OVERVIEW The Committee on Rules, General Governmental Operations, Reorganization and Reform, and Federal, Foreign and General Affairs held a public hearing at 10:OO a.m. on January 25, 2002 in the Public Hearing Room, I Liheslaturan Guahan. Senators present at the public hearing were: Senator Mark Forbes, Chairman Senator LawrenceKasperbauer, Member Senator Ben Pangelinan, Member 11. SUMMARY OF TESTIMONY Ronald T. Laguana, DOE Chamorro Studies Division, appeared before the Committee to testify on Bill No. 143. Mr. Laguana said he supports Bill No. 143 and suggested an amendment to make it mandatory to fly the Guam flag in addition to the already-required US. flag in classrooms. Senator Kasperbauer said he wrote the bill because he wants to add a requirement to display the Guam flag in addition to the U.S. flag in classrooms on Guam. This was included as part of the Eskuela-ta Reform Act, but the act was declared unconsitutional for other reasons. 111. FINDINGS AND RECOMMENDATION The Committee on Rules, General Governmental Operations, Reorganization and Reform, and Federal, Foreign and General Affairs finds that Bill No. 143, as substituted, is a laudable measure that properly acknowledges the pride that the people of Guam have for their island, their culture, and their heritage. Camacho 9- AN ACT TO AMEND $3205 OF TITLE 17, GUAM CODE ANNOTATED RELATIVE TO DISPLAYING THE UNITED STATES AND GUAM FLAGS. BE IT ENACTED BY THE PEOPLE OF GUAM: Section 1. Section 3205 of Title 17, Guam Code Annotated as added by Public Law 26-26 is hereby repealed and re-enacted to read: Section 3205. United States and Guam Flags: Duty of The District Boards. The Board shall provide for each public school suitable flags of the United States and Guam, which shall be hoisted above each school during all-day sessions, weather permitting. The Board shall also provide smaller and suitable United States and Guam flags to be displayed in each schoolroom at all times during the school sessions.
