THE PARLIAMENTARY NETWORK On The World Bank & International Monetary Fund GLOBAL PARLIAMENTARY CONFERENCE 2016 AGENDA

CONTEXT The global development agenda in the coming 15 years will be carried out in many ways; local citizens, private sector actors, national parliaments and legislators, government bodies, and international organisations all have a substantial role to play in harnessing and facilitating results so that we can achieve poverty eradication and macroeconomic stability. Whether mitigating climate change, ensuring equal opportunities for all, or creating prospects for sustained livelihood, the SDGs framework necessitates active engagement and a knowledgebuilding process for and from parliamentarians across nations. Parliamentarians, as community leaders, are driven to make a difference and impact the lives of others. Being at the heart of domestic legislation and responsible for providing scrutiny to government policy, they ensure development outcomes are efficient, effective, and achievable. DESCRIPTION The Global Parliamentary Conference (GPC) represents a unique forum of national legislators and development institutions; an event dedicated to achieving the Sustainable Development Goals and pushing international development initiatives to new heights of awareness and potential, and above all, action. In line with its mission to be a platform for knowledge-sharing, the GPC, organised together with the World Bank Group (WBG) and the IMF, is the Parliamentary Network s flagship event. It brings together more than 150 parliamentarians from 70 countries, leaders from civil society and partner organizations, and top officials from a number of international financial institutions such as the World Bank, IMF and other regional development banks. Keynote speakers include Mme Christine Lagarde, Managing Director of the IMF, Dr. Jim Yong Kim, President of the World Bank Group, high-level officials from the United Nations, Speakers of Parliament, heads of the largest and most influential parliamentary organizations, and CSO leaders. Continuing on from the previous conference s success, the GPC will be hosted by the World Bank Group and IMF at their headquarters in Washington DC. www.parlnet.org I @ParlNetwork I #GPC2016

The focus is on a range of issues from creating employment, stimulating economic growth, fighting climate change, gender, and good governance among others. Discussions will look at how parliamentary involvement can be harnessed, fostered and strengthened, as well as how to promote continuous parliamentary involvement in the SDGs implementation process a long-term reality. BACKGROUND Founded in 2000, the Parliamentary Network on the World Bank & IMF is an independent, non-governmental organization that provides a platform for Parliamentarians from WBG and IMF member countries to advocate for increased accountability and transparency in development cooperation. It provides a platform for MPs to share knowledge, to hold their own governments, as well as International Financial Institutions, to account for development outcomes. #GPC2016 I @ParlNetwork I www.parlnet.org

16:30-17:00 CONVERSATION WITH Venue: IMF HQ2 - Conference Hall 2 Stephen O Brien, Under-Secretary-General for Humanitarian Affairs and Emergency Relief, United Nations Moderator: Senator Pana Merchant, Canada, Board Member, the Parliamentary Network on the World Bank & IMF 17:00-18:10 REVENUE MOBILIZATION AND INTERNATIONAL TAXATION: HOW REFORMS CAN HELP ENCOURAGE ECONOMIC DEVELOPMENT Venue: IMF HQ2 - Conference Hall 2 Higher government revenues would create much-needed fiscal room for maneuver and allow for more spending on things that drive economic growth over the medium term, including infrastructure, healthcare, and education. Given the effects of low commodity prices and various geopolitical factors, what are the main challenges governments will face as they attempt to design suitable taxation policies and spending programs? The international tax system must work for everybody, by discouraging overly aggressive tax competition among countries and the artificial shifting of profits and assets to low-tax locations. Winnie Byanyima, Executive Director, Oxfam International Vitor Gaspar, Director, Fiscal Affairs Department, IMF Jim Brumby, Director, Public Service and Performance, Governance Global Practice, World Bank Group Moderator: Senator Oscar Mauricio Lizcano Arango, Colombia, Board Member, the Parliamentary Network on the World Bank & IMF 18:10-18:30 ADDRESS BY SPEAKERS OF PARLIAMENT Venue: IMF HQ2 - Conference Hall 2 18:30-19:30 WELCOME RECEPTION Venue: IMF HQ2 - Conference Hall 2 www.parlnet.org I @ParlNetwork I #GPC2016

