PLEDGE OF ALLEGIANCE Those present recited the pledge of allegiance. STAFF/STUDENT RECOGNITION Ms. Wallace recognized Ms. Bozena Suwary for her work with the Polish School of Chicago, her work in the science department and for international recognition by her country. Mr. Sam Atcher was commended for his work with the band, winning 3 rd place in the Windy City Classic and 1 st place in the Indianapolis City Classic. Ms. Wallace recognized Ms. Jennifer Elgin for going above and beyond duty in the situation of saving a student s life. Ms. Phyllis Washington Jones and Ms. Lynette Garcia were recognized for their outstanding work in registering and enrolling students during the school year. Students recognized were: Michael Sercye for his leadership with the band; Bergendi White, Eduardo Villa, Rabi Alhassan, and Pelumi Sade Erinolu for their acts of kindness/character counts; Lakieshia Brock for her participation in NJROTC Leadership Camp at the Naval Academy; and Thomas Jamal Williams for his leadership with the more than 97 students in the Twenty Plus Club. CITIZEN COMMENTS Ms. Amelia Martinez commented on a student matter. PRESIDENT S REPORT Mr. Welch stated that he wanted to commend Ms. Mona Johnson, President of the Proviso Teachers Union and give special thanks to Board Members Cox and McDermott, the Superintendent and the District 209 administration for the hard work that it took to come to a tentative agreement. Mr. Welch asked Dr. Collins-Hart to proceed with the Superintendent s Report. SUPERINTENDENT S REPORT Dr. Collins-Hart introduced the new district administrators to the Board: Mr. Ed Moyer, Executive Director of Assessment and Planning; Ms. Brenda Horton, Executive Director of Human Resources; Dr. Clotilde Frankiewicz, Interim Principal PMSA; and Dr. Brock Butts, Interim Business Manager. She commended Ms. Sharon Palmer, Director of Accounting, on doing a stellar job in the absence of Dr. Johnson and congratulated her on a job well done. Dr. Collins-Hart informed the Board that the FOIA and Foundation Reports were in the Board Book for their review and asked Dr. Pruitt to present the Curriculum and Instruction Report. Dr. Pruitt reported that the Supplemental Education Services (SES) Fair would be held on the same night as report card pickup at Proviso West and Proviso East from 6:00 pm until 8:00 pm. She also noted that these services are provided to low-income families attending schools that do not make AYP for three or more years and are eligible to receive tutoring and other supplemental academic enrichment services. She informed the Board that the funding is provided through Title 1, Part A funds. Mr. Moyer presented two reports detailing the enrollment summary for the 2010-11 school year. The first report was a summation by month of the total enrollment numbers for each school and the total for the district. The second report provided a full accounting of students by building and for the district as a whole. The report was disaggregated by race and gender and it documents the number of males and females for each racial group and the percentage that each group represents of the school and district population. Mr. Moyer reported that both reports would be compiled on the 1 st of each month and that historical versions of this data would be pulled and presented as soon as it is available. Ms. Palmer and Dr. Butts presented the Finance Report to the Board. Ms. Palmer reported that the FY10 Audit would available for the November board meeting. Dr. Butts informed the Board of the three Resolutions being presented for action at tonight s meeting. One is for a repayment to Working Cash; the second, is to re-loan monies from Working Cash to the Education Fund, Operation and Maintenance Fund, Transportation Fund and IMRF; and the third, is a loan from the Education Fund to Operation and Maintenance Fund. Dr. Butts also discussed with the Board and answered questions regarding the Cash Flow issues, the Estimated Tax Levy and Tax Anticipation Warrant. REVISED Page 2 of 7 10.12.10

EXECUTIVE SESSION Education of Proviso Township High Schools District 209 retire to Executive Session at approximately 7:36 p.m. for the purpose of: Student disciplinary cases. 5 ILCS 120/2(c)(9). The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity. 5 ILCS 120/2(c)(1), as amended by P.A. 93-0057. Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. 5 ILCS 120/2(c)(2) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. 5 ILCS 120/2(c)(11). It was explained that in Board Policy 2:220 - Board of Education Meeting Procedure, that the meeting minutes are a summary of the meeting. Any board member can request to have the specifics of the topic discussed, included in the minutes. After a brief discussion, Mr. McDermott motioned to have Mr. Cross officially included as one of the panel members for the Joint Annual Conference and Mr. Cox seconded the motion. there was discussion pertaining to the definitions of relationships. It was agreed that parts of the policy should be deleted or revised. It was moved by Mr. McDermott, seconded by Mr. Cox, that the Board of Education of Proviso Township High Schools District 209 accept the Superintendent s recommendation to approve the Policy Manual Updates (Approve on 1 st Reading) Nepotism Policy, as presented. 2 Ayes: Mrs. Kelly Mr. McDermott 4 Nays: Mr. Adams, Mr. Cox, Mr. Cross, Mr. Welch MOTION FAILED It was moved by Mr. Welch, seconded by Mr. Adams, that the Board of Education of Proviso Township High Schools District 209 accept the Superintendent s recommendation to approve the Policy Manual Updates (Approve on 1 st Reading) Nepotism Policy, as discussed and revised in Open Session. 5 Ayes: Mr. Adams, Mr. Cox, Mr. Cross, Mr. McDermott, Mr. Welch NEW BUSINESS There was no New Business to discuss.
