The purpose of this subchpter is to provide rules specific to the lolni Plce Stte Monument in order to recognize, protect, nd preserve the historic nd culturl significnce of the Monument nd to meet the Monument s eductionl mission to preserve the chrcter of the er of Hwii s monrchy. lolni Plce Stte Monument ( lolni Monument) consists of lolni Plce, Brrcks, Corontion Pvilion, Knin Building (Old Archives Building), Kekuluohi Building (Stte Archives Building) nd Grounds consisting of 11 cres of lnd, including the perimeter wll nd wrought iron fence bordered by King Street, Likelike Street, Hotel St. Mll nd Richrds Street. lolni Monument is one of the most importnt historicl nd culturl resources in Hwii. Before the rrivl of the missionries in the 182 s, Hwiin temple or heiu, known s Khimuili, ws sited in this re. Lter, smll musoleum ws built on the grounds to house the remins of King Liholiho nd Queen Kmmlu. While the remins of these Roylty were moved to their new resting plce in 1865, ccounts stte tht the bones of certin chiefs remin on the site. King Klku, out of respect for this scred nd hllowed plce, rised mound over it. Hwiin culture demnds gret respect nd cre for the loction of ncient buril sites of Hwiin chiefs. In 1882, lolni Plce ws built nd served to house Hwii s lst Monrchs, King Klku nd Queen LiIi uoklni. This is the only plce in the United Sttes. It is listed in the Ntionl Register of Historic Plces nd designted Ntionl Historic Lndmrk. The Stte designted the re Monument in recognition of its historic importnce, nd to utilize these unique resources to educte nd promote wreness of the historic nd culturl chrcter of the er of the Hwiin monrchy. The Friends of Iolni Plce, non-profit orgniztion which cts s the Stte s stewrd of the Plce under lese greement, holds the officil designtion s the Stte of Hwii Museum of Monrchy History. Their mission is, To preserve, restore, interpret, shre nd celebrte the unique culturl, historic nd spiritul qulities of lolni Plce nd its Grounds for the benefit of Ntive Hwiins, the People of Hwii nd the world. lolni Monument lso includes the Kekuluohi Building, the Hwii Stte Archives Building. The Archives houses thousnds of priceless nd irreplceble records generted by the Stte nd the former territoril government nd monrchy. lolni Monument is public gthering site. People re welcome to gther on the Grounds nd to hve limited nd mnged ccess to the Plce, Archives, Brrcks nd Corontion Pvilion. However, the scred culturl sites, the rre historic resources, nd the mission of the entire lolni Monument to mintin the historic chrcter of the Monrchy er, requires specific rules dedicted to protect nd preserve the chrcter, buildings, culturl sites nd grounds for future genertions. These rules serve the
significnt government interest of protecting the Monument nd the sfety of the persons who visit it. The Monument nd the vluble historic property nd records it holds must be preserved for the use nd enjoyment of ll of the people of Hwii nd visitors to the islnds for genertions to come. 13-146-7 lolni Plce Stte Monument restrictions. () All other rules in this chpter shll pply to Jolni Plce Stte Monument except s provided herein. These rules do not infringe upon ny rights or privileges to gther nd express opinion s provided by Chpter 13-7. However, these rules govern the time, plce nd mnner in which such ctivities my occur for the purposes stted herein. (b) The following shll be prohibited: 1) obstructing public ccess to the grounds, buildings, or structures; 2) ccess on or in the Buril Mound locted in the Dimond Hed-Mki qudrnt, s designted on the mp ttched s Exhibit 1; 3) unuthorized occuption of ny structure on the grounds, including but not limited to, lolni Plce, Corontion Pvilion, Knin Building, Tolni Brrcks Building nd the Kekuluohi (Archives) Building; 4) entering or remining on the grounds during the hours they re closed, provided tht persons with prking permits issued by the stte Deprtment of Accounting nd Generl Services my enter nd exit during the hours the grounds re closed for the purposes of prking nd removing their crs; 5) engging in ny ctivity so s to obstruct or impede pedestrins or vehicles, or hrss or intimidte visitors, volunteers or employees trversing or on the premises either verblly or with physicl contct or brriers; including but not limited to hindering or interfering with the public s use of one or more of the entry gtes to the premises or building entrnces; 6) interference with the public s use of the premises or fcilities, including but not limited to, the interpretive services, visitor services, government ctivities, enjoyment of the premises nd progrms by the generl public; 7) signs or flgs of size greter thn twelve (12) squre feet; 8) signs or flgs left in plce on the grounds for durtion of greter thn eight (8) hours; 9) tking showers or bthing; 1) sle or consumption of lcoholic beverges, with the sole exception tht the Friends of Jolni Plce my llow lcohol t permitted events for the purpose of meeting their mission, subject to the conditions nd insurnce requirements estblished by the deprtment under lese greement or permit; 11) gthering or collecting ny mteril, nturl or mn-mde, on the grounds or within the buildings; 12) wepons of ny type. 13) climbing, trimming or cutting ny tree.
