Townhall July 2, 2018 The Mannington Township Committee meeting was called to order by Mayor Asay at 5:30 PM. The following were in attendance: Asay, Patrick, Emel, Horner, Mitchell, Bowman, Carmer, residents, Patti Davis and Bethanne Patrick. Clerk certified that this meeting had been advertised in accordance with the Sunshine Law. Motion was made by Patrick, seconded by Asay, approving the attached bill list for payment. Roll call vote as follows: Patrick - yes Beginning with computer check number 15346, ending computer check number 15377. Beginning with payroll check number 5592, ending payroll check number 5633. Horner updated the Committee on the Tierra Thompson property on Mannington-Yorktown Road. She has asked the Township if she could gift the land to them. The title company reported the judgement on the title lien has been paid off. Before the Township accepts this property, Horner recommended waiting until the discharge and title insurance is on record. NEW BUSINESS: Motion was made by Emel, seconded by Patrick, adopting the following resolution. Roll call vote as follows: RESOLUTION WHEREAS, the Township Committee of the Township of Mannington, County of Salem and State of New Jersey recognizes that the abuse of alcohol and drugs is a serious problem in our society amongst persons of all ages; and, WHEREAS, the Township Committee further recognizes that it is incumbent upon not only public officials but upon the entire community to take action to prevent such abuses in our community; and WHEREAS, the Township Committee has received a grant from the Governor s Council on Alcoholism and Drug Abuse through the County of Salem in the amount of $3,879.00 for FY 2019; NOW, THEREFORE BE IT RESOLVED by the Township of Mannington, County of Salem and State of New Jersey that the Mayor and Township Committee are hereby authorized to enter into a contract with the County of Salem for FY 2019 Municipal Alliance Services, and BE IT FURTHER RESOLVED that the Township agrees to the terms of the FY 2019 Contract. Motion was made by Emel, seconded by Patrick, adopting the following resolution. Motion carried. RESOLUTION REQUESTING APPROVAL OF ITEMS OF REVENUE AND APPROPRIATION NJSA 40A:4-87 WHEREAS, NJSA 40A:4-87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of any county or

municipality when such item shall have been made available by law and the amount was not determined at the time of the adoption of the budget; and WHEREAS, the Director may approve the insertion of an item of appropriation for equal amount, NOW, THEREFORE, BE IT RESOLVED, that the Township Committee of Mannington Township in the County of Salem, State of New Jersey, hereby requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue in the budget of the year 2018 in the sum of $3,879.00 which is now available from the State of New Jersey, Municipal Alliance Grant in the amount of $3,879.00 and BE IT FURTHER RESOLVED, that the like sum of $3,879.00 is hereby appropriated under the caption Municipal Alliance Grant, and BE IT FURTHER RESOLVED that the above is the result of funds from the State of New Jersey, Municipal Alliance Grant in the amount of $3,879.00. TOWNSHIP OF MANNINGTON COUNTY OF SALEM RESOLUTION AUTHORIZING THE MID-SALEM COUNTY COURT TO VOID A CHECK THAT WAS NOT NEGOTIATED WHEREAS, the Mid-Salem County Court, located in and operated through the Borough of Woodstown has issued a check on behalf of Mannington Township which has not been negotiated; and WHEREAS, the checks issued by the Mid-Salem County Court, more particularly identified in this Resolution, have been issued in connection with summons issued in Mannington Township, and are stale and should be cancelled and voided; and WHEREAS, this resolution is a result of a written request by the Mid-Salem County Court Administrator dated May 29, 2018 and this action was approved and read into the court record by the Honorable Judge Martin W. Whitcraft on May 24, 2018; NOW, THEREFORE BE IT RESOLVED by the Township Committee of Mannington Township, County of Salem and State of New Jersey as follows: 1. ORDINANCE NO. 18-06 AN ORDINANCE TO VACATE, ABANDON, RELEASE AND EXTINGUISH A STREET IN THE TOWNSHIP OF MANNINGTON, COUNTY OF SALEM AND STATE OF NEW JERSEY: NORTHERN SECTION OF BROWN STREET A public hearing was set for August 2, 2018 at 7:00 pm. Motion was made by Emel, seconded by Patrick, passing the following-named ordinance on first reading. Roll call vote as follows: ORDINANCE NO. 18-07 AN ORDINANCE TO VACATE, ABANDON, RELEASE AND EXTINGUISH TWO (2) STREETS IN THE TOWNSHIP OF MANNINGTON, COUNTY OF SALEM AND STATE OF NEW JERSEY: WOODNUT STREET (A/K/A WOODNUTT STREET ) AND OLD WINDMILL LANE A public hearing was set for August 2, 2018 at 7:00 pm. Mayor Asay gave an overview of the 2017 Annual Audit. There were no recommendations listed, however, a finding involving overpayment of Social Security Taxes and Medicare taxes since health deductions began in 2012 was discussed. CFO Bowman said this error had been corrected since May 2018. Mayor Asay asked Bowman to make sure the mistake was corrected retro to January 1, 2018. following resolution and to make up for the payroll deduction error by reducing employee health insurance deductions to 1.5% of their total salary for the year 2019 versus a percentage of insurance costs based on salary, as approved by the Township Auditor. This is now allowed since the ruling for the percentage scale has sunsetted. Motion carried.

Mayor Asay, Deputy Mayor Patrick, and Committeeman Emel signed the Group Affidavit pertaining to the 2017 Audit. CORRESPONDENCE: 1. Draft 1 of the Greater West Jersey Region Comprehensive Economic Development Plan was received and reviewed. 2. NJ SADC submitted a Right of Way inquiry for farmland preservation action regarding Block 21 Lot 13, Block 19 Lot 1, and Block 6 Lot 3, owned by John and Barbara Bitter. Motion was made by Patrick, seconded by Emel, to sign the confirmation letter confirming there are no plans to extend any of the right of ways for the above locations. Motion carried. 3. NJ SADC submitted a Right of Way inquiry for farmland preservation action regarding Block 4 part of Lot 10 and Block 5 Lots 2 & 3, owned by Kingsway Farm Equities, LLC. Motion was made by Emel, seconded by Patrick, to sign the confirmation letter confirming there are no plans to extend any of the right of ways for the above locations. Motion carried. PUBLIC WORKS REPORT: Patrick submitted a written and verbal report. Asay reported speaking with Larry Pompper Jr. of Mannington Electric, asking for a quote for the installation of outside motion lights for the Public Works lot. Pompper said it would $700 for three lights and approximately $950 for four lights. Motion was made by Emel, seconded by Patrick, to have Mannington Electric install the lights after it is determined how many is needed. Roll call vote as follows: Asay yes,, Emel yes. The Mayor asked Mitchell to obtain a quote for a motion detector, which sets off lights and sirens, from the Township s current alarm system vendor.

OTHER BUSINESS: Mayor Asay reported receiving a couple of phone inquiries after a County Agriculture meeting was held in June. The topic regarded farmland preserved and farmland assessed Block 3, Lot 19. It seems this property is being used for an event venue. It was reported that a prom was held there along with weddings. The Committee asked to have the Zoning Officer investigate and look at the permits. PUBLIC COMMENT: Public Comment period was opened by regular motion and as there were no comments, closed by regular motion. The following reports were filed: The Collector reported receipts for June in the amount of $358,015.91. Mid-Salem County Court submitted a check in the amount of $1,978.80 for fines received in June. Registrar s receipts for June totaled $1,741.00. There were eleven (11) dog license s issued in June with receipts totaling $333.00. CFO reported receipts of $390,162.83 for the month of June.
