INTRODUCTION AND ORGANISATIONAL HISTORY N-1994-019 This accession consists of records generated by the Northwest Territories Public Service Association (NWTPSA) and the Union of Northern Workers (UNW) between 1970 and 1994. With the adoption of Yellowknife as the capital site for the NWT in 1967, the federal government established a territorial civil service. At that time the employees of the Government of the NWT were represented by the Public Service Alliance of Canada (PSAC) and the Professional Institute of the Public Service of Canada (PIPSC). Between 1967 and 1968, a number of GNWT employees began a campaign to organise their own union in the NWT. Commissioner Stuart Hodgson, and Assistant Commissioner John Parker dealt with each complaint. Harold Franklin and Keith McGinnis contacted other unions to obtain copies of collective agreements. Then they contacted territorial employees in communities outside Yellowknife to gauge their reaction to the creation of a union. As initial reaction was favourable, Keith McGInnis and Harold Franklin began a campaign to get union cards signed by territorial employees across the NWT. They received funding from the PSAC to assist their work and also raised funds through weekly raffles. When the two men felt they had sufficient union cards signed, they approached Claude Edwards, the PSAC President in Ottawa. Mr. Edwards had a meeting with Commissioner Stuart Hodgson, and at that time the Commissioner agreed that sufficient cards had been signed to warrant the formation of a new union. The union organisers arranged a founding convention for the new union. The convention was held in Yellowknife in 1970. Harold Franklin was appointed the Vice-President, Marge Porter became the Secretary-Treasurer, Kieth McGinnis was appointed President and James Wah-Shee was appointed as the first RVP for Fort Smith. After the convention, amendments were made to the Public Service Ordinance. The amendments empowered the Commissioner of the NWT to establish and regulate a bargaining association for territorial employees, to establish the NWTPSA, and to recognise it as the only authorised bargaining agent for territorial employees. In June 1970, the first collective bargaining sessions between the NWTPSA and the territorial government commenced. The first collective agreement was negotiated within ten days. The NWTPSA organised its members into locals, arranged for the election of local

N-1994-019 officials and regional vice-presidents, and provided training for all the newly elected officers. In 1970 there were five locals within the NWTPSA. In 1988 the NWTPSA changed its name to the Union of Northern Workers (UNW). At that time, the UNW consisted of 13 locals: Local X0001-Yellowknife and Rae; Local X0002- Fort Smith; Local X0003-Inuvik; Local X0004-Keewatin; Local X0005-Baffin; Local X006- Hay River; Local X0007-Kitikmeot; Local X0008-Baffin trades; Local X0009-Yellowknife Correctional Centre; Local X0010-Yellowknife Dept. of Public Works; Local X0011- Stanton Yellowknife Hospital; Local X0013-Fort Simpson. Local X0007 had two sublocals, one in Gjoa Haven and one in Coppermine. By 1988 the UNW had eight regional vice-presidents that reported directly to the President. Each of these RVP's attended, and had voting rights at the regular tri-yearly meetings of the Full Executive. The RVP's, 1st VP, 2nd VP and President continue to be elected at the Triennial Conventions. By 1995 the President and RVP's (with the exception of the Kitikmeot RVP) were full-time salaried employees of the UNW, who were seconded from other employers for three-year terms. The 1st VP was made a salaried employee of the UNW on April 1995, but the position of 2nd VP was still a voluntary one. In 1995 the GNWT employees were represented by the Sombak'e RVP (Local's X0001 and X0016 Yellowknife); Keewatin RVP (Local's X0004, X0024, and X0018); Inuvik RVP (Local's X0003 and X0019); Fort Smith RVP (Local's X0002 and X0012); Baffin RVP (Local's X0005, X0008, X0015 adn X0017); Hay River RVP (Local's X0006, X0013, X0021 and X0022); Kitikmeot RVP (Local's X0007, X007A and X0020) and the North Great Slave RVP (Local's X0009, X0010, X0011 and X0023).

