Khairullah called the meeting to order at 6:35PM The meeting was opened with the Flag Salute led by Council President Artis, and followed by a Prayer led by Hayek. STATEMENT OF COMPLIANCE WITH OPEN PUBLIC MEETING ACT Read by the Municipal Clerk, Stephanie Evans The Mayor and Council of the Borough of Prospect Park conducted a Special Meeting on June 13, 2013 in the Council Chambers of the Municipal Building located at 106 Brown Avenue, Prospect Park, New Jersey at 6:30PM to discuss and take action on the following: Appointments of Prospect Park Volunteer Firefighters for Hose Company #1, Appointments of Summer Camp Director, Assistant Summer Camp Director, Summer Camp Counselors, Prospect Park Volunteer Fire Department s Annual Blanket Drive, Prospect Park s PTA Carnival, and Prospect Park s Participation in Passaic County s Community Development Block Grant Program for the Fiscal Years 2014, 2015, and 2016. Any other action reasonably related thereto may also be taken. Formal action will be taken. This meeting was called pursuant to the provisions of the Open Public Meetings Law. Notice of this meeting was included in a notice sent to The Hawthorne Press, Herald News, and The Record on June 10, 2013, posted on the bulletin board in the Municipal Building and has remained continuously posted as the required notices under the Statute. Copies of the above mentioned notice is available to the public and on file in the office of the Municipal Clerk. Proper notice having been given, the Municipal Clerk is directed to include this statement in the minutes of this meeting. Page 1 of 5

APPOINTMENTS AND OATH OF OFFICES ADMINSTERED Mayor Khairullah requests the advice and consent of the Borough Council for the following Appointments: VOLUNTEER FIREFIGHTERS FOR HOSE COMPANY #1 RESOLUTION NO. 2013-103 RESOLUTION APPOINTING THE FOLLOWING AS FIREFIGHTERS FOR THE BOROUGH OF PROSPECT PARK S VOLUNTEER FIRE DEPARTMENT HOSE COMPANY #1: JESUS GALARZA, FELIX PEREZ, DIANELY ENCARSONIA Motion by Hayek, seconded by Councilwoman Peralta to Approve. The Oath of Office was administered by Mayor Mohamed T. Khairullah. Mayor Khairullah requests the advice and consent of the Borough Council for the following Appointments: SUMMER CAMP DIRECTOR AND ASSISTANT DIRECTOR RESOLUTION NO. 2013-104 RESOLUTION APPOINTING SUMMER CAMP STAFF: DIRECTOR NYDIA CANO ASSISTANT DIRECTOR MELANIE RUIZ Motion by Council President Artis, seconded by Hayek to Approve. RESOLUTIONS NON-CONSENT AGENDA RESOLUTION NO. 2013-105 RESOLUTION APPROVING THE BOROUGH OF PROSPECT PARK S VOLUNTEER FIRE DEPARTMENT TO HOLD IT S ANNUAL BLANKET DRIVE IN THE BOROUGH OF PROSPECT PARK Motion by Hayek, seconded by Councilwoman Peralta to Approve. RESOLUTION NO. 2013-106 RESOLUTION AUTHORIZING THE CLOSURE OF NORTH 9 TH STREET ON JUNE 21, 2013 IN ORDER FOR PROSPECT PARK PTA TO HOLD A CARNIVAL AT SCHOOL #1 ON JUNE 21, 2013 Mayor Mohamed Khairullah decided to wait on the vote, asking Mr. Demarest what streets should be closed off. Mr. Demarest replied by stating that the PTA and Officer Singer felt North 10 th Street would be a better option than North 9 th. The Chief said it was alright. Mayor Mohamed Khairullah informed Mr. Demarest that the Council was notified about North 10 th Street and the resolution has North 9 th Street. Mayor Khairullah asked if the resolution could be amended to state North 10 th. Denis Murphy advised that it could be amended. Mayor Khairullah asked if the Fire Department was notified of the change. Mayor Khairullah asked if someone could contact the Fire Department Chief to confirm request of closure. Mayor Khairullah informed everyone that Council would return to this resolution. RESOLUTION NO. 2013-107 RESOLUTION TO ADOPT THE 3 YEAR COOPERATION AGREEMENT BETWEEN PASSAIC COUNTY AND THE BOROUGH OF PROSPECT PARK TO PARTICIPATE IN THE PASSAIC COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM: FISCAL YEARS 2014, 2015, AND 2016 Motion by Councilwoman Peralta, seconded by Councilwoman Ortiz to Approve Page 3 of 5

PUBLIC HEARING (Privilege of the floor) Motion to Open the Public Hearing Motion by Councilwoman Ortiz, seconded by Councilwoman Peralta to Approve. No Public Comments Motion to Close the Public Hearing Motion by Hayek, seconded by Councilwoman Ortiz to Approve. Mayor Khairullah informed everyone that Council was returning to Resolution No. 2013-106. Councilwoman Ortiz believed the Fire Department denied North 10 th Street. Mayor Khairullah also believed the Fire Department denied North 10 th Street for closure. Mayor Khairullah asked Mr. Demarest what he suggested. Mr. Demarest stated that they as the Board had no involvement, and Mayor and Council would have to make the decision. There were more homes on North 9 th Street that may complain than North 10 th. Mayor Khairullah stated that his concern was that there was an initial denial by the Fire Department. There was a meeting yesterday that did not involve the Fire Department. Paul Birch informed everyone that he just spoke with the Fire Chief who stated that the Borough Hall would be blocked off and it would be problematic for the fire trucks if North 10 th was closed down. Chief Struyk felt North 9 th Street should be the only street closed down. The Council discussed that at one time both streets were closed, but the municipal parking lot was not blocked. When firefighters respond they need to pull in to the block. Mr. Demarest informed the Council that they didn t need two blocks. Mayor Khairullah said that if the Council wished to, they could block North 10 th from the back edge of the parking lot. It s a matter of firefighters responding to the firehouse, not the swing itself. Whatever issues the truck would have on North 9 th ; it would have on North 10 th if its block. The kids and rides would have to be evacuated for the trucks to pass through. It s a matter of the initial response for the firefighters having to arrive at the firehouse. Page 4 of 5

Mayor Khairullah asked Denis Murphy if the resolution would state North 9 th and North 10 th from the back edge of the parking lot to Planten Avenue. If they want North 10 th it won t be the whole street. Paul Birch stated that if the Fire Chief has concerns and we really don t need both streets we should honor it. However it is only a couple of rides. Mayor Khairullah stated that his concern is that a meeting was held without all the departments being there that are involved; now it s left to our decision. Councilwoman Peralta wanted to know who and how it was changed after they were here at the last meeting. She felt that people have to learn that meetings can t be exclusive and subjects can t just be changed. Mayor Khairullah asked the Council if they wanted to leave the resolution as stated, and everyone agreed.
