Missouri Police Chiefs Monthly Board Meeting Minutes January 27, 2017 Association Meeting called to order by Chief Simpson PENDING MINUTES 12/08/2016 Minutes approved by motion of Chief Shocky and seconded by Chief Johnson. (Voice Vote) TREASURER S REPORT Treasurer s report, office desks, web re-design was approved by a motion from Chief Hartman seconded by Chief Williams. The motion carried on a voice vote. SPECIAL PRESENTATIONS/MPCA Liaison Reports: MPCA Executive Board were sworn in by Judge Steven Cotton Walker and all signed oaths and conflicts of interests. Director Drew Juden address issues of POST and other related public safety issues. Representative Conway was presented her legislative award. Whitney B. Coffey of the Department of Health and Senior Services address an information project which was grant funded. Introduction of MPCA and MPCCF Staff was made. Presentation was made on the New communication option for MPCA members by Siren GPS. A proposal and request was made by MPOA to the MPCA for a service agreement which not accepted, but MPOA was allowed to store their office contents at the MPCA. Lt. Col. Sandy Karsten address general issues with the membership. Director William Whitfield address Highway Safety initiatives and grants with the membership. Charitable Foundation Meeting called to order by Chief Williams PENDING MINUTES 12/08/2016 Minutes approved by motion of Chief Shocky and seconded by Chief Johnson. The motion carried on a voice vote. SPECIAL PRESENTATIONS MPCCF Directors and Treasurer were sworn in by Judge Steven Cotton Walker and all signed oaths and conflicts of interests. Introduction of MPCA and MPCCF Staff was made.

V-Academy made a presentation updating the membership on the status of the MPCA on-line training program. Presentation of MPCA members on various boards and commissions was announced. LE TORCH RUN Verbal report made by Chief Jim Moran. CONFERENCE COMMITTEE Announced and presented in writing the dates and locations of the Police Clerks Conference, LETSAC Conference, and the Year End Conference. MEMBERSHIP COMMITTEE Chief Williams moved with a second from Chief Johnson to approve all candidates for membership with the exception of Bret Johnson s request to active retired as he was not retired upon the date of request. Motion carried on a voice vote. CONFERENCE DIVISION Announced and presented in writing the dates and location of Year End Conference. Working on new location for 2018. LEGISLATIVE REPORT The board and took the following action on legislative matters: 1. Colorado Supreme Court Ruling was reviewed. 2. LPR legislation was discussed. 3. Removing requirement to obtain state legislative approval for LE local tax issues. 4. Revision of UCR statutes addressed. 5. SB 5 Certification was reviewed. 6. MoDex Funding reviewed. 7. A legislative report was emailed to entire membership. 8. Legislative agenda was reviewed. TECHNOLOGY REPORT Vendor certification initiative. NIBRS/MIBRS status report presented. Mandatory fingerprinting of defined municipal offenses addressed. Missouri and Federal representation on UCR/NIBRS, and issues relating to local data to be local and county LE. Drones use by LE/Licesn. BUILDING & FACILITIES DIVISION Parking lot project under negotiations.

LE MEMORIAL & FALLEN OFFICER COMMITTEE LE Memorial only has 10 slots remaining on the wall. Two new walls are already planned to be erected before the next LE Memorial in 2017. IACP /SACOP REPORT (Chief Williams/Chief Lowry) TRAINING COMMITTEE 7,757 students trained 39,087.05 hours of training provided 372 courses (2016 year end.) Year Free on-line training presented. Registration forms for on-line training. New Certificate templates completed. MPCA offer to umbrella in-service training. Chief Training Initiative. New Chiefs Training. V-Academy welcome page Completed. On-line report 202/713 passes issued and 404 full enrolled users on the system. GRANTS DIVISION $50,000 RIP Grand for Records training received by MPCA. Chief Rocket moved to approve the grant seconded by Chief Eidman and the motion carried on a voice vote. HOMELAND SECURITY Badging and credentialing and LE mutual aid plan addressed. IACP/SACOP Chief Williams and Chief Lowery reported on IACP and SACOP issues and events. Building coating project seeking bids. LE MEMORIAL & FALLEN OFFICER DIVISION The MPCCF will be hosting a Fallen Officers Family reception the Friday before the LE Memorial (Completed) TRAINING DIVISION 2,525 students trained 13,507 hours of training provided 63 courses (Up to date.) Recent changes to POST training rules and new tracking system MPCA and MPCCF are beta testers. COMMAND COLLEGE DIVISION Week three completed. CERTIFICATION DIVISION Washington Being scheduled. Nevada Being scheduled. Manchester Mock being scheduled. St. John On-site scheduled. Eureka One year review scheduled. Certification training scheduled for 01/27/2017 Overland mock scheduled for 02/22/2017 GRANTS DIVISION 2014 Grant being closed out and 2015 reimbursements are being made. HOMELAND SECURITY SRO DIVISION Advanced and Basic are being scheduled. SRO membership system being prepared

STANDARDS & GOALS COMMITTEE for deployment. Harassment and assault mandatory reporting for schools discussed. National Consensus Policy on Use of Force Policy Project proposal that will provide policies that meet certification standards. New Dispatch supervisor promotion assessment is being designed. Utilization of citations in lieu of arrest/drivers license revocation to enforce FTA s. Salary Survey Completed Cape Assessment being scheduled Branson Assistant chief being scheduled. NEW BUSINESS Protocal when stopped by LE (Herb Bankstron Jr.) Fire inspection completed and passed. Congressman Lacy Clay and the painting was discussed. Focused 5 initiatives MML requests MPCA Buyers guide is completed and ready for the membership. Chief Roy Wright of Richmond Heights PD has retired. Reminder of CAFA reports to feds, DPS, and auditor. ANNOUNCEMENTS Adjourn by motion of Chiefs Hartman and Fagan. DARE DIVISION 2017 DOT being scheduled for September10-22, 2017. New DARE officer identification program beginning? DARE stat collection underway. Developing new menors. OLD BUSINESS: ITI Update by Chief Shocky Measure for Justice Meeting and Information/records request. 2016 Salary survey completed. ANNOUNCEMENTS Adjourn by motion of Chiefs Hartman and Fagan.
