The invocation was given by Pastor James Armstrong III of Community Fellowship Church in Dallas. Councilmember Gates led the pledge of allegiance. The briefing recessed at 11:54 a.m. and reconvened for the afternoon session at 1:34 p.m. (Griggs, [*1:46 p.m.], Medrano [*1:35 p.m.], Arnold [*1:40 p.m.], Young [*1:36 p.m.]) The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented. 15-1833 Item 1: Approval of Minutes of the September 16, 2015 City Council Meeting Councilmember Callahan moved to adopt the minutes as presented. Motion seconded by Councilmember Greyson and unanimously adopted. (**Rawlings absent) **Note: Approved as Official City Business per Resolution 15-1910 adopted on October 14, 2015.

15-1834 Item 2: Consideration of appointments to boards and commissions and the evaluation and duties of board and commission members (List of nominees is available in the City Secretary's Office) The assistant city secretary distributed a report showing all (re)nominations received for city board and commission appointments for the 2015-2017 board term, with term ending September 30, 2017, updated through and noted the report indicated all (re)nominees met qualifications for service. The assistant city secretary announced ballots would be distributed later in the meeting to allow the casting of votes on the appointment of the Vice-Chair to the City Plan and Zoning Commission as 2 nominees were submitted: Peter M. Jung and Robert Abtahi. Councilmember Greyson moved to appoint the following: Philip Lewis to the Board of Adjustment Alternate Members; Paul D. Rich (Interested Citizen) and Ariel Saldivar (Performing Artist) to the Cultural Affairs Commission (Adjunct Members); Anita M. Childress and Sharon L. 15-1837 Item 3: A resolution adopting Neighborhood Plus to serve as an implementation action plan to initiate a shift in community and neighborhood revitalization efforts in the City of Dallas - Financing: No cost consideration to the City Councilmember Thomas moved to adopt the item. Motion seconded by Deputy Mayor Pro Tem Wilson. After discussion, Councilmember Griggs moved a substitute motion to delay vote on the item until later in the meeting to allow for his previously submitted amendments to be reflected in the Neighborhood Plus Plan. Motion seconded by Councilmember Kingston. Mayor Pro Tem Alonzo, Presiding Officer, called for a show of hands on Councilmember Griggs substitute motion to delay vote on the item until later in the meeting to allow for his previously submitted amendments to be reflected in the Neighborhood Plus Plan. By show of hands, with the majority raised in favor, Mayor Pro Tem Alonzo, Presiding Officer, declared the substitute motion adopted. Later in the meeting, the item was brought back up for consideration. Councilmember Griggs moved an amendment to Page 66 (6.2.3) of the Neighborhood Plus Plan as follows: Councilmember Thomas and Deputy Mayor Pro Tem Wilson, who seconded Councilmember Thomas original motion, accepted Councilmember Griggs motion as a friendly amendment. At 11:54 a.m., Mayor Rawlings announced the closed session of the city council authorized by Chapter 551, OPEN MEETINGS, of the (Texas Open Meetings Act) to discuss the following matters: Attorney Briefings (Sec. 551.071 T.O.M.A.) - City of Dallas v. D.R. Horton - Texas, Ltd., Appeal No. 05-14-01414-CV. - Legal issues involving Volkswagen vehicle emissions control devices. Mayor Pro Tem Alonzo, Presiding Officer, reconvened to open session after the closed session at 1:34 p.m. No other matters were discussed during the closed session.
