McCullough present Also in attendance were Township Administrator Miller, Township Solicitor Friedman, Township Engineer Mott and Township Clerk Tedesco Meeting with Township Engineer Mott Engineer Mott reported all construction projects are nearly complete. Base paving on Reega Avenue is expected to be finished next week. Installation of a ramp at the front entrance to Town Hall is preceding and expected to also be completed in the near future. Old Business CDBG Funding Administrator Miller advised Resolution 440 listed for consideration tonight authorizes the Mayor and Township Clerk to execute agreement with Atlantic County Improvement Authority for CDBG Funds. This agreement represents the second round of funding for the road construction on Farr and Foster Avenues. New Business 2012 Budget Transfers Administrator Miller said Resolution 440 listed on the Consent Calendar transfers monies to various appropriations. The largest expense which requires a transfer is for gasoline. ACMJIF 2013 Retrospective Program Administrator Miller advised Resolution 439 authorizing Mayor and Township Clerk to execute an agreement with Atlantic County Municipal Joint Insurance Fund (ACMJIF) for 2013 Retrospective Program is listed on the Consent Calendar. 2013 Meeting Schedule Administrator Miller reviewed proposed Township Committee Meeting dates for 2013. Mr. Miller referred to a recent e-mail from Deputy Township Clerk and advised a Special Meeting may need to be held if he cannot resolve issues directly with Ms. Perez. Township Committee advised they will make a motion to hold a Special Meeting on December 12, 2012 later in the meeting. Closed Session 438 Authorizing the Township Committee to convene into a Closed Executive Session to discuss matters which involve litigation; Nova Properties, Levitt vs. EHT and Jersey Outdoor Media, Builders League of South Jersey, Village Supermarkets v. McCullough present Presentations Mayor McCullough called upon Vicki Holden and presented her with a crystal vase for her valued and trusted service to the township and offered her congratulations on her retirement What Veterans Day Means to America Deputy Mayor Hodson aided by Alder Avenue School Principal Marinelli, Fernwood Avenue School Principal Battersby called upon and recognized the following students for their winning essays: Nicole Belber (6 th Grade, Fernwood Avenue Middle School); Brianna Bracey (6 th Grade, Fernwood Avenue Middle School); Amadeous Co (6 th Grade, Fernwood Avenue Middle School); Allyson Dowling (6 th Grade, Alder Avenue Middle School); Jessica Ireland (6 th Grade, Alder Avenue Middle School); Vincent Custanzi (6 th Grade, Alder Avenue Middle School) Deputy Mayor Hodson then called upon Veterans Advisory Board member Doug Lundberg who presented an informative speech on the War of 1812 in honor of its 200 th year anniversary. Ordinances Introduction 52 Ordinance providing for the acceptance of a deed conveying real property, being lots 21 and 22 in block 1013 (Bergen Avenue) of the Official Tax Map in the Township of Egg Harbor, County of Atlantic and State of New Jersey Purpose The purpose of this ordinance is to accept donation of property on Bergen Avenue Ordinance 52-2012 to be published in The Mainland Journal on December 5, 2012, for further consideration at a Public Hearing to be held on December 19, 2012. Copies of this Ordinance are available without cost to any member of the general public from the Township Clerk s Office during regular business hours until the date of the public hearing. Motion Motion Hodson, second Pfrommer to introduce Ordinance 52 Roll Call Vote Cafero-yes Carman yes Hodson-yes Pfrommer-yes McCullough-yes General Public Discussion Ken Broome, Treasurer of the Ocean Heights Presbyterian Church inquired about receipt of a tax foreclosure notice since the church is tax exempt. Administrator Miller explained tax exempt status does not become effective until the 1 st of the year following the filing of the initial tax exempt status for a property. Richard Black, President-West Atlantic City, said he felt the motels in West Atlantic City should not able to reopen following Superstorm Sandy due to unhealthy conditions. Administrator Miller advised township inspectors and county health inspectors were out to these sites within a few days of the storm. He said there is a FEMA meeting scheduled tomorrow which may require elevating these buildings prior to occupancy. Mr. Black then expressed dissatisfaction with the construction of dunes in West Atlantic City. He felt a boardwalk would be more beneficial. There was discussion regarding construction and benefits of a dune versus a boardwalk. Mr. Black requested Township Committee to discuss development of Lakes Bay area with Pleasantville and Atlantic City Mayors. Mike Bertino, West Atlantic City resident and engineer stated he believes the original dune and gabion design was flawed. He suggested he township hire an expert to evaluate a complete system in conjunction with Pleasantville and Atlantic City. Mayor McCullough suggested a meeting with the New Jersey Department of Environmental Protection (DEP) CAFRA, Army Corps of Engineers and then decides how to proceed to fix the flooding issues in West Atlantic City. Mr. Black presented correspondence from the DEP which he interpreted as a reduction in funding because of their opposition to the original dune construction. Administrator Miller explained the grant reduction was due to the reduced scope of work. Mayor McCullough commented flooding is not a new problem for West Atlantic City and that township officials will be meeting with various agencies to determine the best solution and he invited Mr. Bertino to attend these meetings. Committeeman Cafero also noted that our automated trash truck program has been very successful and has resulted in savings on tipping fees as well as, a reduction in workers compensation claims. Administrator: Administrator Miller announced Public Works is approximately 2 weeks behind with leaf collection due to the unexpected storm clean-up.