14) wshing nd polishing vehicles. (c) The following ctivities nd items shll be permitted but only with permit issued by the deprtment nd subject to the limittions contined in this Subchpter: 1) ctivities with permits issued under chpter 13-7. Chpter 13-7 permits for the use of n re of the Jolni Monument shll be subject to ll of the provisions of section 13-146-71 nd section 13-146-72. 2) mplified music, mplified noise, or ny kind of loudspeker in excess of the noise limits of this Subchpter; 3) brbeques nd cooking; 4) constructing, mnufcturing, or repiring nything on the premises; 5) nimls, including nimls on leshes, except for service, guide, or signl nimls; 6) weddings; 7) overnight prking, unless the person hs prking permit for the re issued by the Deprtment of Accounting nd Generl Services; 8) use of n rtificil light source on the grounds; 9) tents, wnings or similr structures; 1) operting genertor; 11) signs, flgs or bunting pplied to ny building, wll, fence, or gte provided tht the deprtment my require insurnce prior to uthorizing posting on ny historicl structure; 12) portble toilets. (d) The deprtment shll issue permits for the Monument on first come first serve bsis. In the event multiple permits re requested, the deprtment shll ccommodte the requests provided spce is vilble nd the historic structures nd their contents re hot jeoprdized. The deprtment shll issue permits without unresonble dely, but no more thn two business dys fter receipt of ny permit ppliction for HAR 13-7 ctivity t lolni Monument, nd no more thn forty-five dys for other permits. (e) Entry to lolni Plce shll be only by: 1) pid dmission ticket issued by the Friends of lolni Plce. 2) permit issued by the deprtment. 3) representtive of the deprtment or n uthorized representtive of the Friends of lolni Plce. (f) Public prking on the grounds of lolni Plce Stte Monument my be restricted by the deprtment due to ctivities on the grounds or by the Deprtment of Accounting nd Generl Services for mintennce purposes. 13-146-71 lolni Monument Permit Limits. Permits for items or ctivities listed under subsection 13-146-7(c) nd ny permits issued for the lolni Monument under Title 13, Chpters 7 nd 146, Hwii Administrtive Rules, shll be subject to the following limittions: () Time Limits: permits shll not exceed period of three (3) dys in ny seven (7) dy period, with the sole exception tht the Friends of lolni Plce my llow signs, flgs or bunting to be pplied to the historic structures for longer periods s permitted by the deprtment for the purpose of meeting their mission, subject to the conditions nd
insurnce requirements estblished by the deprtment under lese greement or permit. An individul or group my be limited in the number of permits issued in given month bsed on the bility to ccommodte multiple permit requests. Permits shll not be grnted during the hours the Monument is closed, with the exception of stte holidys nd Sundys when permits my be issued for eductionl nd commemortive ctivities; (b) Noise Limits: Amplified music or noise my be limited to no more thn 6 db (decibels A weighted) during the period of tours of lolni Plce nd the Royl Hwiin Bnd concerts on the premises, nd no more thn 75 db (decibels A weighted) t ny other time period; (c) Loction Limits: Permits issued for the lolni Monument shll be limited to n re designted by the deprtment. Permits issued under Title 13 Chpter 7 for the lolni Monument shll be limited to the two Ew qudrnts on Mondy-Thursdy, nd to the Ew-Muk qudrnt on Fridys, s designted on the mp ttched s Exhibit 1, in order to void interference with the lolni Plce tours nd the Royl Hwiin Bnd concerts; 13-146-72 Penlties. Permits issued under Title 13, Chpters 7 nd 146, Hwii Administrtive Rules, for lolni Monument my be subject to permit revoction if the terms nd conditions of the permit re violted. Persons who hve violted permit conditions or the rules my be ordered by the deprtment to leve the Monument. Permittees who hve violted permit conditions or the rules my be denied future permits for lolni Monument or subject to the imposition of dditionl permit restrictions.
