Motion: I move that the Board of Education of Creve Coeur School District 76 adopt the following resolution authorizing President Strong to establish an for the sole purpose of determining the expenditures of funds held by the previous LaSalle and Parkview Schools parent groups prior to the formation of a single parent group. RESOLUTION 2014-01 WHEREAS, the Board of Education of Creve Coeur School District No. 76, Tazewell County, Illinois, desires to establish an for the for the single purpose of determining purchases that will benefit the school district for items that will assist students in the achievement of academic success; and WHEREAS, the Board of Education acknowledges the conflicting points of view regarding the funds that remained unexpended at the time the LaSalle and Parkview Schools parent groups ceased to function in that capacity; and WHEREAS, the Board of Education desires to bring a final resolution to the issues and topics surrounding the funds attributed to the LaSalle and Parkview Schools parents groups; and WHEREAS, the Board of Education acknowledges that specific individuals were named officers for the LaSalle and Parkview Schools parent groups at the time those groups were replaced by the single parents group for the District; and WHEREAS, the Board of Education believes the creation of an, for the one and only purpose of determining how to expend the funds in question, will bring closure to the issues and topics surrounding this matter, thus allowing the Board to move forward without further discussion and debate of the issues and topics surrounding the past events; and WHEREAS, the Board of Education believes, the community, like itself, desires finality to this situation and this has the potential to achieve that goal. NOW, WHEREFORE, BE IT HEREBY RESOLVED BY: The Board of Education of Creve Coeur School District No. 76, Tazewell County, Illinois, as follows: Section 1. The Board of Education hereby determines that the recitals set forth above are integral parts of this Agreement and are hereby incorporated, as if fully set forth herein. Section 2. The President of the Board of Education hereby creates, convenes, and empowers an with the limited authority and the specific duties expressly set forth herein. 1

Section 3. The s members shall consist of two (2) parents who were past officers of the previous parent group for LaSalle School; two (2) parents who were past officers of the previous parent group for Parkview Junior High School; two (2) current Board of Education members, appointed by the Board President; and shall include the Superintendent of Schools. Section 4. The will select its own leadership at the initial meeting comprising of at least a Committee Chair and Recording Secretary. The Committee may change its leadership, if so warranted or desired, by a vote of the majority of the Committee members. The s internal processes, such as creating sub- committees to address specific topics, writing of the final report, and other such procedural duties shall be Committee decisions. Section 5. The shall meet no more than four (4) times, as scheduled by the Committee Chair, and shall conclude its work and stand adjourned upon presenting the Board of Education with the written recommendations regarding the Committee s determination of the desired purchases the Committee believes will benefit the students of this school district and lead to increased achievement of academic success. Section 6. The will keep a record of member attendance at all meetings and members are expected to be present for at least Seventy- Five percent (75%) of all scheduled Committee meetings. Section 7. The is an agent for the Board of Education and is subject to the Illinois Open Meetings Act, and as such, all meetings shall be accessible to the public. The shall set meeting dates and make such dates available to the public through the Superintendent of Schools. The shall take and keep written minutes of all meetings which includes a record of any voting that takes place in open session, and shall follow all other required District Policies and all applicable laws of the State of Illinois. Section 8. The Board of Education President encourages the Non- Board of Education Members to attend the meetings. The President stresses that the Non- Board of Education Members attempt to avoid potential influence of the Committee and refrain from public comment during and outside the Committee meetings. The Board of Education shall encourage and support a fair and open participation process during the meetings. Section 9. The Board of Education strongly suggests the confer with the Superintendent of Schools prior to its initial meeting to determine the critical areas of need in the District, which will support student academic achievement, increase instructional success in the classrooms, and promote student behavioral and emotional well- being. 2

Section 10. The shall accept and consider advice from the Superintendent of Schools regarding the purchase of items that are suggested and desired by the Building Principals, the teaching staff, and instructional support staff. District staff shall suggest items that they believe will benefit and lead to increased academic achievement for the students of this school district. Section 11. The shall make the final determinations and recommendations regarding purchases of items the Committee believes will benefit and lead to increased academic achievement for the students of this school district. The Committee is encouraged, but not required to, consider the advice from school district personnel. Section 12. The is authorized to recommend the expenditure of an amount, up to, but not exceeding, (Five Thousand Five Hundred and Thirty- Three Dollars and Ninety- Five Cents ($5,533.95) for LaSalle School) and (Five Thousand Four Hundred and Thirty- Six Dollars and Thirty- Six Cents ($5,436.36) for Parkview School) for the purchase of items the Committee believes will benefit and lead to increased academic achievement for the students of this school district. Section 13. The shall submit a written report and also present an oral report to the Board of Education regarding its determination and recommendations regarding the purchase of items the Committee believes will benefit and lead to increased academic achievement for the students of this school district. Section 14. The Board of Education shall accept the s report at a Regular Business meeting or Committee of the Whole meeting and consider the report until the next following similar- type meeting, during which time the Board of Education may seek information or clarification from the Superintendent of Schools to further its knowledge and beliefs regarding the report. Section 15. The Board of Education shall either accept or reject, in whole or in part, the Ad Hoc Committee s report and recommendations; however, if the Board rejects any part of the Committee s report, the Board will allow the Committee to convene one (1) additional meeting to resolve any issues presented by the Board of Education and to submit a revised report, at a subsequent meeting of the Board of Education. Section 16. The Board of Education shall, after discussion, deliberation, and approval of the report, give direction to administrative staff regarding the purchases indicated in the s report. Section 17. The Board of Education s acceptance of the s submission of its written report and presentation of its oral report to the Board of Education, terminates the s standing as a Committee of the Board of Education of Creve Coeur School District No. 76, Tazewell County, Illinois. The s power and authority shall extinguish, the Committee shall stand adjourned, and the Committee shall 3

not conduct any further business for the Board of Education of Creve Coeur School District No. 76, Tazewell County, Illinois. Section 18. This Resolution shall be in full force and effect forthwith upon its passage.
