Cohen, City Manager DATE: 12/15/2011 RE: Approval of a Lobbyist Contract with Ronald L. Book, Esquire RECOMMENDATION: Approve the contract REASONS: The City has decided to retain the services of Mr. Book as its primary state lobbyist. The contract establishes the retainer fee and working relationship between Mr. Book and the City. ADDITIONAL INFORMATION: Given the lack of state and federal funding opportunities for the City to take advantage of, the City decided that it was not cost effective to continue paying for full-time lobbying services. On the other hand, the City recognizes that issues might arise in the legislature that would impact the City and the City would want to ensure its position is appropriately represented. The contract with Mr. Book is for retaining him and providing minimal services to the City. If in the future the City would like Mr. Book to work on a more substantive project, the City would negotiate with Mr. Book an additional fee for those services. AND THE CITY OF SUNNY ISLES BEACH FOR PROFESSIONAL LEGISLATIVE RELATIONS AND LOBBYING SERVICES, IN AN AMOUNT NOT TO EXCEED TEN THOUSAND DOLLARS ($10,000.00), EFFECTIVE FROM OCTOBER 1, 2011 THROUGH SEPTEMBER 30, 2012, ATTACHED HERETO AS EXHIBIT A ; AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach has had and continues to anticipate a number of issues that will come before the Florida Legislature and possibly other legislative bodies that will directly affect the City of Sunny Isles Beach and for which the City of Sunny Isles Beach may be eligible to receive funding; and WHEREAS, since 1998 the City has contracted Ronald L. Book, Esq. for the provision of professional legislative and lobbyist services; and WHEREAS, Mr. Book has performed well overall, assisting the City in securing grant monies from State and County agencies; and WHEREAS, the City and Mr. Book desire to continue their professional association for the provision of legislative relations and lobbyist services, in an amount not to exceed Ten Thousand Dollars ($10,000.00), effective from October 1, 2011 through September 30, 2012, in accordance with the professional Services Agreement attached hereto as Exhibit A. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Agreement. The Agreement by and between the City of Sunny Isles Beach and Ronald L. Book, P.A. for professional services, in an amount not to exceed Ten Thousand Dollars ($10,000.00), effective from October 1, 2011 through September 30, 2012, attached hereto as Exhibit A, be, and the same, is hereby approved.
