5. Approval of April 5, 2017 Minutes Minutes from the April 5, 2017 meeting were attached to the agenda. Chair Holt asked for changes made to the minutes. Hearing none, Mr. Jeff Florin made the motion to approve the minutes. Mr. Solis seconded the motion. All were in favor. The motion carried. 6. Transportation Analysis Zone (TAZ) Boundary Review and Base Year Update Mr. Leonardo Pineda provided an update to the LRTP Subcommittee members regarding HRTPO Staff s efforts to update Base Year data for regional modeling purposes. Mr. Pineda informed the group that Base Year data cannot be more than 10 years old. HRTPO Staff plans to update the current Base Year data from 2009 to 2015. Additionally, as part of this process, HRTPO Staff will review and update TAZ Boundaries. Both tasks will require locality review and HRTPO Board approval. 7. Regional Priority Projects Round 2 At the May 18, 2017 HRTPO Board meeting, HRTPO Board members advised HRTPO Staff to work with TTAC to review and identify projects in the 2040 LRTP that could be considered as Round 2 Hampton Roads Regional Priority Projects. Round 1 projects will not be impacted in terms of priority or funding by the work done for Round 2. At the June 7, 2017 TTAC meeting, TTAC members recommended HRTPO Staff to work with the LRTP Subcommittee to review Round 2 candidate projects and develop a list of project recommendations for consideration. As part of her briefing on this agenda item, Ms. Dale Stith shared the purpose of moving forward with Round 2 of the Regional Priority Projects. HRTAC Executive Director, Mr. Kevin Page, further emphasized the importance of these Round 2 candidate projects. In addition, Ms. Stith briefly reviewed potential Round 2 candidate projects including those received to date from localities. As part of a group discussion, some LRTP Subcommittee requested the opportunity to submit additional candidate projects for consideration. Mr. Eric Stringfield made the motion for HRTPO Staff to compile a list of candidate projects for Round 2 of the Regional Priority Projects including projects collected to date, 2040 LRTP projects including the vision plan, and additional projects submitted by localities by the end of the week. Mr. Florin seconded the motion. All were in favor. The motion carried. 8. Improvements to Project Prioritization Tool At the last LRTP Subcommittee meeting held on April 5, 2017, the LRTP Subcommittee members recommended that HRTPO Staff establish a working group to provide guidance and assistance in the update of the Project Prioritization Tool. With the assistance of an established working group, HRTPO Staff plans to evaluate potential improvements to the Project Prioritization Tool including alignment with SMART SCALE, environmental considerations, social equity, technology, transit and active transportation. As a follow up to the last LRTP Subcommittee meeting, Ms. Stith requested volunteers for the working group. HRTPO Staff plans to email the members to finalize the working group following the meeting. 9. 2045 LRTP Potential Scenarios A major goal for the HRTPO is to incorporate scenario planning in the development of the 2045 LRTP. Sponsored by the Federal Highway Administration, the HRTPO held a scenario planning workshop in November 2016 where participants engaged in a forum to share noteworthy practices and key recommendations for scenario planning. This workshop set the stage for the 2045 LRTP. The group engaged in a discussion regarding potential scenarios for the 2045 LRTP. As next steps, in partnership with regional stakeholders and the public, HRTPO Staff plans to identify regional key drivers, identify burning questions in transportation, establish a transportation vision, and establish regional goals and objectives. 10. Transportation Connectivity Gaps Analysis - Update Mr. John Mihaly updated the LRTP Subcommittee members on work involving the Transportation Connectivity Gaps Analysis. In his update, Mr. Mihaly informed the group that HRTPO Staff plans to address transportation corridor connectivity between transportation modes in order to improve mobility and access to major activity centers in the Hampton Roads region. Work will be conducted in phases. The group engaged in a discussion regarding the scope of the study. 11. Old/New Business No old/new business. 12. Volunteers were requested to serve on the Prioritization Working Group at the July 12, 2017 LRTP Subcommittee Meeting. Ms. Dale M.
