Monthly statistics December 2014: Forced returns from Norway The National Police Immigration Service (NPIS) forcibly returned 532 persons in December 2014. 201 of these returnees had a criminal conviction in Norway. In total in 2014, 7259 persons were forcibly returned, and 2810 of them were convicted offenders. This is an increase of 26 per cent compared with 2013. The NPIS is responsible for forcibly returning those who are not entitled to stay in Norway. The Norwegian Directorate of Immigration (UDI) is responsible for assisted returns, previously called voluntary returns. Assisted returns are not included in these statistics. Forced returns 2011-2014 In this case, "Hittil i år" means the figures for 2014, "Foregående år" means the figures for 2013, "2 år tilbake" indiciates 2012 figures, and "3 år tilbake" are the figures from 2011. 1

Convicted offenders In December, the police returned 201 convicted offenders. In total in 2014, 2810 convicted offenders were returned. The most common nationalities among returned convicted offenders were citizens of Romania (16%), Nigeria (12%) and Poland (12%). Convicted offenders returned over the last four years Minors (under the age of 18) The police returned 30 minors in December 2014, of which 29 out of 30 were accompanied by their parents. A total of 649 minors were returned in 2014. 2

Forced return of minors in 2014 As a rule, Norwegian authorities do not attempt to verify the age of unaccompanied minors when they are to be returned to another European country under the Dublin Regulation. All returned unaccompanied minors must be met by either family members or others who will care for them, e.g. representatives of relevant institutions or the child welfare services in the country in question. Forced returns on chartered flights Nine returnee flights were chartered in 2014, of which one in December. Returnees by destination and citizenship: By destination we mean the country the person is returned to, not necessarily the person's home country (or country of nationality). The various returnee categories NPIS returns persons who have no legal right to stay in Norway, i.e. not only persons who have had their application for asylum and any appeals rejected. 1) Asylum anyone who has applied for protection (asylum) in Norway and who have had their application processed and rejected in Norway and who have exhausted all avenues of appeal. This category also includes persons subject to an expulsion order. 2) Dublin anyone returned under the Dublin Regulation. It also includes persons subject to an expulsion order. The Dublin Regulation applies in the EU, Norway and Iceland, and governs where an application for asylum will be processed. The purpose of the Regulation is to prevent asylum seekers from applying in multiple countries, but also to ensure that one of the countries assumes responsibility for the asylum seeker. 3) Refused entry persons who have been refused entry into Norway as they are not permitted to stay here. This may be for various reasons, but persons who are refused entry are not banned from Norway. 4) Expelled anyone expelled from Norway who have not applied for protection (asylum) or who is not subject to the Dublin Regulation. Most of those who fall 3

into this category have been expelled due to a criminal conviction and are banned from Norway for a specific period of time. Violating the re-entry ban is a punishable offence. 5) Other persons not covered by any of the other categories.
