Addition: 12.4 2018-022 By-Law to set final Tax 2018 Ratios. 4.0 Adoption of Minutes 4.1 R2018-129 Be it resolved that the Council for the Township of Strong adopt the Minutes of the May 8, 2018 meeting as circulated. 4.2 Business Arising from Minutes Item 6.8 from the May 8, 2018 was missed: R2018-131 Be it resolved that Council for the Township of Strong have hereby reviewed a resolution passed by the Town of Lakeshore at their April 24, 2018 meeting regarding renovation and/or demolition of all buildings containing hazardous materials; and That Council supports the Town of Lakeshore and resolve that the Government of Ontario be urged to review and revise the laws regarding the alteration, renovation and/or demolition of all buildings containing hazardous materials, to ensure that proper steps and preventative Township of Strong 2018 05 22 Page 1 of 8

The Fire Department will be in attendance for public education. 6.9 Township of Joly Notice of Passing Zoning By-Law No. 2018-009 7.0 Report of Committees 7.1 Sundridge Strong Recreation Committee May 3 Councillor McLaren advised the Teen Dance was well attended and another has been scheduled for June 22. 7.2 Sundridge & District Medical Centre NOTE: May 15 th meeting rescheduled to May 28 at 6:00PM Councillor Blackwell advised the meeting date was changed to discuss RFP submissions which were due May 18. Council, Clerk Administrator and Treasurer discussed some operation items in the 2018 proposed budget in anticipation of the next committee meeting. 7.2.1 Medical Centre Renovation R2018-132 Moved by: Les Blackwell Seconded by: Jason Cottrell Be it resolved that the Council for the Township of Strong have reviewed the Sundridge & District Medical Centre Proposed Budget for 2018. And that Council approves the 2018 Budget in the amount of $523,926.00 under the following: 1. that Council will place funds requested for the Capital Project to complete a renovation into their reserves until such a time that the renovation project proceeds, bringing the Strong municipal contribution to $0.00 for the Operating Expenses of $103,926.00 based on the listed 2018 revenues; and further 2. that Council requests a detailed breakdown of Capital Expenses when the renovation project is confirmed. 8.0 Discussion Items 8.1 Summer/Fall Newsletter Council reviewed and discussed the draft. Council discussed Fire Committee membership further and a change will not be required at this time, resolution not required. The 2018 Proposed Budget will be discussed at the next Committee meeting which was called on May 24, 2018. 8.3 Future Arena Planning R2018-132 Moved by: Les Blackwell Seconded by: Jason Cottrell Be it resolved that the Township of Strong discussed a Shared Arena Facility with the Village of Sundridge at the November 23, 2017 Bi- Council meeting; and That the Township of Strong and Village of Sundridge expressed interest in discussing the matter further with other local municipalities; and That Council hereby support the investigation into options for a shared arena site with neighbouring municipalities. 9.0 Staff Reports 9.1 Brian Dumas, CBO: Joint Building Committee April 2018 Report 9.2 Randy McLaren, Public Works Superintendent Mr. McLaren submitted a written report for review. He will attend the next regular meeting. 10.0 Council Member Reports: The Mayor provided an oral report on the FONOM Conference in Parry Sound which she attended on May 10, 2018. 11.0 Public Meeting/Notice R2018-133 Moved by: Jason Cottrell Seconded by: Jeff McLaren Be it resolved that the Council for the Township of Strong close the regular meeting of Council to declare an Open Public Meeting to discuss first the 2018 Township of Strong Budget, and secondly a Zoning By-Law Amendment at 1934 Pevensey Rd at 7:00 p.m. 11.1 2018 Township of Strong Capital & Operating Budget Patricia Allen described the budget process to date and reviewed the 2018 Proposed Budget with Council. 11.2 Zoning By-Law Amendment: 1934 Pevensey Road The Mayor presented a proposed Zoning By-Law amendment at 1934 Pevensey Road which was a condition of severance. The Clerk advised that notice was provided as per the Planning Act and no comments, requests or written submissions were received. Mr. Lyle Wuilleme was in attendance and discussed briefly his plans for the properties. R2018-134 Moved by: Jason Cottrell Seconded by: Jeff McLaren Be it resolved that the Council for the Township of Strong Close the Public meeting of Council and resume the regular meeting of Council at 7:00 p.m. R2018-135 WHEREAS generally accepted accounting principles for local governments established by the Public Sector Accounting Board (PSAB) of the Chartered Professional Accountants of Canada require municipalities to capitalize and amortize tangible capital assets, and to accrue liabilities related to postemployment and solid waste landfill closure and post-closure expenses; AND WHEREAS Ontario Regulation 284/09 states that a municipality may exclude these expenses from budgeted amounts for which revenue must be raised; AND WHEREAS if excluded, Ontario Regulation 284/09 requires Councils, prior to approving a municipal budget, to adopt a report that shows the impact of fully covering these expenses; NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the Township of Strong approves the report entitled "Municipal Act, 2001 Ontario Regulation 284/09, 2018 Budget", attached hereto. R2018-141 Be it resolved that the Council for the Township of Strong enter into a Closed Session of Council as per the Municipal Act, C. 25, S.O. 2001 as amended, Section Section 239 (2)(f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose: On-going legal matter; and, Section 239 (2)(d) labour relations or employee negotiations: staffing matters; at 7:45 p.m. The Council for the Township of Strong resumed the regular meeting of Council at 8:50 p.m. The Mayor reported that Council discussed the matters it was permitted to under the resolution authorizing the public exclusion. R2018-142 Be it resolved that Council for the Township of Strong accepts the resignation of Patricia Allen as Treasurer/Tax Collector effective at 4:00 p.m. on Wednesday, May 30, 2018.
