Cambodia Report on the Celebration of International Ozone Day 1. Round table discussion of the Montreal Implementation in Cambodia Roundtable discussion has been done on National TV on 12 September 2014 with 3 speakers from National Ozone Unit Mr. Pak Sokharavuth, Mr. Chhorn Voeun, from Customs and Excise General Department and Mr. Chum Samoeun representative from the import company and servicing sector with the represent from the National TV H.E San Marada. The round table discussion have been discussed on the Cambodia has successfully implement the Montreal Protocol with the contribution from the concerned institutions and stakeholders; especially the Customs and Excise General Department, Camcontrol General Department Service Workshops and Import companies. While the customs contributes to prevent the illegal trade at the checkpoint, the importing company and service workshops participate in the IPIC and good maintenance and repairing of the air conditioner, while the NOU provide training and related equipment for the services workshops and customs officer for the effective implementation of the Montreal Protocol. Statement of the Prime Minister Prime Minister Statement has been broadcasted on 5 TV channels on 15 and 16 September 2014, express that the Kingdom of Cambodia committed to the implementation of the Montreal Protocol; especially, for the phasing out of HCFC in the coming year and asked the Cambodian People to participate in any activities related to the Montreal Protocol implementation that make the Kingdom of Cambodia can comply with the obligations of the Montreal Protocol. 3. Meas Borin, Under Secretary of State for the Environment, delivered the message of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, on international ozone day deliver to the Nation by calling for all Cambodian people to participate with the countries in the world to protect the Ozone Layer by stop using substances that depleting the ozone layer. Then, Ms. Tomoko Furusawa, expressed her sincere thanks and appreciation to the National Ozone Unit, Ministry of Environment who invited her to participate in the event of International Ozone Day in Phnom Penh and she also appreciated the National Ozone Unit of Cambodia that achieved the outstanding result in the implementation of Montreal Protocol on Substances that Depleting the Ozone Layer. She said that through their good experiences for completely phase out of CFCs in 2010 and now Cambodia facing the challenge to phase out the HCFCs by implementing the Hydrocloofluorocarbon Phase out Management Plan (HPMP) in cooperation the United Nations Environment Programme and United Nations Development Programme. Then, H.E Ieng Auny, Vice Governor of Phnom Penh Municipality, said that he welcome to the delegations and thanks to Ministry of Environment for celebration the International Ozone Day in Phnom Penh that the capital of the Kingdom of Cambodia. He also raise his opinion that the Phnom Penh City hall always cooperated with the Ministry of Environment for planting the trees and clean up the city, especially for solid waste and wastewater management and also upgrading the sewage system in the city. After that, H.E Sdoeng Sokhom, undersecretary of state of Tourism, noted that the celebration of international ozone day is the unique opportunity for the Cambodia people to share with international community to protect the ozone layer. On behalf of the Ministry of Tourism, he thanks the ministry of Environment, UNEP, UNDP, and relevant partners that support this event today. The Environmental issues are the main topic crossing sector globally; recently, the heavy disasters have been threatened the other countries in the world by using the chemical that depleted the ozone layer and the substances that contribute to global warming too. The natural disasters have directed affect to the tourists around the world event Cambodia. So, we need to participate with the people in the world to prevent the environment on the earth, especially to protect the ozone layer that prevented the violate radiation from the sun. The Ministry of Tourism also adopted the Green Tourism initiative for minimizing the impact on the Environment.
Then H.E Khun, Rachana Under Secretary of State of Ministry for Education Youth and Sports, he said, she thanks the ministry of Environment and UNEP and relevant partners that support this event today. She noted that the celebration of the International Day for protection of the ozone layer its mean that we protect our earth. In present, the global have been facing the natural disasters that cause by environmental impact as well as flood, storms, no rain fall, climate change and also increase the UVB radiation from the sun that affected to the human being on the earth. The main issues of disasters are from human activities that lead to the emission of toxic substances from industrial sectors, vehicles, agricultural sectors and other related activities into the atmosphere, included the use of ozone depleting substances etc. that cause to deplete the Ozone layer, after that affect to the human health, animals and environment on the earth. The Ministry of Education Youth and Sport also consider to Ozone issues in the curriculum all educational clusters, and also basis educations. Finally, H.E Khieu Muth, Secretary of State of Environment has delivers his speech in the occasion of International Ozone Day. September 16, 2014. On behalf of H.E SAY Samal, the Minister of Environment and himself, H.E. has warm welcome to Ms. Tomoko Furusawa, that spend his value times to joint this event, and also welcome to Under Secretary of State of Education Youth and Sports, Under Secretary of State of Tourism, Vice Governor of Phnom Penh Municipality and all national and international participants coming in this event. He also reminded the historic of celebration of International Ozone Day and the obligation of the ministry of Environment of Cambodia to celebrate the International Ozone Day on 16 September every year since it access to the Vienna Convention on Protection on Ozone Layer and Montreal Protocol on Substances that Deplete the ozone layer in 2001. This event commemorates the day of signing of the Montreal Protocol on Substances that deplete the ozone layer in 1987. He also raising the outcome of National Ozone Unit of the Ministry of Environment achieving so far such as the Refrigerant Management Plan, Terminal Phase out Management Plan of ODS and now have been implementing the Hydroclorofluorocarbon Phase out Management Plan (HPMPM). He also noted about the message of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia for joining in this event and he said that Royal Government of Cambodia calling for all Cambodian people to contribute to protection the Ozone Layer by stop using substances that depleting the ozone layer. During the ceremony National Ozone Unit has also contributed the Regional Posters, notebooks to the Honorable peoples and public to make them aware on the Ozone Layer Protection and participate with National ozone Unit as well as with the countries in the world to protect the ozone layer by stop/reduce using of the HCFC based equipment. At the end of his speech he said that the Ministry of Environment has committed and continues the cooperation and coordination with international communities and donors in orders for protection of environment; especially, the implementation Montreal Protocol on Substances that Depleting the Ozone Layer. The event has been finished at 9:30 AM, the same day.
