ROLL CALL: Present Mark Liebaert, John Robinson, Terry White, Robert Mock, Mary Lou Bergman. Others present Al Horvath, Clem Larson, Chuck Shingledecker, Marty Allen, Rita Wirkus, Eric Shaffer, Jane Anklam, Rebecca Loken, Dan Corbin, Dave Conley, Dave Cizmas, Judy O Brien, Jon Harris, Mark Schroeder, Cheryl Westman, Committee Clerk. APPROVAL OF MINUTES: Motion by Mock, second Robinson, to approve the minutes from the June 20, 2017, meeting. Motion carried. Department Reports: Budget: Included with members meeting packet. O Brien reviewed the budget for the period ending July 31, 2017. Forest Management Operations: Cizmas reported 3 active sales; 6 hauling. Wet weather conditions making things difficult for loggers. Parks and Recreation: Schroeder reported seasonal park staffing at two-thirds level currently, big Labor Day camping weekend upcoming, and recreational trail systems are in high use. Schroeder advised the experimental herbicide treatment to control invasive plant species in Lucius Woods County Park, previously approved by this committee for comparison purposes with the goat herbivory treatment area, was completed on July 20, 2017. Treatment sites are being monitored and results will be forthcoming after the 2018 spring flush growing period. ACTION ITEMS/REFERRALS: SUSPEND THE RULES: Motion by Bergman, second Mock to take up items 4b and 4c. Motion carried. Lucius Woods County Park Amphitheater Chairs Request (Solon Springs Family Fun Days): Request in packet. ACTION: Motion by Mock, second Robinson, to deny request. Motion carried. 2016 Wisconsin Act 170 (WDNR Off-Highway Motorcycle Program): Eric Shaffer, NW Trails present group agreeable with either (1) not allowing off-highway motorcycles on ATV/UTV/Snowmobile trails or (2) only allowing summer OHM use on summer ATV/UTV trails. Group does not want to see OHM use on any winter ATV/UTV/Snowmobile trails. Allowing summer OHM use on summer ATV/UTV trails would require instituting substantial changes to the department s current Access Management Plan signage scheme at considerable expense. Many existing landowner trail agreements and easements would need to be updated to include the use of OHM s. ACTION: Motion by Mock, second White, to approve maintaining status quo for 2017, and into 2018, allowing continued OHM use of the single track Straight Arrow OHM trail system, not allowing OHM use of any ATV/UTV/Snowmobile trail, monitoring use requests, allowing WDNR time to establish grant funding mechanisms for the OHM registration program, and explore future use as necessary. 2018 Budget: Budget Review: Summary of budget increases and decreases and capital outlay reviewed. Department Budget Planning Goals: Reviewed no changes from last year. ACTION: Motion by Robinson, second Mock, to approve department budget planning goals. Motion carried. Non-Profit Funding Requests: Policy reviewed. Northern Regional Trail Advisory Committee - $500: Letter in packet Larson present. ACTION: Motion by White, second Mock, to approve funding request to Northern Regional Trail Advisory Committee in the amount of $500. Motion carried. Tri-County Recreational Corridor Commission - $5,143: Letter in packet. ACTION: Motion by Robinson, second Bergman, to approve funding request to Tri-County Recreational Corridor Commission in the amount of $5,143. Motion carried. Wisconsin Conservation Congress Delegation - $2,500: Letter and report in packet Horvath present. ACTION: Motion by Bergman, second Mock, to approve funding request to Wisconsin Conservation Congress Delegation in the amount of $2,500. Motion carried. Harris distributed Forestry Department General Fund transfer history. ACTION (REFERRAL): Motion by White, second Robinson, to approve the 2018 Forestry Department budget as presented, with a one-time additional transfer from the timber sales revenue allocation in the amount of $682,000 to the general fund that will be utilized to directly offset the tax levy and be displayed as a separate line item in the 2018 budget reports, and refer to Administration Committee. Motion carried. Release of Reserve Funding (Bird Sanctuary Excess Revenues): Club house facility needs new roof requesting release of $12,000 and targeting fall completion date, or if necessary roll funds over to next year for project. ACTION (REFERRAL/RESOLUTION): Motion by Bergman, second Mock, to approve release of capital reserve funding for bird sanctuary in the amount of $12,000, and refer to Administration Committee and County Board. Motion carried unanimously. From County Board Meeting: Correspondence from Rebecca Loken Regarding Lucius Woods County Park Pesticide Ordinance #1.17 Exemption: Received and placed on file. Rebecca Loken distributed toxicological profile for Triclopyr article. Meeting Date Changes: September 25, 2017: Meeting date moved to September 18 th. October 30, 2017: Meeting date moved to October 23 rd. ACTION: Motion by White, second Mock, to approve dates as proposed. Motion carried. ACTION: Motion by White, second Mock, to extend meeting beyond two hour time limit. Motion carried. INFORMATIONAL ITEMS/CORRESPONDENCE: Upper St. Croix Forest Land Conservation Project (The Conservation Fund): Large acquisition project approved by committee and board in early 2016; acquiring grant funding for $400,000 has been unsuccessful. County and other funding sources being researched. Project updates to continue from Harris. Timber Sale Contract Extension Policy Revision: Copy of contract, active 5 year contract chart, active timber sale contract list by year, sold timber stumpage value summary from 2004-2016, current extension price increase policy, and potential options for extension policy revisions included with agenda. Incurred risk exposure and liability concerns with high number of contract extensions discussed. Current policy and potential revisions to be discussed as an agenda item at the October timber sale meeting. Department Staffing Update: Harris advised that Keb Guralski is now the new Inventory Forestor GIS Specialist. Reports: Wisconsin County Forest Association: Robinson attended summer tour in Bayfield County, and personnel meeting last month; annual meeting to be held the end of September. WDNR County Forest Liaison: No report. Future Agenda Items: Emerald Ash Borer County Forest status; Oak Wilt County Forest status. ADJOURNMENT: Motion by Mock, second Bergman, to adjourn.
