CITY OF LAKE NORDEN May 2, 2016 Council met in regular session at 7:00 PM, City Building Mayor Jason Aho, presiding. Members present: Jason Aho, Janet Andrews, Renae Jager, John Layman, Dorene Lemme and Kim St. John. Absent: Brian Jacobsen. City employees present: Phillip Johnson, Delores Kangas, Dan Koistinen and Jimmy Murphy. Absent: None. Others present: Jenna Aderhold-Herald Enterprise. Motion made by Layman and seconded by Lemme to approve the agenda, with the addition of discussion of the concession stand located at the Ray Antonen Field. All voted aye. Motion made by St. John and seconded by Jager to approve the previous minutes, as presented. All voted aye. Motion made Lemme and seconded by Andrews to adopt the following Policy to the Lake Park located at 45092 SD Hwy. 28, Lake Norden, SD 57248: CITY OF LAKE NORDEN PARK POLICY 45092 SD HWY. 28 PO BOX 213 LAKE NORDEN, SD 57248 605.785.3602 cityln@itctel.com ADOPTED MAY 2, 2016 Rental of RV Pads is available on first-come, first serve basis. No reservations accepted. RV pad rental fee is $10.00 per day. Please make payments in the designated box or City Office. The day begins at 11:00 AM and ends at 4:00 PM the next day. Maximum stay is fourteen consecutive nights. Electrical service is provided for the 5 (five) RV sites, only. It is not permissible to run extension cords from one campsite to another. Quiet hours are 11:00 PM to 6 AM. Please consider others in the park at all times. Loud music or disorderly conduct can lead to expulsion from the park. Pets must be leashed and under the immediate control of the owner. Maximum leash length is 10 feet. Pets (except service animals) are not allowed in swimming areas. Thus, motion carried Motion made by Layman and seconded by Jager to purchase 2 (two) signs for the Lake Park located at 45092 SD Hwy. 28, Lake Norden, SD 57248, as presented. All voted aye. Motion made by Jager and seconded by Lemme to hire Stacey Stormo as the girl s Summer Youth coach, with wage set at $550.00 (five hundred fifty dollars) per team plus mileage reimbursement for travel to away games. All voted aye. The following qualified for office by signing the Oath of Office: Kim St. John, Alderman Ward I, 1-year term and Dorene Lemme, Alderman, Ward III, 2-year term. Alderman John Layman, Ward I, did not file a Petition of Nomination and no other resident filed for the position. Thus, a vacancy exists in Ward I. Mayor Aho appointed John Layman, Alderman, Ward I, 1-year term. Motion made by Lemme and seconded by Jager to approve the appointment. All voted aye.

John Layman qualified for office by signing the Oath of Office. Mayor Aho convened the new council with the following members present: Jason Aho, Janet Andrews, Renae Jager, John Layman, Dorene Lemme and Kim St. John. Absent Brian Jacobsen. Mayor Aho appointed council members to the following committees: Community Center: Jager, Layman, Lemme Parks: Jager, Layman, Lemme Streets: Andrews, Jacobsen, St. John Health: Jacobsen, Jager, Lemme Summer Youth: Jacobsen, Layman, St. John Motion made by Jager and seconded by Layman to approve Mayor Aho s appointments to the above-mention Committees. All voted aye. Motion made by St. John and seconded by Lemme to nominate Jager as Council President. All voted aye. Thus, Jager elected to the office of Council President. Motion made by Lemme and seconded by Jager to nominate Andrews as Council Vice President. All voted aye. Thus, Andrews elected to the office of Council Vice President. Mayor Aho appointed Delores Kangas as finance officer for the City of Lake Norden for a 1-year term. Motion made by Jager and seconded by Layman to approve the appointment. All voted aye. Motion made by Andrews and seconded by Layman to authorize Topkote Inc. to add a spray sealant, with the cost not to exceed $4000.00, to the 2016 Eastside Chip Seal Project. All voted aye. Council reviewed a request by Burt Tulson for general maintenance items at Memorial Park. Motion made by St. John and seconded by Lemme to authorize use of the Ray Antonen Field for the 12 and under VFW Teener tournament on July 15 and 16, 2016. All voted aye. Motion made by Layman and seconded by Jager to appoint Dan Koistinen as the Rabies Clinic Coordinator at the Lake Norden Fire Hall on Saturday, June 4, 2016 from 9:00 A.M. until Noon. All voted aye. Motion made by Lemme and seconded by Layman to approve the renewal of the Package (Off-Sale) Malt Beverage License PB-1504 for the year 2016-2017 for the Country Store-Hamlin County Farmers Coop. All voted aye. Motion made by Jager and seconded by Andrews to approve the renewal of the Package (On-Off-Sale) Malt Beverage License RB-2529 for the year 2016-2017 for The Bullpen Restaurant LLC. Voting aye: Andrews, Jager, Lemme and St. John. Voting nay: None. Absent: Jacobsen: Abstaining: Layman. Thus, motion carried.

Motion made by Lemme and seconded by Jager to approve the EFT payment to SD Department of Labor for the 1 st quarter 2016 quarterly payment of $115.28 (one hundred fifteen dollars and twenty-eight cents). All voted aye. Motion made by Layman and seconded by St. John to authorize John and Nanci Dragt to operate their business, The Park Drive In, located at 45092 SD Hwy. 28, Lake Norden, SD for the year 2016. All voted aye. Motion made by Andrews and second by Jager to publish the Mowing Notice for the City of Lake Norden, as presented. All voted aye. Police Chief Murphy presented a monthly report to the City Council. Motion made by Layman and seconded by Jager to go into executive session per SDCL 1-25-2 Section (4). All voted aye. Council convened into executive session at 8:37 PM and came out of executive session at 9:04 PM. Motion made by Jager and seconded by Lemme to adjourn at 9:05 PM. All voted aye.
