participant must have the following documents: passport valid for at least six months after the expiry date of the or visa, i.e. until September 15 h, 2018 a valid entry visa There are countries that Russia has a mutual visa-free agreement with. Citizens of these countries only need to have an ID and an invitation. Main document for entrance is an international passport. There are countries Russia has a mutual simplified entrance procedure with. Citizens of these countries need only an ID (which can also be their national passport) to enter Russian Federation. Please note that your passport must be valid at least six months after the expiry date of the or visa, i.e. until September 15 th, 2018 You can find the list of countries with specified entrance procedure as well as visa application procedure in Russian consulates and diplomatic missions in your home country.
I. VISA APPLICATION 2. STEP 2 OBTAIN A VISA INVITATION LETTER FROM THE OC A single-entry humanitarian visa will be issued by the Embassy/Consulate of the Russian Federation on the basis of an official Letter of Invitation provided by the Organising Committee/ Telex Directive by the Ministry of Foreign Affairs of the Russian Federation. The Letter of Invitation issued by the Organising Committee /Telex Directive by the Ministry of Foreign Affairs of the Russian Federation is the official document that declares and confirms the participant s intention to participate in the Preliminary Official Visit and allows getting the Russian entry visa. The Invitation Letter/Telex Directive number is required during the visa application procedure to be done by the individual at the Embassy/Consulate of the Russian Federation in the country of residence. Important notice: The Letter of Invitation provided by the Organising Committee is not valid for travelling and entering the Russian Federation and by no means will be considered by border control authorities. The only purpose of the Letter of Invitation is to support official visa application procedure.
I. VISA APPLICATION In order to receive the official Letter of Invitation please kindly follow the instructions below: A) Submit the relevant personal information for each participant who requires visa by filling out the Visa_support_application _form (provided by OC at attachment to this Guidelines) and sending it by e-mail to delegation.services@krsk2019.ru NO LATER than than February 1 st, 2018 with a scanned/electronic copy of a valid passport of each participant attached. Please note that the personal information (name, surname, citizenship, passport number, gender, etc.) must be identical to the one in the passport. Please indicate a city and country where the visa application will be made. Follow this link to find the Consular departments of Russian Federation in your country: http://en.mid.ru/en/web/guest/maps Please note that the passport must be valid at least until September 15 th, 2018 and make sure that each passport has two blank pages designated for visa. B) Submit a single, correct and valid e-mail address where the scanned official Letter of Invitation/Telex Directive number will be sent. After required information is received, the Organising Committee will issue the official Letter of Invitation, which will be sent to the participant by e-mail. Please inform the OC if original copy of the Letter of Invitation is required by the Embassy/Consulate, the delivery by express post will be arranged by OC. In case of the Telex Directive it will be sent by Ministry of Foreign Affairs of the Russian Federation directly to Embassy/Consulate, OC will provide only the number of the Directive to be uploaded into Electronic visa application form. The process of issuing and delivering visa support by OC takes 2 working days for official Letters of Invitation and 7-10 working days for Telex Directive Number from the moment the application is submitted to the OC and approved by the Organising Committee to the moment the Invitation/Telex Directive number is sent to the participant by e-mail.

STEP 3 - APPLYING FOR THE VISA Upon receiving the Letter of Invitation/Telex Directive number, the participants are required to collect all the necessary documents in accordance with the requirements of the Embassy/Consulate of the Russian Federation and submit them to the Embassy/Consulate of the Russian Federation together with the Invitation issued by the Organising Committee. Visa processing in the Embassy/Consulate of the Russian Federation usually takes from 3 to 10 working days. Please note that the application requirements may vary according to the country in which you make your application. It is VERY IMPORTANT that you check the details before you proceed with your application and that you make your application as early as possible. Please note that the visa application will be processed and decided by the Embassy/Consulate of the Russian Federation in the country of residence. Although the Organizing Committee will do its best in assisting the application process, the decision to issue or refuse a visa is made solely by the Embassy/Consulate of the Russian Federation. More detailed information on the documents required to be presented to the Embassy/Consulate is available on the website of the Embassy/Consulate of the Russian Federation of the city where the participant intends to apply for Russian visa.
II. ENTRY PROCEDURE 1. II. ENTRY PROCEDURE Immigration and border control In order to cross the state border of the Russian Federation, foreigners must provide the following documents: Valid Passport Valid visa Completed Migration card ENTRY Please carefully check the expiration date of your ID documents (passport), as well as a visa expiration date. In case these documents are expired at the moment of crossing the border, you will be denied passing the state border of Russia. Migration card is automatically filled in at Vnukovo and Domodedovo airports and in terminal D of the Sheremetyevo airport while in other terminals and Yemelyanovo airport the migration card is to be filled manually). For the sake of time saving you may fill out the migration card in advance, you can usually obtain your migration cards on board of the plane. Required personal data in migration card formular shall be filled out in Russian or with the letters of the Latin alphabet in accordance with the personal data in your passport. The migration card form includes part A and part B. Part A, will be seized by a border control officer as soon as your arrive in Russia. Please keep your migration cards throughout your stay and up until the departure from the Russian Federation, it must be presented to border control officer and will be seized when you leave the country Migration card sample
II. ENTRY PROCEDURE LUGGAGE CLAIM AREA BAGGAGE CARRIAGE FOR TRANSIT PASSENGERS а) Luggage checked in just to Moscow/other transit airports Please check you luggage tag prior to your arrival to Moscow/other airports* if your final destination on luggage tag is indicated as SVO, DME, VKO, LED or any airport code but KJA after passport control normally you will need to complete the following steps: 1. Collect you luggage at the Luggage claim zone (and if needed at special claim zone for oversize luggage); 2. Clear customs; 3. Transfer you luggage to the domestic check in area; 4. Check-in to your flight to Krasnoyarsk and drop off your luggage (Important: the OC does not pay for participant s extra/oversized luggage); 5. Go through the pre-flight inspection procedure; 6. Go to the boarding Gate indicated in your boarding pass 7. Board the flight to Krasnoyarsk * please adress the Tranfer passenger desk first for further assistance. b) Luggage checked in to the final point of destination Krasnoyarsk 1. Double check with your carrier airline rules and at the Transfer passenger desk at the transit airport if you do not need to collect and re-check in your luggage, than complete the following steps: 2. Clear customs; 3. Follow Domestic flight transfer signs; 4. Go through the pre-flight inspection procedure; 5. Go to the boarding Gate indicated in your boarding pass; 6. II. ENTRY PROCEDURE CUSTOMS CONTROL For information on the customs rules and regulations of the Russian Federation please refer to the official website of the Federal Customs Service of the Russian Federation. http://eng.customs.ru/index.php?option=com_newsfts&view=category&id=35&itemid=1903 It is possible to import the following goods for personal use to the customs territory of the Customs Union with exemption from customs duties: alcoholic beverages and beer in amount of not more than 3 liters, per one individual over the age of 18; 200 cigarettes or 50 cigars (cigarillos) or 250 grams of tobacco or specified products in assortment, the total weight of which does not exceed 250 grams per one individual over the age of 18. It is banned to import of tobacco or specified products exceeding the above mentioned limits! products of animal origin by individuals (cold cuts, cheese, ham, pates or preserves, among others) is allowed if they do not exceed 5 kg and as long as they retain the factory wrapping.
