Presentation by Jennifer Beahm, CME Associates and Andrew Bayer, Esq., GluckWalrath on the Affordable Housing Spending Plan Andrew Bayer, the Township Affordable Housing attorney, announced that there is a resolution regarding the Affordable Housing Spending Plan. Andrew Bayer stated that the background of this resolution is that in 2008 the New Jersey legislature amended the Fair Housing Act and now requires municipalities to commit to expend its Affordable Housing trust fund money within four years of having received that money. Andrew Bayer explained that money from July 2008 must be committed to be spent by July 2012 in Hillsborough and if that is not done, the State of New Jersey will seize the money from the Township and use it for state-wide affordable housing purposes. Andre Bayer announced that in order to avoid the State seizing the Township s funds that developers have paid into, the Affordable Housing team, including Jennifer Beahm, have developed the Affordable Housing Spending Plan.
