Ministers stressed the need to restore a dialogue with young people by using modern and innovative youth work and new ways of digital communication in order to reach out to all young people, including those with fewer opportunities and difficult backgrounds. They also highlighted the importance of enhancing volunteering and civic engagement on the basis of European values such as solidarity, tolerance and mutual respect. EDUCATION 5. A number of delegations took the floor to emphasise issues important to them, including on the proposed new requirements regarding European works for on-demand media service providers and the possibility to levy a financial contribution in respect of such services by 'targeted' Member States, the proposal for more flexible rules for audiovisual commercial communications, the impact of the country of origin principle, the need for efficient protection of minors, the issue of content that glorifies terrorism, the definition of video-sharing platforms, and the proposed European regulators group for audiovisual media services (ERGA) 11. Towards a EU strategy for international cultural relations = Policy debate (Public debate in accordance with Article 8(2) of the Council's Rules of Procedure) 13638/16 CULT 99 RELEX 883 DEVGEN 226 COMPET 540 ENFOCUSTOM 172 EDUC 343 COHOM 135 The Council held a policy debate on the above topic on the basis of a discussion paper prepared by the Presidency (13638/16). The debate was held in the presence of Mr Bandarin, UNESCO Assistant Director-General for Culture, who also participated in the discussion. While Ministers in general supported the approach outlined in the joint communication of the Commission and the High Representative of the Union for Foreign Affairs and Security Policy, several nevertheless highlighted that further work needs to be done in order to have a genuine strategic approach. Many ministers underlined that the cooperation between ministries of culture and foreign affairs ministries is crucial in order to achieve policy coherence in the area of international cultural relations. Regarding the need to combat the illicit trafficking of cultural heritage, the Commission's plans to propose in 2017 draft legislation on the import of cultural objects to the EU was generally welcomed. 14723/16 8

The impact of sport on personal development = Policy debate (Public debate in accordance with Article 8(2) of the Council's Rules of Procedure) 13647/16 SPORT 73 EDUC 344 EMPL 436 JEUN 88 SOC 640 + COR 1 (pt) The Council held a policy debate on the above topic on the basis of a discussion paper prepared by the Presidency (13647/16), and heard the perspectives of two external guest speakers: Mrs Danka Bartekova, Olympic medallist (skeet shooting) and International Olympic Committee (IOC) Member, and Mr Matej Toth, Olympic and World Champion (50 km race walk). The discussions emphasised the role that practising sport can play in improving transversal skills and soft skills that are essential to personal development and to equipping sport persons - at both elite and grassroots level - for life in the modern world. 16.