N-1994-019 SCOPE AND CONTENT This accession consists of 180 black and white and colour photographs, 30 VHS cassette recordings, 1 Beta cassette recording, 102 sound cassettes, 8 reel to reel tapes, and 3.5 metres of textual records generated by the Northwest Territories Public Service Association (NWTPSA) and the Union of Northern Workers (UNW) between 1970 and 1994. The records have been arranged into four series: textual records, photographs, sound recordings and moving images. The textual records have been organised into six subseries: Sub-Series I - Minutes of Full Executive Meetings; Sub-Series II - Minutes of the Triennial Conventions; Sub-Series III - Minutes of Meetings of NWTPSA and UNW Locals; Sub-Series IV - Newsletters; Sub-Series V - Collective Agreements; and Sub- Series VI - UNW Filing System. In sub-series VI the original alpha-numeric order of the filing system has been maintained, as has the original chronological order within each file folder. The records in sub-series I, II, III and IV have been arranged in chronological order. The collective agreements in subseries V have been arranged in alphabetical order according to the official name of the bargaining units. The photographs have been arranged according to the original subject classification system created by the UNW. Within each subject classification the images were then arranged chronologically by the archivist. A detailed item listing is available of the images. The sound recordings and the video cassette recordings have been arranged by subject, and then listed chronologically within each subject area. A detailed item listing is also available of these records. These records document the development of the union movement in the north, and the increasing politicization of its members. They also document the administration of the NWTPSA, the UNW and various locals, and their relationship with the PSAC. The records provide a history of the development of the union movement throughout the NWT. N-1994-019 SERIES DESCRIPTIONS This accession has been arranged into four series: Series I - Textual Records; Series II - Photographs; Series III - Sound Recordings and Series IV - Moving Images. Series I has been arranged in six sub-series: Sub-Series I - Minutes of Full Executive Meetings; Sub-Series II - Minutes of the Triennial Conventions; Sub-Series III - Minutes of Meetings of NWTPSA and UNW Locals; Sub-Series IV - Newsletters; Sub-Series V - Collective Agreements; and Sub-Series VI - UNW Filing System. Sub-series I contains the minutes of the full executive meetings from 1977 until 1994. These records include agendas, official minutes, and all supporting documentation for the Full Executive Meetings. There are also minutes for quorum conference calls made by the Executive. The records also contain reports presented by each executive officer, Joint Consultation Reports, President's Trip Reports, financial statements, motions, presentations and briefs to the Legislative Assembly, policy statements, and amendments to by-laws, etc. There are also reports generated by the Equal Opportunities Committee, the Finance Committee, the Futures Committee, the Health and Safety Committee, the Policy Review Committee, the Organizing Committee, the Building Committee and the Pension Committee. Sub-series II contains the minutes of the Triennial Conventions from 1972 until 1993. This series includes agendas, minutes, officer's reports, resolutions, rules of order, financial statements, proposals to amend by-laws and policies, and all supporting documentation for the Triennial Conventions. Sub-series III contains minutes of both general and executive meetings of various Locals from 1971-1989. The minutes document the administration of the locals, and their relationship with the NWTPSA and the UNW. They provide a history of the development of the union movement throughout the NWT. The minutes also document the increase in political activity by the locals. Sub-series IV contains newsletters produced by the NWTPSA and the UNW between 1974 and 1993. The newsletters are: NWTPSA Newsletter, Union News, PSA News, NWTPSA Weekly Newsletter, Update and Sulijuq. The newsletters depict executive members at meetings and conventions, and general members at their worksites. There are a number of articles on the history of the NWTPSA and the UNW, and also many commentaries on political events current at the date of issue. Copies of two newsletters produced by Local X0007 in Cambridge Bay are available in box\file 23-14. These newsletters are "NWPTPSA Cam-Bay" and "Psalm 7, Cambridge Bay". Sub-series V consists primarily of printed editions of collective agreements in existence

N-1994-019 between 1970 and 1996. However there are a number of signed copies of the first collective agreements for some bargaining units. The series also contains Inuktitut versions of some collective agreements. The collective agreements document the increase in benefits and the improvement in working conditions obtained by the NWTPSA and the UNW for its members. Sub-series VI contains files created by the NWTPSA and the UNW between 1970 and 1991. The files include general correspondence related to policy implementation. They also contain information on convention procedures, the collection of dues from new bargaining units, the change of name from NWTPSA to UNW, and revisions to policies and by-laws. Other files include information on the possible merger of the UNW and the NWTTA, the formation of one union to represent all workers in the NWT and the Yukon, and the formation of one bargaining unit with one collective agreement for all hamlets and housing associations. The files also include update reports on ongoing collective bargaining, procedures for dealing with third level grievances, and recommendations for servicing UNW members in all regions. Records also include correspondence and meetings regarding the devolution of the Science Research Centre, Health workers and Northern Canada Power Commission from the federal to the territorial government. There is also correspondence and legal documents related to the PIPSC's court challenge of the transfer of health services employees to the UNW, rather than to PIPSC. Series II consists of 180 black and white and colour photographs and negatives taken between 1970 and 1993. The photographs depict members of the Full Executive, members of locals, and various activities undertaken by members of the NWTPSA and the UNW. There are also a number of images of the Northwest Territories Federation of Labour Conventions and the NWTPSA and UNW Triennial Conventions. Also depicted are union members attending training courses. Such activities as strikes, the manning of picket lines, and political protests are also documented. Political action campaigns documented include the annual Day of Mourning ceremonies, marches in support of striking workers at the Inuvik Housing Authority, Royal Oak Mines, Canadian Union of Postal Workers (CUPW) and federal government employees. Series III consists of consists of 8 reel to reel tapes and 102 sound cassettes generated between 1978 and 1993. These recordings were taken at Full Executive Meetings and Triennial Conventions. As such, they document the expansion of the union movement in the NWT, and the decision making process of the Full Executive and the members of various locals. Series IV consists of 30 VHS cassettes and 1 Beta cassette which were taken between 1985 and 1992 at Full Executive Meetings and the 7th, 8th and 9th Triennial Conventions.

N-1994-019 SUB-SERIES I - MINUTES OF FULL EXECUTIVE MEETINGS - 1977-1994 This series contains the agendas, official minutes, and all supporting documentation for the Full Executive Meetings and also for Quorum Conference calls made by the Executive. The series includes reports presented by each executive officer, Joint Consultation Reports, President's Trip Reports, financial statements, motions, presentations and briefs to the Legislative Assembly, policy statements, and amendments to by-laws, etc. There are also reports generated by the Equal Opportunities Committee, the Finance Committee, the Futures Committee, the Health and Safety Committee, the Policy Review Committee, the Organizing Committee, the Building Committee and the Pension Committee. This series contains information on the relationship between the Public Service Alliance of Canada, the Northwest Territories Public Service Association and the Union of Northern Workers. It also documents the union's position on the political development of the Northwest Territories and the proposed division of the NWT. Note: Other minutes are available in the 105 file series. However there are a number of original signed copies of the first collective agreements for some bargaining units. If the originals are available, this has been noted in the item list. The series also contains Inuktitut versions of some collective agreements. Again, these have been noted in the item list. The collective agreements document the increase in benefits and the improvement in working conditions obtained by the NWTPSA and the UNW for its members. They also depict the growth of the NWTPSA and the UNW as the primary bargaining unit for workers throughout the NWT.
