If you wish to address City Council, please complete the speaker card that is provided at the entrance to the Council Chambers. Each person is allowed three (3) minutes to address City Council. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist. The City Council may direct staff to investigate and/or schedule matters for consideration at a future City Council meeting. FLAG SALUTE ROLL CALL PROCLAMATIONS AND PRESENTATIONS 1. Introduction of Huntington Park Images of America book. 2. Presentation by the Fair Housing Foundation on available services and programs. 3. Presentation by the Ballet Folklorico of Huntington Park. PUBLIC APPEARANCE AND ORAL COMMUNICATIONS Pursuant to Ordinance 544-NS this is the time and place for the general public to address the City Council for a maximum of three (3) minutes per person on matters within their jurisdiction. State Law prohibits the City Council from addressing any issue not previously included on the agenda. Such items may only be referred to staff for administrative action or scheduled on a subsequent agenda for discussion. Please complete the speaker card that is provided at the entrance to the Council Chambers. PUBLIC HEARING 1. In accordance with published notice, this is the time and place set to consider approving amendments to the Fiscal Year 2006-2007 and 2007-2008 Annual Action Plans. City Clerk reports receipt of written communications, if any. Mayor calls for oral communications. Mayor declares hearing closed. Authorize staff to submit amendments to HUD; and appropriate Community Development Block Grant (CDBG) Funds in the amount of $462,801 into the Economic Development Fund, and HOME Funds in the amount of $735,689 into the Affordable Housing Fund. CONSENT CALENDAR Notice to Public: All matters listed under the Consent Calendar (1-6) are considered to be routine and will all be enacted by one motion in the form listed below. The City Council Members have received detailed staff reports on each of the items recommending an action. There will be no separate discussion of these items prior to the time the Council votes on the motion unless members of the Council, staff, or the public request specific items to be discussed and/or removed from the Consent Calendar for separate action. OFFICE OF THE CITY CLERK 1. Approve minutes of the regular meeting of the City Council held Monday, October 15, 2007.

Approve the Ninth Amendment to Employment Agreement for Spanish Translation Services between Huntington Park and Samantha L. Lubrari. FINANCE DEPARTMENT 4. Approve the Payroll Demands dated November 5, 2007. ENGINEERING DEPARTMENT 5. Authorize staff to re-bid Salt Lake Park Baseball Field Lighting Upgrade, Project No. 08-016. INFORMATIONAL ITEM Receive and file 6. Engineering Department report on the feasibility of widening Saturn Avenue. City Clerk Ramirez presents a request from Council Member Noguez for discussion and/or action regarding skateboards and in-line skates upon sidewalks and roadways in the downtown area of the City of Huntington Park. 2. City Clerk Ramirez presents a request from Council Member Noguez to discuss and/or take action for a potential taxi zone to be permitted in the City of Huntington Park. 3. City Clerk Ramirez presents correspondence from the Southeast Cities Schools Coalition requesting office space, in-kind services and signage to identify the location of the Coalition office.

Regular Meeting November 5, 2007 Page 4 FINANCE DEPARTMENT 1. Director of Finance Pruyn requests waiver of business license penalty fees in the amount of $800 for El Aviso Magazine. COMMUNITY DEVELOPMENT DEPARTMENT 1. Director of Community Development Gray requests approval of a recommendation by the Business Improvement District (BID) Advisory Board to appoint Hector Perez- Pacheco of Margarita Jones to the BID Advisory Board. 2. Director of Community Development Gray requests discussion and/or action regarding appointment of Enrique Murillo to the Health and Education Commission for a four (4) year term. 3. Director of Community Development Gray requests discussion and/or action regarding the City s participation in the Local Update of Census Addresses (LUCA) Program and authorize the Mayor and staff to execute the confidentiality agreement. ENGINEERING DEPARTMENT 1. City Engineer Fu requests approval of completion of the City-wide Street Lighting System Upgrade, Measure L Project and recommendation for banner signs across Pacific Boulevard. 2. City Engineer Fu requests approval of the Parking Management Agreement by and between the City of Huntington Park and Five Star Parking for the management of the City s parking structure located at 6532 Rugby Avenue. POLICE DEPARTMENT 1. Chief of Police Trevis presents correspondence from Rio Hondo College Police Academy requesting donation of surplus police vehicles for training purposes. 2. Chief of Police Trevis requests approval to donate the 1964 British Humber Pig Armored Vehicle to the American Police Hall of Fame & Museum and two (2) surplus patrol vehicles to the California Army National Guard, Camp San Luis Obispo. 3. Chief of Police Trevis requests approval of purchase order in the amount of $35,311.72 to VisionAir for annual software maintenance support. PARKS AND RECREATION DEPARTMENT 1. Director of Parks and Recreation Espinosa requests approval of the proposed projects in concept and authorization for staff to submit applications for the Rivers and Mountains Conservancy Grant Program. 2. Director of Parks and Recreation Espinosa requests a budget adjustment to Account No. 114-6010-451.73-10 for the Salt Lake Park Ball Field Renovation.