MONDAY, 11 APRIL 2016 07:30-08:00 BADGE PICK-UP AT WORLD BANK GROUP HEADQUARTERS Venue: WB HQ Entrance (1818 H Street NW) 08:00-09:15 CLIMATE CHANGE AND CLEANER ENERGY SOLUTIONS Venue: WB HQ Preston Auditorium Parliamentarians have an essential role to play in contributing to the success of policies to combat climate change. Following the COP21 agreement in 2015, legislators share the responsibility to ensure that the pledges are translated into policy action in their home countries. Removing energy subsidies and installing measures for pricing carbon are some of the best alternatives to meet the pledges in ways that balance the needs of our planet, as well as our economies. John Roome, Senior Director, Climate Change, World Bank Group Ian Parry, Principal Environmental Fiscal Policy Expert, Fiscal Affairs Department, IMF Moderator: Nurhayati Assegaf, MP, Indonesia, Chair, Committee on Inter-parliamentary Cooperation 09:15-09:45 CONVERSATION WITH Venue: WB HQ Preston Auditorium Sri Mulyani Indrawati, Managing Director, World Bank Group Moderator: Stephen Twigg, MP, UK, Chair, International Development Committee 09:45-10:00 COFFEE BREAK Venue: WB HQ Preston Auditorium #GPC2016 I @ParlNetwork I www.parlnet.org

10:00-11:00 INTERNATIONAL MIGRATION: ECONOMIC EFFECTS AND POLICY IMPLICATIONS Venue: WB HQ Preston Auditorium The dislocation of large parts of the population in Syria and other conflict zones is, first and foremost, a humanitarian catastrophe with important ramifications across many countries in the Middle East, Europe, and beyond. Today more people are fleeing from violent conflicts than at any other time since the Second World War. Parliamentarians must turn to their attention to security, political, and the economic and social challenges brought on by the surge in asylum seekers in the European Union and elsewhere. Antonio Spilimbergo, Assistant Director, European Department, IMF Xavier Devictor, Program Manager, Global Program on Forced Displacement, Fragility, Conflict and Violence, World Bank Group Moderator: Yassine Kamel Jaber, MP, Lebanon, Chair, Committee on Economic, Financial, Social and Education Affairs, Euro-Med Parliamentary Assembly 11:00-12:00 SPECIAL SESSION WITH THE LEADERSHIP OF THE WORLD BANK GROUP AND IMF Venue: WB HQ Preston Auditorium Mme Christine Lagarde, Managing Director of the IMF Dr. Jim Yong Kim, President of the World Bank Group Moderator: Jeremy Lefroy, Chair, Parliamentary Network on the World Bank & IMF www.parlnet.org I @ParlNetwork I #GPC2016

12:00-13:00 REALIZING THE GAINS FROM GENDER EQUITY Venue: WB HQ Preston Auditorium Despite progress, wide gaps persist between women and men s economic empowerment and opportunity. Legislators need to tackle the considerable gender gaps in access to education, health and finance in a number of countries. With mounting evidence that the lack of gender equity imposes large economic costs as it hampers productivity and weighs on growth, increasing women s participation in the economy will increase profitability and contribute to shared prosperity. 13:00-14:15 LUNCH Kalpana Kochhar, Deputy Director, Asia and Pacific Department, IMF Sarah Iqbal, Head of the Women, Gender, Business and Law Team, World Bank Group Moderator: Nathan Nandala-Mafabi, MP, Uganda, Board Member, the Parliamentary Network on the World Bank & IMF Venue: WB HQ Atrium 14:15-15:15 HEALTH SYSTEMS AND EPIDEMICS Venue: WB HQ Preston Auditorium MPs around the world need to step up their efforts to improve the health of their citizens. MPs play a vital role in a range of strategies, including delivering universal health coverage, taxing tobacco, improving food labelling and fighting tax, trade and insurance policies which impact on the poor. New threats are emerging such as drug-resistant pathogens, the globalized marketing of unhealthy products, and the growing rates of chronic non-communicable diseases such as heart disease, cancer and diabetes have overtaken infectious diseases as the world s biggest killers. #GPC2016 I @ParlNetwork I www.parlnet.org

To address these and other questions in the field of health, including women s and children s health, MPs need to strengthen their collaboration with the leading international organisations working on improving global health. Alpha Diallo, MP, Guinea Miriam Schneidman, Lead Health Specialist, Eastern and Southern Africa, Health, Nutrition and Population Global Practice, World Bank Group Moderator: Betty McCollum, Congresswoman, United States 15:15-16:30 CAPACITY BUILDING FOR THE 21ST CENTURY Venue: WB HQ Preston Auditorium It has been long recognized that institutions play an important role in fostering macroeconomic stability and economic development. The quality of economic institutions - including ministries of finance, central banks, and statistical agencies - hinges on the people running them, their approach to policymaking, and the legal and governance structures that underlie them. By strengthening capacities and training officials in economic analysis and policies, countries are better able to implement key economic policies and programs. The session will discuss the challenges in capacity building and needs of member countries now and in the future. Martin Chungong, Secretary General, IPU Deborah L. Wetzel, Senior Director, Governance for the Capacity, World Bank Group Sharmini Coorey, Director, Institute for Capacity Development, IMF Moderator: Rhoda Weeks-Brown, Deputy Director, Communications Department, IMF www.parlnet.org I @ParlNetwork I #GPC2016
