Friday, 11 th July 2014 9:00 10:30 Panel Session (I) EU Integration of Western Balkans: Similarities and Differences Moderator: Mr Tim Judah After more than a decade since the beginning of the latest wave of EU enlargement, the countries of the Western Balkans are in different phases of EU integration; from member states to potential candidates. The destination is common for all countries; however, each country s road is unique, regardless of their formal status. Each of them is facing specific political and institutional challenges, which they tackle with one common denominator the EU and its reform tools. Ms Vesna Pusić, First Deputy Prime Minister and Minister of Foreign and European Affairs (Introductory remarks) H.E. Štefan Füle, European Commissioner for Enlargement and European Neighbourhood Policy H.E. Federica Mogherini, Minister of Foreign Affairs H.E. Miroslav Lajčák, Deputy Prime Minister and Minister of Foreign and European Affairs H.E. Ivica Dačić, First Deputy Prime Minister and Minister of Foreign Affairs H.E. 10:45-11:15 Coffee break 11:15 12:45 Panel Session (II) The Future of EU Enlargement Moderator: Mr Gernot Erler For years, the enlargement of the European Union has been the most successful European policy, providing both stability and political and economic growth to the countries joining the EU. Despite the continuous support to the content and ideas behind the policy, European opinion makers have always been reserved towards any future enlargement. During several reflection periods no innovations to the current procedures and approaches have been made. In a changed Union and with new and different profiles of candidate countries, is it time to reshape and refresh the EU Enlargement policy? H.E. Carl Bildt, Minister for Foreign Affairs H.E. Ditmir Bushati, Minister of Foreign Affairs H.E. Titus Corlăţean, Minister of Foreign Affairs H.E. Nikola Poposki, Minister of Foreign Affairs H.E. Tibor Navracsics, Minister of Foreign Affairs H.E. Current discussion on the future of the EU is predominantly focused on the federalism-subsidiarity dilemma. Meanwhile, values like freedom, tolerance and solidarity, known to all of us as European, are more and more subject to threats and have become a matter of dispute, not only in member states, but in elected EU institutions as well. Therefore, when discussing the future of Europe, the question we must first address is what are the values the EU is based on today and how they reflect on member states, potential member states and all EU policies, including the Enlargement Policy. H.E. Zlatko Lagumdžija, Vice Chairman of the Council of Ministers and Minister of Foreign Affairs H.E. Urmas Paet, Minister of Foreign Affairs H.E. Enver Hoxhaj, Minister of Foreign Affairs H.E.
