May 2, 2016 A meeting of the Westfield School Committee was held on Monday, May 2, 2016 at 7:00 pm in the City Council Chambers, City Hall, 59 Court Street. Members present by roll call: Mr. Bill Duval, Mr. Jeffrey Gosselin, Mrs. Diane Mayhew, Mr. Kevin J. Sullivan, Mrs. Cindy Sullivan, Mr. Ramon Diaz, and Chairman Sullivan. At 7:00 pm Chairman Sullivan called the meeting to order. 1. Pledge of Allegiance Chairman Sullivan asked if anyone was taping the meeting and if so, please state your name and address: none 2. Public participation, excluding personnel: none 3. Fort Meadow Early Childhood Center: Mrs. Blair, Mrs. Vassallo, and students demonstrated how the Lively Letters program is used as a part of the curriculum. 4. Abner Gibbs Elementary School Presentation: Abner Gibbs students introduced themselves and sang the new school song Fly Like an Eagle. 5. ews about Westfield High School from student representatives Students were in attendance and updated the committee. 6. Hats off Recognitions: Frances St. Peter-Snaft and Philip Muccarone were in attendance and recognized for their efforts. 7. Approval of the proposed F2016-2017 Budget for the Westfield Public Schools: moved, seconded to have the Westfield Public Schools Administrative Team along with Dr. Scallion present the School Committee a budget in the amount of $58,900,000. The following roll call vote was taken: Chairman Sullivan
stated that Finance Subcommittee met earlier this evening to vote on a target budget figure. The level service budget figure of $59,635,602 was presented last week and a 3% increase would be welcomed but is not possible for F17 due to the financial climate of the city and state. Mayor Sullivan stated that he had discussions with Mr. Rix and the Administration on a budget number he thought was appropriate, but decided not to include the figure with the district budget. By doing this it provided the opportunity to look at things in a different way. He reported that questions brought forward at the subcommittee meeting and good answers were provided. M. Gosselin reported that during the Finance Subcommittee meeting, the budget was reviewed line by line and many questions were brought forward. Dr. Scallion thanked the City Council members that were in attendance. She also thanked Mr. Rix and Mrs. Kotarski for their hard work. The budget that was submitted was a Level Service Budget. reported that every year the budget is reviewed line by line and the School Committee looks at positions not people. 8. Approval of School Choice for the 2016-2017 school year: moved, seconded to approve the offering of School Choice, for the 2016-2017 school year, at the Elementary Level K-5 (district wide openings), as listed below. All were in favor. Motion passes. Kindergarten = 25 openings Gr. 1 = 30 openings Gr. 2 = 6 openings Gr. 3 = 1 opening Gr. 4 = 11 openings Gr. 5 = 13 openings moved, seconded to offer 31 School Choice openings at South Middle School and no openings at orth Middle School. Superintendent mid-year evaluation update: Dr. Scallion stated the shared access file contained information/artifacts. 14. Approval of the Plan to meet the requirements of a make-up day for Russell Elementary School January 6, 2016: moved, seconded to approve the Plan, as presented, to meet the requirements of a make-up day for the Russell Elementary School, due to the emergency closing on January 6, 2016 (boiler problems). announced that Russell Elementary School was closed on January 6, 2016 due to problems with the boiler/heating system. Approval of Memorandum of Agreement with Unit A/Westfield Education Association: moved, seconded to approve the Memorandum of Agreement with Unit A/Westfield Education Association amending the terms of the 2013-2016 agreement for the purpose of adding Aviation to the list of Vocational Lead Teacher positions, and authorize the Chair to sign on behalf of the committee.
